About additional measures for further strengthening of performing discipline in state bodies and the organizations

For the purpose of implementation of effective mechanisms of control of execution of the laws, acts of the President of the Republic of Uzbekistan and the Government, ensuring specific accountability by results of execution, and also further increase in the personal responsibility of heads and workers of all levels for strict respect for performing discipline I decide:

I. Purposes

1. Determine the main directions of the organization of performing discipline in state bodies and the organizations, executive bodies on places, economic associations and other organizations (further - state bodies and the organizations):

(a) implementation of effective mechanisms of control of execution of the laws, decrees, resolutions, orders and orders of the President of the Republic of Uzbekistan;

(b) the high-quality organization of works on studying of effectiveness of reforms and strengthening of performing discipline in regions;

(c) increase in responsibility of the first heads of state bodies and organizations for ensuring execution;

(d) digitalization of processes of the organization of execution of decisions of the Government;

(e) implementation of technologies of artificial intelligence in processes of control of performing discipline.

II. Increase in role of Audit Chamber in control of execution of decrees, resolutions, orders and orders of the President of the Republic of Uzbekistan

2. Assign the following additional tasks to Audit Chamber:

(a) carrying out along with studying of target expenditure of the funds allocated within the laws, decrees, resolutions, orders and orders of the President of the Republic of Uzbekistan (further - acts of the legislation and the order), the analysis of their efficiency for the population and entrepreneurs;

(b) development and realization of the complex measures directed to strengthening of performing discipline, increase in the personal responsibility of officials, achievement of effectiveness of the reforms performed by the President of the Republic of Uzbekistan;

(c) introduction to initiators of offers on the questions requiring paying of attention in case of project development of acts of the legislation and orders;

(d) permanent information and analytical providing Administration of the President of the Republic of Uzbekistan on general condition of execution of orders of the President of the Republic of Uzbekistan;

(e) implementation of coordination of activities of state bodies and organizations for execution of acts of the legislation and orders.

3. For the purpose of strengthening of performing discipline within ensuring execution of acts of the legislation and orders in regions:

(a) to resolve creation since September 1, 2025 of the working groups on studying of execution of acts of the legislation and orders in regions by the Republic of Karakalpakstan, areas and the city of Tashkent consisting of representatives of Audit Chamber, Ministry of Justice, and also other ministries and departments (further - working groups);

(b) to determine the main objectives of working groups:

(i) practical assistance to the relevant state bodies and organizations in the effective organization of execution of acts of the legislation and orders, and also studying with departure on places of the course of their timely, complete and high-quality execution;

(ii) taking measures to identification and the analysis of the factors interfering the actual execution of acts of the legislation and orders, and also elimination of the arisen system problems and shortcomings;

(iii) carrying out following the results of every quarter with participation of heads of the relevant state bodies and organizations of discussion of the shortcomings revealed as a result of studying and also development of offers on their elimination;

(c) to determine that:

(i) The Audit Chamber quarterly makes in Administration of the President of the Republic of Uzbekistan suggestions for improvement of condition of performing discipline in regions and to remedial action, and also taking measures to responsible persons;

(ii) headquarters of working groups are created in territorial authorities of justice;

(iii) The Cabinet of Ministers, the ministries and departments, executive bodies on places render direct assistance to the working groups in the organization of performing discipline.

Due to the implementation of new practice of strengthening of performing discipline in regions to allocate to Audit Chamber since September 1, 2025 in addition 10 established posts of managerial personnel at the expense of the reduced established posts of the off-budget Pension fund under the Ministry of Economics and finance.

4. Implement practice of control of execution of orders (except for orders according to personnel, financial and economic and other departmental organizational matters) and orders of the head of Administration of the President of the Republic of Uzbekistan by means of Single interdepartmental electronic system of performing discipline "ijro.gov.uz" (further - the ijro.gov.uz system).

Determine that control of execution of the specified type of orders and orders is performed according to the procedure of control of execution of decrees, resolutions, orders and orders of the President of the Republic of Uzbekistan by means of the ijro.gov.uz system.

III. Increase in the personal responsibility of heads of state bodies and organizations for the effective organization of performing discipline

5. Since September 1, 2025:

(a) to place of structural divisions, responsible for performing discipline, under direct authority of the first heads as separate division in state bodies and the organizations;

(b) to implement practice of advanced training of employees of division of state bodies, responsible for performing discipline, and the organizations in Audit Chamber, the Cabinet of Ministers and the Ministry of Justice once in each three years on the basis of the scheduled plan.

