About creation of the Almalyk state technical institute

For the purpose of effective use of the available resources of the highest educational organizations, implementations of the latest pedagogical technologies in educational process, raisings on new level of training of highly qualified personnel on the basis of the best foreign practices, and also strengthening of material and technical resources of the highest educational organizations in the Tashkent region I decide:

I. Purpose

1. Determine main objective of this resolution satisfaction of need for the personnel with the higher education having modern knowledge and skills, industries and spheres of economy of the Tashkent region, in particular engineering, metallurgy, production, mining.

II. Enhancement of system of training for the sphere of engineering in the Tashkent region

2. Create the Almalyk state technical institute (further - Institute) based on the Almalyk branch of the Tashkent state technical university.

3. Approve:

(a) The main activities of the Almalyk state technical institute according to appendix No. 1 *;

(b) Practical measures on the organizations of activities of the Almalyk state technical institute performed by the Ministry of the higher education, science and innovations according to appendix No. 2*.

4. Determine that:

(a) The institute is the state highest educational organization and performs activities in system of the Ministry of the higher education, science and innovations;

(b) all students studying in the Almalyk branch of the Tashkent state technical university will continue training at Institute, the diploma of Institute is in accordance with the established procedure issued to graduates from 2025/2026 academic years;

(c) The institute is legal successor by the rights and obligations, including the signed agreements of the Almalyk branch of the Tashkent state technical university;

(d) financing of activities of Institute:

(i) it is performed at the expense of means of the Government budget, means arriving from training at paid and contractual basis, receipts from economic activity and rendering services on contractual basis, charitable gifts of the physical persons and legal entities, grants and other sources which are not prohibited by acts of the legislation;

(ii) in 2025 it is performed within the funds of the republican budget of the Republic of Uzbekistan allocated to the Ministry of the higher education, science and innovations as the distributor of budgetary funds of the first level since 2026 - it is provided in parameters of the Government budget.

III. Integration of training processes and scientific research with practice

5. Attach JSC Almalyksky MMC (further - Plant) to Institute as the main industrial partner. To plant:

(a) to render assistance in the effective organization since January 1, 2026 to activities of branches of departments of specialty of Institute at the companies as a part of Plant;

(b) to create possibility of the organization of educational process and researches of students, professors-teachers and scientific job seekers of Institute in the Center of development and deployment of innovative technologies and laboratories of Experienced and enrichment factory under this Center;

(c) in each academic year:

(i) involve students of older years of Institute in paid practice;

(ii) finance the scientific projects directed to the decision together with Institute of the problems arising in technological and production processes of Plant on competitive basis.

6. Determine that:

(a) The advanced engineering school specialized on geology, metallurgy and the equipment (further - the Advanced engineering school "Geomettekh") is created at Institute at the expense of means of Plant;

(b) The advanced engineering school "Geomettekh" services Institute and the Almalyk branch of National research technological university "MISIS";

(c) for training at the Advanced engineering school "Geomettekh" in the special educational programs oriented to practice on competitive basis the students having high academic rates are selected;

(d) according to the direction of the Advanced engineering school "Geomettekh" industrial partners for whose technical and technological support modern laboratories are created are determined;

(e) at the Advanced engineering school "Geomettekh" scientific research is performed and developmental works on the basis of the portfolio of problems represented by industrial partners are performed;

(g) the system of joint financing of the applied and innovative projects realized at the Advanced engineering school "Geomettekh" at the expense of means of industrial partners and the Agency of innovative development takes root;

(h) activities of the Advanced engineering school "Geomettekh" are financed by the extrabudgetary funds of Institute, Almalyk branch of National research technological university "MISIS" and other sources which are not prohibited by acts of the legislation.

7. To khokimiyat of the Tashkent region in case of determination of industrial partners for the Advanced engineering school "Geomettekh" to establish effective interaction with domestic large production enterprises in the following directions:

(a) realization and financing of joint scientific projects on the basis of problems of industrial partners;

(b) support of gifted students and young scientists, including financing of the scientific researches performed by them;

(c) creation of modern educational and scientific laboratories.

IV. Organization, providing and control of execution of the resolution

8. Approve "Road map" on the organization of activities of the Almalyk state technical institute according to appendix No. 3*.

9. Declare invalid the resolution of the President of the Republic of Uzbekistan of July 27, 2017 No. PP-3153 "About measures for enhancement of preparation of technical personnel for production and industrial industry of the Tashkent region".

10. To the ministry of the higher education, science and innovations in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

11. Assign to the minister of the higher education, science and innovations K. A. Sharipov and hokim of the Z.T Tashkent area. Mirzayeva the personal responsibility for the effective organization of execution of this resolution.

12. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
