About introduction of amendments to the Air code of the Russian Federation and the Federal Law "About Self-propelled Machines and Other Types of the Equipment"

"Article 64.1. Collection on construction and (or) reconstruction of infrastructure facilities of air transport
1. Collection on construction and (or) reconstruction of infrastructure facilities of air transport (further - infrastructure collection) is levied at the airports which list is established by the Government of the Russian Federation.
2. For the purposes of collection of infrastructure collection the airports unite in groups on statements of the legal entities, individual entrepreneurs owning the airports on the property right or on other legal cause. Merging of the airports in groups is performed based on the decision of the Government of the Russian Federation taking into account the specified statements.
3. Means of the infrastructure collection levied at the airports of one group go to construction and (or) reconstruction of infrastructure facilities of air transport of one or several airports of the same group.
4. Infrastructure collection is levied from the legal entities, individual entrepreneurs performing commercial air transportations.
5. The procedure for determination and forming of the amount of infrastructure collection, procedure for collection, accumulation and use of infrastructure collection in group of the airports, procedure for determination of groups of the airports at which infrastructure collection is subject to collection and use, the list of infrastructure facilities of air transport, concerning which use of infrastructure collection is performed, affirm the Government of the Russian Federation.