6. Determine the main activities of structural divisions of state bodies and the organizations, responsible for performing discipline:

(a) implementation of system daily control and monitoring of respect for performing discipline;

(b) introduction to the first head of offers on application of disciplinary punishment to the workers who allowed shortcomings of performing discipline;

(c) informing the first head on the orders requiring execution next week, - weekly on Friday, requiring execution next month, - monthly till the 25th;

(d) rendering the practical employee assistance in solution of the problems on performing discipline, and also the organization for them educational seminars and occupations on system basis.

Determine that assignment on employees of structural divisions of state bodies and the organizations of the tasks, responsible for performing discipline, which are not connected with their functional obligations is not allowed.

7. For the purpose of establishment of public control over ensuring execution of acts of the legislation and orders to implement since October 1, 2025:

(a) practice of placement on web pages of state bodies and organizations, and also the Ministries of Justice of the corresponding data on performing discipline with monthly updating;

(b) procedure for quarterly performance before the general public of heads of state bodies and the organizations with the report on course of execution by them of the laws, acts of the President of the Republic of Uzbekistan and the Government.

IV. Implementation of new mechanisms of control of execution of decisions of the Cabinet of Ministers

8. Approve government proposal on implementation since October 1, 2025 of control and the organization of accountability for execution of decisions of the Cabinet of Ministers by means of the ijro.gov.uz system.

9. Due to the implementation of new procedure for control of execution of decisions of the Cabinet of Ministers:

(a) to form in structure of central office of the Ministry of Justice within its operating established posts the Management consisting of 20 established posts and submitting directly to the Minister of Justice on control of execution of acts of the President of the Republic of Uzbekistan and the Government (further - Management) based on Management on control of execution of acts and orders of the President of the Republic of Uzbekistan;

(b) to determine that employees of territorial departments of Management submit regarding control of execution of acts of the President of the Republic of Uzbekistan and the Government directly to the head of department, and regarding discipline of work - to the Minister of Justice of the Republic of Karakalpakstan, chiefs of justice departments of areas and the city of Tashkent respectively.

V. Implementation of new procedure for the full-fledged organization of execution of regulatory legal acts and quality evaluation of their execution

10. Establish procedure according to which:

(a) regulatory legal acts which development is determined according to acts of the legislation and orders at stages after entering in accordance with the established procedure into the Cabinet of Ministers and Legislative house of Oliy Majlis and before their acceptance in addition undertake on control by means of the ijro.gov.uz system;

(b) orders about development and (or) approval of departmental regulatory legal acts are removed from control after state registration of these acts in accordance with the established procedure;

(c) orders on digitalization in acts of the legislation and orders are performed in full in the ijro.gov.uz system after coordination with the Ministry of digital technologies;

(d) for control of orders with completion date three months also more take root the mechanism of intermediate control. At the same time executives in charge enter into the ijro.gov.uz system the interim information on the work done after exactly a half of term of the order together with supporting documents;

(e) The Ministry of Justice in the course of ensuring execution of acts of the legislation and orders if necessary can determine additional contractors in the ijro.gov.uz system by coordination with Audit Chamber.

11. To Audit Chamber, the Cabinet of Ministers and the Ministry of Justice to implement practice of assessment of condition of execution of acts of the legislation and orders. At the same time:

(a) quarterly:

(i) all orders which are on execution are studied on the basis of the principle "risk analysis", and according to orders with high risk of failure to provide of timely execution the separate list is kept;

(ii) for ensuring execution of orders with approached or approaching terms availability of sources of means and resources, infrastructure and other bases is analyzed;

(b) by mobilization of additional contractors and resources practical help on elimination of the system problems and shortcomings arising in ensuring execution of orders and also taking measures of ensuring timely and high-quality execution is given.

To the chairman of Audit Chamber to take measures for the organization of works by spheres and the complete act on control of execution of acts of the legislation and orders.

VI. Implementation of modern information and communication technologies in processes of ensuring performing discipline

12. Till October 1, 2025:

(a) to implement practice of determination of duplicative orders, automatic mailing of notifications on orders with the first heads of state bodies and organizations approaching completion date with wide use of technologies of artificial intelligence in the course of entering of orders into the ijro.gov.uz system;

(b) step by step to perform integration of information systems of state bodies and organizations with the ijro.gov.uz system for the purpose of possibility of check of reliability and justification of the entered data on execution of acts of the legislation and orders by means of the ijro.gov.uz system.

Assign to the minister of digital technologies Sh. Shermatov, and also heads of other interested ministries and departments the personal responsibility for the timely, complete and high-quality organization of execution of the orders determined by this Item.

VII. Organization, providing and control of execution of the Decree

13. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix.

14. To Audit Chamber together with the Ministry of Justice in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.
