About questions of provision of the state services in electronic form

According to article 69 of the Constitution of the Republic of Tajikistan and for the purpose of ensuring transparency, availability and efficiency of provision of the state services for physical persons and legal entities, and also developments of system of the Electronic government in the Republic of Tajikistan, I decide:

1. For the purpose of ensuring access to the state services in the Republic of Tajikistan:

- implement till September 1, 2025 the single portal of the state services "khizmat.ehukumat.tj" (further - the single portal);

- to the central and local executive bodies of the government, self-government institutions of settlements and dekhot, and also the legal entities providing the state services according to the legislation of the Republic of Tajikistan (further - service providers), in coordination with the Agency of innovations and digital technologies in case of the President of the Republic of Tajikistan to develop till December 1 the action plan on digitalization of the state services for each calendar year and to take measures for their optimization and complete provision through the single portal till 2030;

- to service providers taking into account transition to digital system of the state services and further servicing of such systems, in coordination with the Government of the Republic of Tajikistan to review in accordance with the established procedure actual cost of the state services and to take measures for enhancement of the relevant acts.

2. Step by step to reduce the documents received as a result of rendering the state services in paper form to 2030, and the electronic documents created through the single portal have equal force with the paper document signed by the sign manual.

3. To the agency of innovations and digital technologies in case of the President of the Republic of Tajikistan together with the relevant ministries and departments:

- determine the party created data on electronic documents for each state service;

- take necessary measures for ensuring cyber security of the single portal;

- organize and conduct training courses on provision of the state services in electronic form for employees of service providers.

4. Determine the operator of the single "Certification Centers, State Services and Development of Digital Programs" Open joint stock company portal (further - the Operator) and in accordance with the established procedure:

- provide uninterrupted activities of the single portal;

create and conduct system of accounting of the provided state services through the single portal;

- for the purpose of ensuring complete process of accounting and the subsequent comparison to appropriate to each list of the provided state services single identification number according to the Register of the state services;

- receive payment from the account of the service provider according to the regulatory legal acts approved with the Government of the Republic of Tajikistan based on the agreement for ensuring process of digitalization of the state services;

- create the technical payment order based on distribution of money and for implementation of settlement each working day to represent it to National Bank of Tajikistan;

- provide to National Bank of Tajikistan information access to data of the payment module of the single portal of the state services;

- develop and approve in coordination with the Agency on innovations and digital technologies in case of the President of the Republic of Tajikistan and National Bank of Tajikistan rules of cashless payment of the state services with use of the single portal of the state services and procedure for single process of acceptance of invoices for payment;

- in coordination with the service provider to provide summary information from the register of accounting of the provided state services and distribution of the means received from them.

5. Determine National Bank of Tajikistan as clearing bank by carrying out financial transactions within system of accounting of the provided state services and distribution of the means received from them.

6. To the ministries and departments:

provide the relevant structural divisions with the necessary equipment for the purpose of authenticity determination

the documents received as a result of provision of the state services in electronic form;

provide authenticity and validity of documents, provided as a result of the state services electronically through the single portal;

- take measures for reduction of the acts in compliance with this decree.

7. To the agency of innovations and digital technologies in case of the President of the Republic of Tajikistan quarterly to provide information to Executive office of the President of the Republic of Tajikistan about timely and effective fulfillment of this decree.
