About measures for enhancement of system of public administration
According to the subitem 5) article 44 of the Constitution of the Republic of Kazakhstan for the purpose of upgrade and increase in system effectiveness of public administration of POSTANOVLYAYU:
1. Reorganize anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service) by accession to Committee of homeland security of the Republic of Kazakhstan.
2. Form department of Committee of homeland security of the Republic of Kazakhstan - Service on anti-corruption of Committee of homeland security of the Republic of Kazakhstan (further - Service).
3. Transfer to the Agency of the Republic of Kazakhstan for public service of function and power of the reorganized anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service) on forming and realization of anti-corruption policy, coordination in the sphere of anti-corruption, minimization of the reasons and conditions promoting making of corruption offenses, and also forming of anti-corruption culture.
4. Determine Committee of homeland security of the Republic of Kazakhstan and the Agency of the Republic of Kazakhstan for public service legal successors of the rights and obligations of the Agency of the Republic of Kazakhstan by anti-corruption (Anti-corruption service) according to the transferred functions and powers.
5. Bring in the Presidential decree of the Republic of Kazakhstan of March 11, 2008 No. 552 "About approval of the Regulations on Administration of the President of the Republic of Kazakhstan" the following change:
in the List of state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, approved by the above-named Decree:
exclude the line "Anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption Service)".
6. To committee of homeland security of the Republic of Kazakhstan to submit for consideration of the President of the Republic of Kazakhstan in a month:
1) project of the Regulations on Service;
2) together with the Government of the Republic of Kazakhstan and the Agency of the Republic of Kazakhstan for public service of the offer on redistribution of the number of staff of the reorganized anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service) according to the transferred functions and powers.
7. To the agency of the Republic of Kazakhstan for public service to submit for consideration of the President of the Republic of Kazakhstan the draft of the Decree on modification and amendments in Regulations on the Agency of the Republic of Kazakhstan for public service in a month.
8. To committee of homeland security of the Republic of Kazakhstan and the Agency of the Republic of Kazakhstan for public service in two-month time to take other measures for implementation of this Decree.
9. To the government of the Republic of Kazakhstan till September 1, 2025 to develop and submit the bill following from this Decree for consideration of the Majilis of Parliament of the Republic of Kazakhstan.
10. To impose control of execution of this Decree on Administration of the President of the Republic of Kazakhstan.
11. This Decree becomes effective from the date of its signing.
