About measures for radical enhancement of system of training of highly qualified personnel in the sphere of justice
For the purpose of further enhancement of system of preparation of highly qualified legal personnel for judicial system on the basis of international standards, "Uzbekistan - 2030" I decide forming of the case of professional judges by adjustment of close connection of education, science and practice, and also ensuring execution of Strategy:
1. Determine the priority purposes of implementation of new system of training of qualified personnel in the judicial and legal sphere:
(a) creation of system of training of the highly qualified personnel which is comprehensively developed, having modern knowledge and necessary professional skills for judicial system;
(b) implementation of the programs directed to training of candidates for positions of judges, advanced training of judges and workers of the office of courts, retraining of the judges consisting in reserve for appointment to executive positions, forming of professional culture of judges at students;
(c) application in educational process of the interactive training methods aimed at the development in future judges of professional skills of independent, objective, impartial and fair conducting production, relying only on the law;
(d) implementation of efficient mechanisms of forming of high spiritual and moral qualities at listeners and students, anti-corruption, ensuring openness and transparency in educational process;
(e) forming at candidates for positions of judges, judges and workers of the office of courts of skills of practical application of modern information technologies and opportunities of artificial intelligence;
(g) development of evidence-based recommendations about scientific methodically ensuring activity of the courts, to carrying out basic, applied and innovative researches, and also enhancement of the legislation in the judicial and legal sphere;
(h) interdepartmental experience exchange, directed to improvement of quality of educational process, and also establishment of effective cooperation with the foreign educational and research organizations specialized on training of lawyers for judicial system including training of candidates for positions of judges and advanced training of judges.
2. Approve the offer of the Supreme judicial council, Supreme Court, Ministry of Justice, and also Ministry of the higher education, science and innovations on formation of Academy of justice of the Republic of Uzbekistan (further - Academy) based on the Higher school of judges under the Supreme judicial council.
3. Determine that:
(a) in Academy educational process is organized on the basis of tradition "ustoz - shogird" according to the principle "future judge is trained by the judge";
(b) The academy is specialized state educational and the research establishment performing activities under the Supreme judicial council with the status of the legal entity;
(c) The academy is legal successor by all rights and obligations of the Higher school of judges;
(d) management of Academy is performed by the rector appointed to position and dismissed by the President of the Republic of Uzbekistan on representation of the chairman of the Supreme judicial council;
(e) the rector of Academy under the terms of compensation, material stimulation, transport and medical attendance is equated to the vice-chairman of the Supreme Court;
(g) vice rectors of Academy are appointed to position and dismissed by the rector of Academy in coordination with the chairman of the Supreme judicial council;
(h) payment terms of work, material stimulation, medical and transport attendance and the other privileges determined for judges of the Supreme Court, for other employees of Academy - determined for workers of the office of the Supreme Court extend to vice rectors and professors-teachers of Academy;
(i) the corresponding class rank provided for the Supreme Court is appropriated to the employees of Academy having still to place of employment military, special ranks and class ranks, qualification class (rank), allowances and surcharges for long service are paid, their period of work in Academy joins in the length of service necessary for receipt of military, special ranks and class ranks, and also assignments of qualification classes (ranks);
(j) for the judges involved in Academy and having qualification class, and equated to them by persons allowances and surcharges, privileges, conditions medical and provision of pensions, determined for judges remain. The period of work of specified persons in Academy joins in judicial years of service.
4. The chairman of the Supreme judicial council bears the personal responsibility for the effective organization of activities of Academy, ensuring its effectiveness, and also coordination of interdepartmental interaction of Academy with other state bodies and the organizations.
5. Assignment to employees of Academy of special ranks and class ranks is performed by the chairman of the Supreme judicial council.
6. Establish procedure according to which since October 1, 2025:
(a) training of candidates for positions of judges will be organized on six-months rates of occupational retraining of Academy (further - rates of occupational retraining) on the basis of the state grant on judicial specializations;
(b) persons accepted on rates of occupational retraining are relieved of the post on principle place of employment which remains behind them during the entire period of training;
(c) the grant in the amount of the monthly salary fund of the assistant judge is monthly paid to students of occupational retraining;
() the Supreme judicial council studies candidates for revenues to rates of occupational retraining regarding their professional compliance, proceeding from faultless reputation, conscientiousness and professional suitability;
(e) acceptance on rates of occupational retraining is carried out by the tender consisting of tests on psychology, foreign languages and judicial specialization, and also carried out by the interdepartmental commission organized by the Supreme judicial council, written examination and individual interview. At the same time tests are carried out by the Agency according to knowledge and qualifications of requests of Academy;
(g) rates of occupational retraining will be organized in the form of dual education on the basis of the principle "the theory - expert imitation" with providing close connection of skills of application of the legislation with practice;
(h) for the purpose of forming at students of occupational retraining of practical skills practical classes are given with use of deontological method. At the same time direct participation of listeners in activities of the relevant law enforcement agencies, legal professions, judicial and expert, other state bodies and organizations is provided;
