2. Approve the enclosed Procedure for maintaining the register of identifiers of the objects of segment of the Eurasian economic commission appointed within the international tree of identifiers of objects.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

Procedure for maintaining the register of identifiers of the objects of segment of the Eurasian economic commission appointed within the international tree of identifiers of objects

I. General provisions

This Procedure determines rules of maintaining the register of identifiers of the objects of segment of the Eurasian economic commission (further – the Commission) appointed within the international tree of identifiers of objects which mechanism of forming is determined by recommendations of MSE-T X.660 (07/2011) "Information technologies – procedures for work of registration authorities of identifiers of objects: general procedures and upper arches of tree of the international identifiers of objects" and international standard ISO/MEK 9834-1:2012 "Information technologies. Procedures of work of registration authorities of the identifier of objects. General procedures and the upper arches of tree of the identifier of the international objects" (further respectively – MSE-T X.660, ISO/MEK 9834-1).

For the purposes of this Procedure concepts which mean the following are used:

"cancellation of the identifier of object" – object identifier exception of the register of identifiers of objects;

"the object identifier", "OID" – the arranged sequence of digital values from root of the international tree of identifiers of objects which is connected with object and unambiguously identifies it;

"the international tree of identifiers of objects" – hierarchical structure of identifiers of objects which root corresponds to MSE-T X.660 and ISO/MEK 9834-1;

"object" – the data set and program code having properties (attributes) assuming application of methods which allow to process data definitely;

"object identifier re-registration" – change of data on the registered identifier of object, the identifiers of objects containing in the register, without change of the identifier of object;

"registration of the identifier of object" – assignment of the identifier to object and its inclusion in the register of identifiers of objects;

"the register of identifiers of objects" – the list of identifiers of the objects of segment of the Commission appointed within the international tree of identifiers of objects;

"segment of the Commission" – part of structure of the international tree of identifiers of objects, OID 1.3.239 branch { iso (1) identified-organization (3) eec (239)}, intended for registration of identifiers of objects by the Commission.

The commission keeps the register of identifiers of objects for the purpose of:

a) ensuring application of electronic form of interaction between state members of the Eurasian Economic Union (further respectively – state members, the Union) and the Commission;

b) ensuring functioning of information systems and general for state members of information resources;

c) applications of the digital signature (digital signature) and enciphering within cross-border space of trust.

The commission performs registration of identifiers of objects according to the following structure of segment of the Commission:

a) 1.3.239.1 { iso (1) identified-organization (3) eec (239) transboundary-space-of-trust-eaeu (1)} – cross-border space of trust;

b) 1.3.239.2 { iso (1) identified-organization (3) eec (239) information-systems (2)} – information systems.

Maintaining the register of identifiers of objects is performed by Department of information technologies of the Commission (further – the registrar).

For the purpose of maintaining the register of identifiers of objects the registrar performs the following functions:

a) registration (re-registration) of identifiers of objects;

b) cancellation of identifiers of objects;

c) provision of data from the register of identifiers of objects.

II. Registration (re-registration) and cancellation of identifiers of objects

7. Registration (re-registration) and cancellation of identifiers of objects are performed by the registrar based on statements of structural divisions of the Commission or authorized bodies of state members (further – the applicant) in form according to appendix (further – the statement).

8. The bases for the direction of the statement are the international agreements within the Union, acts of bodies of the Union, and also orders (orders, resolutions) the Chairman of Board of the Commission on questions of the organization of activities of the Commission.

9. The registrar performs registration (re-registration) or cancellation of the identifier of object within 20 working days from receipt date of the corresponding statement and in writing notifies on it the applicant.

10. The registrar rejects the arrived statement in the following cases:

a) the application form does not correspond given in appendix to this Procedure;

b) the applicant provides false information and (or) data not in full;

c) registration (re-registration) or cancellation of the identifier of object is out of cognizance of the registrar provided by items 4 and 8 presents About;

d) object concerning which in the register of identifiers of objects the object identifier is already registered is specified in the statement for registration of the identifier of object.

11. In case of variation the registrar directs applications to the applicant the motivated answer within 5 working days from the date of receipt of such statement.

12. The register of identifiers of objects joins the following data:

a) object identifier;

b) name of object;

c) object scope (the name of the sphere provided by the Agreement on the Eurasian Economic Union of May 29, 2014, information system, information resource of the Commission, subsystem of the integrated information system of the Union, the qualifier, the reference book, general resource and (or) general process within the Union);
