RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

Some questions of use of means of loan from development bank of the Council of Europe for project implementation "Premises for internally displaced persons"

According to article 27 of the Law of Ukraine "About the Government budget of Ukraine for 2025" the Cabinet of Ministers of Ukraine decides:

1. Send to the Ministry of development of communities and territories of means of loan in the amount of 2316100 thousand hryvnias which arrive according to the Framework agreement on loan between Ukraine and the Development bank of the Council of Europe ("Premises for Internally Displaced Persons" project) concluded on May 26, 2025 on the new budget program for provision of soft mortgage loans to internally displaced persons at the expense of means of loan of Development bank of the Council of Europe in special fund of the government budget.

2. Bring in the resolution of the Cabinet of Ministers of Ukraine of April 28, 2021 No. 451 "Question of provision of soft mortgage loans to internally displaced persons at the expense of the means of grant provided by credit institute for recovery (KfW)" (The Official Bulletin of Ukraine, 2021, No. 39, Art. 2326; 2022, No. 88, Art. 5475; 2024, No. 17, the Art. 1095, No. 63, the Art. 3769) changes which are applied.

3. Determine that funds which are allocated according to Item 1 of this resolution:

are used according to Procedure for use of the means provided in the Government budget for project implementation "Premises for internally displaced persons" at the expense of means of loan of Development bank of the Council of Europe approved by the resolution of the Cabinet of Ministers of Ukraine of April 28, 2021 No. 451;

are enlisted and reflected in accounting and the reporting on accomplishment of budgets according to procedure for treasurer servicing of the means provided in special fund of the government budget for accomplishment of the budget programs directed to projects implementation of economic and social development which is kept by international financial institutions, the Cabinet of Ministers of Ukraine approved by the resolution of September 5, 2007 No. 1090 "Some questions of accomplishment of the budget programs directed to projects implementation of economic and social development which is kept by international financial institutions" (The Official Bulletin of Ukraine, 2007, No. 67, the Art. 2577).

4. To the ministry of development of communities and territories:

provide exception with the public specialized financial institution "State Fund of Assistance to Youth Housing Construction" on November 1, 2025 from the register list of candidates of persons who as of day of entry into force of this resolution are included in the register list of candidates in accordance with the terms of the Procedure for preferential mortgage lending of internally displaced persons at the expense of means of the grants and loans granted by the international financial institutions, the international organizations and foreign states of the Cabinet of Ministers of Ukraine approved by the resolution of April 28, 2021 No. 451, and there are in such register list more than two years. At the same time such persons have the right to be registered repeatedly in the register list of candidates;

in a month from the date of entry into force of this resolution to report to the candidates specified in the paragraph the second this Item about their exception of the register list of candidates at the scheduled time and about the right to be registered repeatedly in the register list of candidates on the contact information of applicants (the e-mail address, phone number) specified in statements for intention to obtain the credit.

5. To the Ministry of Finance:

determine code and the name of the new budget program for which according to Item 1 of this resolution it is supposed to allocate funds;

modify the indicators of the income, financings and crediting determined by the Law of Ukraine "About the Government budget of Ukraine for 2025" for amount of the made changes in list of special fund of the government budget connected from the stipulated in Item 1 this resolution by the direction of means;

make changes to list of special fund of the government budget in accordance with the established procedure according to offers of the Ministry of development of communities and the territories.

Changes which are made to the resolution of the Cabinet of Ministers of Ukraine of April 28, 2021 No. 451

1. In the resolution of the Cabinet of Ministers of Ukraine of April 28, 2021 No. 451:

The name of the resolution to state 1) in the following edition:

"Question of provision of soft mortgage loans to internally displaced persons at the expense of means of the grants and loans granted by the international financial institutions, the international organizations and foreign states";

Item 1 to state 2) in the following edition:

"1. Approve enclosed:

Procedure for use of the means provided in the Government budget for project implementation "Premises for internally displaced persons" at the expense of means of the grant provided by Credit institute for recovery (KfW);

Procedure for preferential mortgage lending of internally displaced persons at the expense of means of the grants and loans granted by the international financial institutions, the international organizations and foreign states;

Procedure for use of the means provided in the Government budget for project implementation "Premises for internally displaced persons" at the expense of means of loan of Development bank of the Council of Europe.".

2. According to the procedure of use of the means provided in the Government budget according to the "Provision of Soft Mortgage Loans to Internally Displaced Persons" program approved by the specified resolution:
