About measures for social and economic development of the Samarkand region till 2030

I. Purposes

1. Determine the main target indicators of development of the Samarkand region till 2030:

(a) bringing amount of gross regional product to 165 trillion sum;

(b) projects implementation in the sphere of the industry and services by total cost in equivalent 6, 8 billion US dollars;

(c) finishing export volume of the industry, services and tourism to 3, 5 billion US dollars;

(d) expansion and complete upgrade of engineering and communication networks;

(e) creation in addition 6,2 thousand hectares of green zones.

2. To khokimiyat of the Samarkand region (A. Boboyev) in week time to approve target indicators by the region, areas (cities) and responsible persons.

II. Partnership between khokimiyat of area and subjects of entrepreneurship

3. Implement in the Samarkand region the procedure for implementation of investment projects and improvement of infrastructure of the region on the basis of mutually advantageous partnership between the state and subjects of entrepreneurship providing:

(a) formation of Joint-stock company "the Samarkand Investment Company in case of establishment of the khokimiyat of the Samarkand region (further - the Company) which is carrying out task of "bridge" between the state and subjects of entrepreneurship;

(b) renaming of Fund of development of entrepreneurial infrastructure under khokimiyat of the Samarkand region in Fund of development of the Samarkand region (further - Fund) for the purpose of financing of the projects aimed at the development of infrastructure of area, the operational solution of urgent questions of everyday life of the population in municipal and other spheres and also transfer to the Company of the right to management of fund;

(c) exposure to biddings of the parcels of land in the form of ready business for implementation of mutually advantageous projects with subjects of entrepreneurship with execution of the construction license and project documentation;

(d) inclusion since November 1, 2025 of part of expenses on creation of engineering and communication networks and transport infrastructure in the cost of payment of development of architectural and planning design assignment of construction or reconstruction of object of town-planning activities, and also the direction of the specified part of expenses in complete size in Fund one-timely or with possibility of payment in parts (except for the objects financed by budgets of the budget system, individual apartment houses, and also the non-state preschool and general average educational organizations).

4. Determine that:

(a) the authorized capital of the Company is created step by step at the expense of additional sources of the regional budget and municipal property of the Samarkand region based on Kengash's decision of People's Deputies of the Samarkand region, and also other means which are not forbidden by the legislation;

(b) questions of creation and financing of project offices of the Company are determined by the separate directions by her founder;

(c) the direction of company funds and Fund on projects and the other purposes, and also attraction of borrowed funds of commercial banks and international financial institutions (except for the borrowed funds raised under the state guarantee) are performed according to the decision of the founder of the Company;

(d) settlement accounts of the Company and Fund open in commercial banks;

(e) money recovery of Fund based on executive documents and collection orders for obligations of khokimiyat of the Samarkand region is not allowed;

(g) the procedure for financing of the actions determined in the Presidential decree of the Republic of Uzbekistan of January 21, 2022 No. UP-54 "About Additional Measures for Development of Infrastructure of Entrepreneurship in Regions of the Republic" by fund remains.

5. For the purpose of ensuring openness of activities of the Company and its accountability before the public to establish procedure according to which:

(a) The company constitutes the financial statement according to international accounting standards and since 2027 annually till August 1 the report is posted on the official website of khokimiyat of the Samarkand region after carrying out external audit by audit companies on the basis of international standards of audit;

(b) The company since 2027 places financial and non-financial statements, and also commercial and non-commercial purposes concerning it on the official website of khokimiyat of the Samarkand region;

(c) till 2028 in the Company ISO, ERP and other modern management systems will be implemented, and also from its party it will be provided the credit ratings of leaders of the international agencies;

(d) in the report of hokim of the Samarkand region before Kengash of People's Deputies of the Samarkand region about the most important and topical issues of social and economic development information on effectiveness of activities of the Company and effective use of fund is displayed.

6. Approve:

(a) The main target indicators of development of the Samarkand region till 2030 according to appendix No. 1 *;

(b) The main directions of development of the Samarkand region till 2030 according to appendix No. 2 *;

(c) Priority activities of JSC Samarkand Investment Company according to appendix No. 3 *;

() Sources of forming and the direction of expenditure of fund of development of the Samarkand region under khokimiyat of the Samarkand region according to appendix No. 4*.

7. To the Cabinet of Ministers:

(a) in week time to approve the following procedures providing:

(i) implementation of investment projects on the basis of mutually advantageous partnership between JSC Samarkand Investment Company and subjects of entrepreneurship based on the parcels of land;

(ii) entering of part of expenses on creation of engineering and communication networks and transport infrastructure of the Samarkand region into the cost of payment for development of architectural and planning design assignment of construction or reconstruction of object of town-planning activities;

(iii) projects implementation in the Samarkand region in the simplified procedure on the terms of public-private partnership;

(iv) implementation in the Samarkand region of town-planning projects of renovation;

(b) in two-month time to approve the administrative regulations providing procedure for digital execution of allowing documentation on construction in the city of Samarkand.
