About carrying out experiment (pilot project) on application of navigation seals concerning the goods of the Eurasian Economic Union moved between the territories of the Republic of Armenia and the Russian Federation

For the purpose of implementation of the order of Council of the Eurasian economic commission of June 2, 2025 "About carrying out by the Republic of Armenia and the Russian Federation of experiment (pilot project) on application of navigation seals concerning the goods of the Eurasian Economic Union moved between the territories of the Republic of Armenia and the Russian Federation" and also practical working off of mechanisms of monitoring and tracking of transportations within the Eurasian Economic Union the Government of the Russian Federation decides No. 19:

1. Make till October 31, 2025 experiment (pilot project) on application of navigation seals concerning goods of the Eurasian Economic Union (except for the goods specified in the subitem "an" of Item 2 of the order of Council of the Eurasian economic commission of June 2, 2025 to No. 19 "About carrying out by the Republic of Armenia and the Russian Federation of experiment (pilot project) on application of navigation seals concerning the goods of the Eurasian Economic Union moved between the territories of the Republic of Armenia and the Russian Federation") in case of their transportations by road transport from the territory of the Republic of Armenia on the territory of the Russian Federation through the territories of the states which are not members of the Eurasian Economic Union and from the territory of the Russian Federation on the territory of the Republic of Armenia through the territories of the states which are not members of the Eurasian Economic Union (further respectively - experiment, transportations within the experiment).

2. Determine that:

a) the federal executive bodies authorized on ensuring carrying out experiment are the Ministry of Transport of the Russian Federation, the Ministry of Economic Development of the Russian Federation and the Federal Customs Service (further - authorized bodies of the Russian Federation);

b) within the experiment imposing (removal) of navigation seals is performed by the national operator providing tracking of transportations of subjects to tracking with use of navigation seals who is authorized on interaction with monitoring bodies of the Russian Federation and authorized operators (bodies) of other state members of the Eurasian Economic Union, certain order of the Government of the Russian Federation of March 18, 2023 No. 633-r (further - the authorized operator of the Russian Federation), or automobile carrier according to the decision of customs authority when placing goods the Eurasian Economic Union under customs procedure of customs transit (completion of customs procedure of customs transit);

c) navigation seals are applied to goods of the Eurasian Economic Union during 50 transportations within the experiment which are performed from the Republic of Armenia to the Russian Federation, and 50 transportations within the experiment which are performed from the Russian Federation to the Republic of Armenia;

d) authorized bodies of the Russian Federation, the authorized operator of the Russian Federation, consignors, consignees, freight forwarders and automobile carriers when carrying out experiment are guided by the decision of Council of the Eurasian economic commission of July 4, 2023 No. 75 "About requirements to the navigation seals applied when transporting goods on the territories of two and more state members of the Eurasian Economic Union", the decision of Board of the Eurasian economic commission of August 22, 2023 No. 128 "About some questions of application of navigation seals" and the decision of Board of the Eurasian economic commission of August 22, 2023 No. 129 "About the Operations procedure of the monitoring bodies and national operators necessary for activation and deactivation of the navigation seal registered in information system of the national operator of other state member of the Eurasian Economic Union than state member in the territory of which tracking of transportation of subjects to tracking begins";

e) participation in experiment of consignors, consignees, freight forwarders and automobile carriers is performed on voluntary and non-paid basis.

3. Recommend to the authorized operator of the Russian Federation to provide:

a) provision of navigation seals in the quantity necessary for carrying out experiment;

b) integration of own information system with information system of the authorized operator of the Republic of Armenia at the level sufficient for implementation of collection, processing, exchange and storage of information on transportations within the experiment arriving from the navigation seals used within the experiment;

c) informing the Ministry of Transport of the Russian Federation within 7 working days from the date of publication of this resolution on results of carrying out technical testing on integration of information systems of authorized operators of the Russian Federation and the Republic of Armenia, and also about readiness for carrying out experiment;

d) information transfer about transportations within the experiment, arriving from the navigation seals used within the experiment in the Federal Customs Service by means of provision of access to the information system.

4. Provide to the Ministry of Transport of the Russian Federation:

a) coordination of carrying out work within the experiment of authorized bodies of the Russian Federation, the authorized operator of the Republic of Armenia, the authorized operator of the Russian Federation, consignors, consignees, freight forwarders and automobile carriers;

b) interaction of the authorized operator of the Republic of Armenia and the authorized operator of the Russian Federation with the automobile carriers of the Russian Federation and the Republic of Armenia participating in experiment;

c) the beginning of carrying out experiment within 10 working days from the date of entry into force of this resolution;

d) in interaction with the Ministry of Economic Development of the Russian Federation, the Federal Customs Service and the authorized operator of the Russian Federation, and also with bodies (organizations) authorized on carrying out experiment in the Republic of Armenia till December 1, 2025 assessment of results of experiment and submission of the corresponding report to the Government of the Russian Federation for the purpose of further informing the Eurasian economic commission.

5. To the Ministry of Economic Development of the Russian Federation to notify the Eurasian economic commission on results of experiment after its completion.

6. Ensuring carrying out experiment by authorized bodies of the Russian Federation is performed within the established extreme number of employees of their central offices and territorial authorities, and also budgetary appropriations provided to authorized bodies of the Russian Federation in the federal budget on management and management in the field of the established functions.
