Rules of establishment of cost of the state task of the Department of Energy of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of establishment of cost of the state task of the Department of Energy of the Republic of Kazakhstan (further - Rules) are developed according to item 4 of Article 16 of the Budget code of the Republic of Kazakhstan and determine procedure for establishment of cost of the state task of the Department of Energy of the Republic of Kazakhstan.

2. The list of the state tasks, administrators of the budget programs and legal entities, actionees of the state tasks, affirms according to Article 93 of the Budget code of the Republic of Kazakhstan.

3. In these rules the following basic concepts are used:

1) the state task - the order to subjects of the quasi-public sector with participation of the state in the authorized capital and to other legal entities determined by the Government of the Republic of Kazakhstan on rendering separate state services and accomplishment of other tasks.

2) the contractor of the state task - the legal entity with participation of the state in the authorized capital performing the state task of the Department of Energy of the Republic of Kazakhstan at the expense of means of the republican budget.

Chapter 2. Procedure for establishment of cost of the state task of the Department of Energy of the Republic of Kazakhstan in the field of support of the Kazakhstan personnel and producers concerning hydrocarbons

4. The cost of the state task of the Department of Energy of the Republic of Kazakhstan in the field of support of the Kazakhstan personnel and producers concerning hydrocarbons is established by the following expenses:

1) compensation to workers (official pay rate, surcharges for harmful and (or) dangerous working conditions, severe conditions of work, the allowance to drivers for classiness, ecological payments, payment for work in overtime, days off and (or) holidays, at night, during idle time, the compensation payments provided by labor and other law of the Republic of Kazakhstan, and also determined by conditions of the collective agreement and (or) acts of the employer), directly performing the state task, the approved staff list of the contractor of the state task;

2) traveling expenses within the country;

3) rent expenses of office room in case of absence at the contractor of office room in property;

4) other expenses (expenses on translation services, services in use (access) of the web portal of public procurements);

5) social contributions to the State Social Insurance Fund, contributions to fund of social medical insurance, compulsory pension contributions of the employer in the single accumulation pension fund;

6) taxes and other obligatory payments in the budget, including the social tax, the value added tax according to the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget (Tax code)";

7) share of utilities, falling on accomplishment of the state task.

5. Expenses are proved and confirmed by documents (calculations, price (commercial) offers at least three or agreements).
