1. Approve the enclosed Rules of establishment of cost of the state task of the industry and construction.

2. And corporate management of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation to provide to finance department:

1) within five working days from the date of adoption of this order the direction it the copy in electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

3. To impose control of execution of this order on the Chief of staff of the Industry ministry and construction of the Republic of Kazakhstan.

4. This order becomes effective after day of its first official publication.

Rules of establishment of cost of the state task of the industry and construction

Chapter 1. General provisions

1. These rules of establishment of cost of the state task in the field of the industry and construction (further - Rules) are developed according to item 4 of Article 16 of the Budget code of the Republic of Kazakhstan and determine procedure for establishment of cost of the state task in the field of the industry and construction.

Chapter 2. Procedure for establishment of cost of the state task

2. In case of establishment of cost of the state task the direct and indirect expenses of the contractor supported by the proving documents, provided in Item 7 of these rules are considered.

3. The expenses of the contractor which are directly connected with accomplishment of the state task belong to direct expenses.

The expenses necessary for ensuring activities of the contractor in general, but not used directly in the course of accomplishment of the state task belong to indirect expenses.

4. The cost of the state task is determined by the following formula:

With = Rp + Rk

where,

With - the cost of the state task;

Rp - direct expenses;

Rk - indirect expenses.

5. Treat direct expenses:

1) compensation of the personnel which are directly performing the state task;

2) tax and other obligatory payments in the budget, and also social assignments in relation to the personnel which are directly performing the state task;

3) traveling expenses of the personnel which are directly performing the state task (office traveling within the country and (or) out of country limits);

4) involvement of experts (collaborators) (expenses shall not exceed in total one second amounts of the performed works or the rendered services);

5) purchase of goods and the materials which are directly used for accomplishment of the state task;

6) the communication services which are directly used for accomplishment of the state task;

7) the rent of the rooms used for accomplishment of the state task;

8) access and subscription to information databases, used for accomplishment of the state task;

9) the translation services which are directly used for accomplishment of the state task.

6. Indirect expenses include the following expenses:

1) compensation of administrative personnel;

2) taxes and other obligatory payments in the budget, and also social assignments, except for connected with payments to the personnel which are directly performing the state task;

3) servicing and repair of fixed assets and intangible assets;

4) other expenses (services in protection for sensitive sites, banking services, printing and typographical expenses, courier services).

7. When forming the budget request for accomplishment of the state task each expenditure item is confirmed by the proving documents (the staff list of the contractor, calculations, copies of agreements, price offers at least three copies).

8. In case of cost determination of goods necessary for accomplishment of the state task average price from the web portal of public procurements of the Republic of Kazakhstan is used.
