Article 1

Bring in the Federal Law of May 19, 1995 No. 81-FZ "About public welfare payments to the citizens having children" (The Russian Federation Code, 1995, No. 21, Art. 1929; 1998, No. 30, Art. 3613; 2000, No. 33, Art. 3348; 2001, No. 23, Art. 2285; No. 53, Art. 5017; 2002, No. 30, Art. 3033; 2004, No. 35, Art. 3607; 2006, No. 50, Art. 5285; 2007, No. 44, Art. 5281; 2009, No. 30, Art. 3739; 2013, No. 19, Art. 2331; No. 23, Art. 2887; 2014, No. 23, Art. 2930; 2016, No. 1, Art. 8; No. 27, Art. 4238; 2018, No. 31, Art. 4853; 2019, No. 40, Art. 5488; 2021, No. 22, Art. 3686; No. 50, Art. 8416; 2022, No. 18, Art. 3002; No. 48, Art. 8322; 2024, No. 33, Art. 5020) following changes:

1) in Article 4 part one:

a) the fourth to declare the paragraph invalid;

b) to state the paragraph of the sixth in the following edition:

"interbudget transfers from the federal budget to the budget of Fund of pension and social insurance of the Russian Federation on allowance payment on pregnancy and childbirth, lump-sum allowance in case of the birth of the child, monthly allowance on child care to the women who are studying full-time in the professional educational organizations, the educational organizations of the higher education, the educational organizations of additional professional education and the scientific organizations, to the women dismissed during pregnancy, maternity leave and persons dismissed during child care leave in connection with liquidation of the organizations, the termination of activities by physical persons as individual entrepreneurs, the termination of powers by the notaries who are engaged in private practice, and the termination of the status of the lawyer and also in connection with the termination of activities by other physical persons whose professional activity according to the Federal Laws is subject to state registration and (or) licensing, lump-sum allowance in case of the birth of the child and monthly allowance on child care to persons which are not subject to compulsory social insurance on case of temporary disability and in connection with motherhood (except for lump-sum allowance in case of the birth of the child and monthly allowance on child care provided by the paragraph third this part);";

"Appointment and allowance payment on pregnancy and childbirth, lump-sum allowance in case of the birth of the child, monthly allowance on child care to the women who are studying full-time in the professional educational organizations, the educational organizations of the higher education, the educational organizations of additional professional education and the scientific organizations, to the women dismissed during pregnancy, maternity leave and persons dismissed during child care leave in connection with liquidation of the organizations, the termination of activities by physical persons as individual entrepreneurs, the termination of powers by the notaries who are engaged in private practice, and the termination of the status of the lawyer and also in connection with the termination of activities by other physical persons whose professional activity according to the Federal Laws is subject to state registration and (or) licensing lump-sum allowance in case of the birth of the child and monthly allowance on child care to persons which are not subject to compulsory social insurance on case of temporary disability and in connection with motherhood (except for lump-sum allowance in case of the birth of the child and monthly allowance on child care provided by the paragraph third parts one of article 4 of this Federal Law), lump-sum allowance by transfer of the child on education in family, lump-sum allowance to the pregnant wife of the serviceman undergoing military service, and monthly allowance on the child of the serviceman undergoing military service are performed by Fund of pension and social insurance of the Russian Federation and its territorial authorities.";

3) Article 8 in paragraph four the word "grants" shall be replaced with words "100 percent of the size of subsistence minimum of able-bodied population established in the subject of the Russian Federation at the place of residence (stay) or actual accommodation according to the Federal Law of October 24, 1997 No. 134-FZ "About subsistence minimum in the Russian Federation"".

Article 2

This Federal Law becomes effective since September 1, 2025.
