About financing of expenses of subjects of agro-industrial complex

For the purpose of timely preparation for field works:

1. To the Ministry of Finance till August 1, 2025 to deposit funds in the amount of 260 million rubles as money deposit of the Republic of Belarus in authorized capital of JSC Belagroprombank at the expense of remaining balance of the means of the republican budget formed for January 1, 2025.

2. Determine that:

increase in authorized capital of JSC Belagroprombank is performed by share issue of additional release, placed by means of transfer into the ownership of the Republic of Belarus without carrying out subscription;

funds deposited as money deposit of the Republic of Belarus in authorized capital of JSC Belagroprombank according to Item 1 of this Decree go for financing of purchase of mineral fertilizers, including expenses on their delivery (including transport) *, and also for acquisition of bonds of the regional executive committees determined in part one of subitem 6.1 of Item 6 of this Decree.

* For the purposes of this Decree the expenses including belong to transportation expenses on delivery of mineral fertilizers:

transportation payments for their transportation by railway transport from supply agencies to railway stations of destination (railway tariff);

transportation payments for return of empty cars from the organizations of agro-industrial complex to supply agencies;

payments for additional services of rail transport, including delivery of mineral fertilizers from railway station of destination to places of their storage;

service fee on accomplishment of handling works, storage of mineral fertilizers, rendered to the organizations of agro-industrial complex;

the carriage charge of mineral fertilizers from places of their storage to fields of introduction of the organizations of agro-industrial complex;

delivery charge (or expense recovery on delivery) mineral fertilizers road transport from supply agencies to places of their storage in the organizations of agro-industrial complex.

3. And the next years to grant to JSC Belagroprombank at the expense of the means called in Item 1 of this Decree in 2025 the loans for the purposes determined in paragraph three of Item 2 of this Decree, to subjects of agro-industrial complex * for a period of up to one year with payment by these subjects of 3 annual interest rates for the total amount at least 108 million rubles by the lists determined by regional executive committees including:

The Brest regional executive committee, - 24, suffice 1 million rubles;

The Vitebsk regional executive committee, - 15, suffice 5 million rubles;

The Gomel regional executive committee, - 10, suffice 2 million rubles;

The Grodno regional executive committee, - at least 18 million rubles;

The Minsk regional executive committee, - 30, suffice 7 million rubles;

The Mogilev regional executive committee, - 9, suffice 5 million rubles.

* For the purposes of this Decree subjects of agro-industrial complex are understood as legal entities, and also their separate divisions which types of activity are production of agricultural products, provision of services in the field of crop production and livestock production, meliorative services, services in servicing of agricultural industry, the organization which property is in municipal property, or economic societies in which authorized capitals more than 50 percent of shares (shares) belong to administrative and territorial unit, performing wholesale trade by fertilizers, agrochemical goods, the machinery and equipment for agricultural industry.

4. Compensation of JSC Belagroprombank of the losses connected with loan granting, determined in Item 3 of this Decree from republican and (or) local budgets is not performed.

5. It is allowed:

bond emission according to subitems 6.1 and 6.2 of Item 6 and subitem 8.1 of Item 8 of this Decree without the requirements established in Items 5 and 12 of Article 65 of the Budget code of the Republic of Belarus;

provision of guarantees for local executive and administrative organs on the credits of JSC Belagroprombank called in Item 3 of this Decree in case of absence at the subjects of agro-industrial complex of other forms of ensuring obligation fulfillment included in the list without collection of payment for their provision and without taking into account:

the requirements established in part two of Item 3 of the Presidential decree of the Republic of Belarus of June 30, 2008 No. 359 "About some questions of provision of guarantees for the Government of the Republic of Belarus on the credits issued by banks of the Republic of Belarus" and Items 5, of the 8 and 12 Article 65 of the Budget code of the Republic of Belarus;

restrictions on provision of guarantees for local executive and administrative organs within the amount of repayment of principal debt which actually developed in financial year on the credits which are earlier issued under such guarantees less the principal debt which is paid off according to guarantees of the local executive and administrative organs established by the law on the republican budget for the corresponding financial year.

6. Regional executive committees:

6.1. in 2025 and the next years have the right to perform annually bond emission, nominated in Belarusian rubles, for the total amount no more than 152 million rubles, including:

The Brest regional executive committee - no more than 16 million rubles;

The Vitebsk regional executive committee - no more than 35 million rubles;

The Gomel regional executive committee - no more than 35 million rubles;

The Grodno regional executive committee - no more than 16 million rubles;

The Minsk regional executive committee - no more than 20 million rubles;

The Mogilev regional executive committee - no more than 30 million rubles.

Bond emission, specified in part one of this subitem, is performed with the following provisions:

circulation period - up to one year;

the size of rate of interest income - 3 annual interest rates. Payment of interest income is made monthly, since the month following after month of the beginning of placement of bonds;

placement of bonds by the closed sale of JSC Belagroprombank;

6.2. in 2025 perform bond emission, nominated in Belarusian rubles, for the total amount no more than 250 million rubles, including:

The Vitebsk regional executive committee - no more 93, 27 million rubles;

The Gomel regional executive committee - no more 83, 9 million rubles;

The Mogilev regional executive committee - no more 72, 83 million rubles.

Bond emission, specified in part one of this subitem, is performed with the following provisions:

circulation period - till December 30, 2032;

the size of rate of interest income - annual interest rate 7,5. Payment of interest income is made monthly, since the month following after month of the beginning of placement of bonds;

early repayment of bonds - quarterly equal shares, since II quarter 2027;
