PRESIDENTIAL DECREE OF THE REPUBLIC OF UZBEKISTAN

About measures for enhancement of wages system and material stimulation of employees of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also areas (cities)

(as amended of the Presidential decree of the Republic of Uzbekistan of 04.10.2025 No. UP-178)

For the purpose of increase in effectiveness of activities of employees of executive bodies on places, by them of key performance indicators and development of professional level, and also implementation of new system of the guaranteed material stimulation and social protection of workers I decide achievements:

1. Implement the new wages system of managerial personnel of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also areas (cities) developed according to the Law of the Republic of Uzbekistan "About the public civil service" on the basis of the international requirements and approaches (further - executive bodies on places) providing:

(a) forming of official pay rate of employees of executive bodies on places on the basis of the single principle according to updated scale of charges of compensation, and also the differentiated tariff coefficients taking into account length of service and position;

(b) implementation on the basis of key performance indicators (KPI) reached by managerial personnel, the stimulating payments in the form of monthly allowances, for qualification classes (class ranks), and also the stimulating payments following the results of the accounting period (further - bonus payments);

(c) implementation of compensation of managerial personnel of executive bodies on places is exclusive on the conditions determined by this Decree and also prohibition of payment unforeseen this Decree of additional allowances, awards and other payments (except for payments for the state awards).

2. Establish procedure according to which since August 1, 2025 the salary fund in executive bodies on places includes following:

(a) official pay rate;

(b) monthly allowances to official pay rate for achievement of key performance indicators (KPI);

(c) payments for qualification classes (class ranks);

(d) awards and bonus payments.

3. Determine that the expenses connected with implementation of payment of monthly allowances to official pay rate for achievement of key performance indicators (KPI) and bonus payments will be planned in the category of expense separately for each of them on economic classification.

4. Approve:

(a) Categories of scale of charges of compensation of employees of executive bodies on places according to appendix No. 1 *;

(b) Tariff coefficients of compensation of employees of executive bodies on places according to appendix No. 2 *;

(c) The sizes of monthly allowances to official pay rate to employees of executive bodies on places for achievement of key performance indicators of activities (KPI) according to appendix No. 3 *;

() the Sizes of allowances to official pay rate of employees of executive bodies on places for qualification classes of the public civil service according to appendix No. 4 *;

(e) The standard list of the indicators used in case of approval of key performance indicators of activities (KPI) of deputy managers of executive bodies on places according to appendix No. 5*.

5. Determine that:

(a) means in the amount of, not exceeding 10 percent of one annual official pay rate in the staff list, are planned in expense budget for achievement of key performance indicators of activities (KPI) of employees of executive bodies on places, at the same time in case of shortage of means proceeding from actual expenses change is made to expense budget within the approved parameters of expenses;

(b) means in the amount of, not exceeding monthly official pay rate in the staff list in one year, are planned in expense budget for implementation of bonus payments.

(c) taking into account implementation of payment of one-time money allowance to persons exempted from places of detention through Inson social service centers, activities of the centers of rehabilitation and social adaptation of persons exempted from places of detention under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also areas (cities) since November 1, 2025 stops.

6. Determine that:

(a) the means planned for implementation of bonus payments go for establishment of salary supplements of employees of executive bodies on places from their official pay rate, and also on awarding of workers;

(b) for the purpose of stimulation of highly-skilled employees, with initiative and honesty carrying out service duties in executive bodies on places, it is allowed according to the procedure, determined by the legislation, to establish it personal allowances at the rate to 100 percent of official pay rate for success achieved in work;

(c) in expense budget within the means planned for bonus payments monthly or quarter allowances can be established;

(d) awarding of workers can be performed on the occasion of anniversaries, holidays, and also following the results of the accounting period. At the same time the bonus level is determined proceeding from the size (opportunity) of the means planned in expense budget for implementation of bonus payments according to personal deposit of the worker in general results within these means, and also the limiting bonus level is not limited.

7. The sizes of allowances and awards are established:

(a) for employees of executive body on places - his first head;

(b) for hokim of areas (cities) - the Chairman of the Jokargi Kenes of the Republic of Karakalpakstan, hokimama of areas and the city of Tashkent;

(c) for the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent - Prime Minister of the Republic of Uzbekistan.

8. Determine that the result of efficiency of activities of heads of executive bodies on places is created of average result of efficiency of activities of their deputies. At the same time:

(a) performance indicators of activities of heads of executive bodies on places affirm according to the procedure, established by acts of the legislation;

(b) Power is conferred to the Cabinet of Ministers to make changes and additions to the Standard list of the indicators used in case of approval of key performance indicators of activities (KPI) of deputy managers of executive bodies on places, given in appendix No. 5 * to this Decree.

9. To the ministry of digital technologies together with the Agency of management efficiency in case of the President of the Republic of Uzbekistan, National committee according to the statistics, the interested ministries and departments to perform integration of key performance indicators (KPI) with the corresponding information systems with reduction of human factor in a month, and also to take measures for their complete digitalization.

10. To the agency of management efficiency in case of the President of the Republic of Uzbekistan together with the Ministry of Economics and finance to approve the Standard evaluation procedure of efficiency of activities of employees of executive bodies on places in a month (further - the Standard procedure).
