About additional measures for development of infrastructure of entrepreneurship in regions of the republic

For the purpose of creation of favorable investment and business environment, improvement of engineering and communication and production infrastructure in regions, and also ensuring execution of the tasks determined within open dialogue of the President of the Republic of Uzbekistan with entrepreneurs who is carried out on August 20, 2021 for direct studying of problems and offers and determination of the main directions of further development of entrepreneurship:

1. Agree with the offer of the Ministry of Economic Development and reducing poverty, the Ministry of investments and foreign trade, the Ministry of Finance on creation of funds of development of infrastructure of entrepreneurship under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent (further - funds).

2. Determine sources of forming of the income of funds:

70 percent of part of the means arriving from privatization of the parcels of land of nonagricultural appointment and sale through electronic online auction of the right of obtaining in lease of the parcels of land after deduction of the expenses determined by the Cabinet of Ministers, except for the parcels of land in the territories of special economic zones, small industrial zones, youth industrial and entrepreneurial zones and the centers "Business city";

charitable gifts of physical persons and legal entities;

other sources which are not prohibited by acts of the legislation.

3. Determine that funds of funds are allocated for financing of the following events:

providing with external engineering and communication networks (networks of drinking water supply and the sewerage, the electric power, natural gas and the highway) arrays of "Yangi Uzbekiston", arrays provided in the state housing programmes and also special economic zones, small industrial zones, youth industrial and entrepreneurial zones;

providing with external engineering and communication networks the projects included in investing programs worth more than 200 billion sum, from shares of own means of the investor in the amount of at least 25 percent, and also objects of the roadside infrastructure created on complete land along highways of the international and republican value;

developments of master plans of settlements, administrative and planning tasks and detailed planning projects of regions.

At the same time for the purpose of financing of the actions provided in this Item funds also at the expense of the Government budget and other sources which are not prohibited by acts of the legislation are allocated.

4. Determine that:

forming and financing of programs of financing of works on construction, reconstruction and repair at the expense of means of funds are performed on the basis of procedure for forming and financing of address programs of the construction repair work performed at the expense of centralized sources;

the address program of the projects financed by funds affirms the decision of the Jokargi Kenes of the Republic of Karakalpakstan, Kengashy People's Deputies of areas and the city of Tashkent;

funds are created in the form of off-budget fund of state-financed organizations and have no status of the legal entity.

5. Abolish Fund of development of urbanization under the Ministry of Economic Development and reducings poverty.

To the Ministry of Economic Development and reducings poverty to provide transfer of residual means on the treasurer settlement account of Fund of development of urbanization to Fund of development of infrastructure of entrepreneurship under khokimiyat of the Syr Darya region.

6. For the purpose of accounting of means and the organization of the reporting of funds, within general established posts of system of the Ministry of Finance, to form in structure of central office of the ministry the sector as a part of 2 established posts, in the Ministry of Finance of the Republic of Karakalpakstan, head departments of finance of areas and the city of Tashkent - sectors in structure on 1 established post.

7. Exclude paragraph two of Item 9 of the Presidential decree of the Republic of Uzbekistan of October 11, 2018 No. UP-5552 "About Additional Measures for Simplification of Procedures of Realization to Subjects of Entrepreneurship of Objects of State-owned Property and Rights to the Parcels of Land".

8. To the Ministry of Economic Development and reducings poverty together with the interested ministries and departments to bring in the Cabinet of Ministers in a month:

project Governmental decision on the organization of activities of funds;

offers on the changes and amendments in acts of the legislation following from this Decree.

9. To impose control of execution of this Decree on deputy prime ministers of the Republic of Uzbekistan D. A. Kuchkarov and S. U. Umurzakov.
