About additional measures for enhancement of system of rendering the state services and cardinal reducing bureaucratic procedures in the sphere

For the purpose of ensuring execution of Strategy "Uzbekistan - 2030", and also consecutive continuation of the reforms directed to elimination of excessive bureaucratic barriers, the complicated procedures and obsolete approaches in public administration, raising on the new level of rendering the state services, I decide:

I. Purposes

1. Determine main objectives of adoption of this Decree:

(a) finishing till 2028 the number of the services provided by means of the Single portal of interactive state services and the centers of the state services to 900;

(b) increase in number of pro-active state services up to 53 and composite state services to 74;

(c) economy in year of 47 billion sum of means of the population and reducing administrative expenses on 80 billion sum by reducing bureaucratic procedures, digitalization of the state services, implementation of technologies of artificial intelligence to the sphere;

(d) economy of administrative expenses in the amount of 49 billion sum by step-by-step providing self-government institutions of citizens and places of accumulation of the population with 1 100 interactive booths.

II. Reducing number of the documents required when rendering the state services, simplification and acceleration of processes

2. By means of implementation of interdepartmental information exchange to cancel since December 1, 2025:

(a) reclamation in case of registration of scrap by bodies of the REGISTRY OFFICE at persons marrying representations of results of medical examination;

(b) reclamation of the REGISTRY OFFICE by bodies in case of divorce based on the judgment from persons whose marriage is dissolved, the judgments for forming of record of the act of annulment of marriage. At the same time:

(i) record of the act of annulment of marriage is constituted in automatic procedure in the information system "Single Electronic Archive of the REGISTRY OFFICE" by body of the REGISTRY OFFICE of the area (city) in the court location, and also the copy of the judgment are equated to the certificate on annulment of marriage;

(ii) the state fee collected for registration of annulment of marriage based on the judgment is collected from both spouses or from one of them by district (city) departments of Bureau of forced execution in accordance with the established procedure;

(c) the obligation of recruits and persons liable for call-up to represent to relevant organs of defense of the data on changes in the place of residence, the place of study, place of employment and position;

(d) the requirement of specifying of the address of the owner of the automotor-vehicle in the registration certificate of the automotor-vehicle.

3. Approve:

(a) The list of the state bodies and organizations responsible for representation since January 1, 2026 of some types of data and documents by means of the Digital Government system, according to appendix No. 1 *;

(b) The list of personal data of the physical persons represented on the Single portal of interactive state services in real time according to appendix No. 2 *;

(c) The list of the state services which will take root step by step by means of the centers of the state services and the Single portal of interactive state services, according to appendix No. 3 *;

() the List of additional state services which will be rendered in the accelerated procedure, according to appendix No. 4*.

4. Determine that:

(a) to state bodies and organizations:

(i) since January 1, 2026 reclamation from the population, including subjects of entrepreneurship, data and documents according to appendix No. 1 * to this Decree is forbidden;

(ii) when rendering the state services in the course of employment and implementation of other ministerial procedures the opportunity of independent data acquisition of data and documents by means of the Digital Government system at the state bodies and the organizations determined in appendix No. 1 * to this Decree is given;

(iii) reclamation from the population of the data and documents provided in appendices No. No. 1 * and 2 * to this Decree is recognized violation of requirements of acts of the legislation the sphere of rendering the state services;

(b) based on acts of the legislation of the organization to which functions of rendering the state services are assigned irrespective of form of business, free of charge use data within the Digital Government system.

5. Establish procedure according to which since November 1, 2025:

(a) on the Single portal of interactive state services (further - the Single portal) personal data of physical persons according to appendix No. 2 * to this Decree are provided through their private office in real time. At the same time:

(i) personal data of physical person on the Single portal are equated to their paper form;

(ii) reclamation of paper form of these data by state bodies and organizations is forbidden if these data are provided with use of mobile application of the Single portal;

(b) in case of the appeal to the centers of the state services the privilege on access to the state services out of turn is provided to pensioners, pregnant women and the citizen who came with the child aged up to three years;

(c) in case of registration of physical persons in the Single system of identification (OneID) in alternative form the procedure for biometric identification of the personality (Face ID) is entered;

(d) in case of change of data of the owner of the automotor-vehicle at the discretion of the owner the statement for state registration of the automotor-vehicle goes in composite procedure body of the REGISTRY OFFICE or the Center of the state services to law-enforcement bodies;

(e) the centers of the state services are granted the right of rendering services to the population and subjects of entrepreneurship on all state services implemented by means of the Single portal;

(g) in case of unreasonable variation of the statements which arrived through the Single portal, the centers of the state services and the information system "License", part of the state fees, the charges and other payments enforced for the state service based on addresses of citizens and the corresponding conclusion of judicial authorities, sent to authorized bodies, returns to citizens authorized bodies.

III. Improvement of infrastructure of rendering the state services

6. Determine that:

(a) places of accumulation of the population also waved step by step are provided with 1 100 interactive booths. At the same time:

(i) The Ministry of Justice takes measures for purchase in the six-months time of 600 interactive booths at the expense of means of off-budget fund of development of bodies and organizations of justice of the Ministry of Justice;
