About measures for the organization of the public civil service on the basis of new approaches and to forming of the professional and directed to effectiveness case of government employees

For the purpose of the organization of the public civil service on the basis of modern standards, orientation of work of government employees to effectiveness, further increase in trust of the population to public service, implementations of effective system of attraction to the sphere of perspective personnel and preparation them as professional specialists, and also ensuring execution of the tasks determined by the Law "About the Public Civil Service" and Strategy "Uzbekistan - 2030" I decide:

I. Main directions of the organization of the public civil service

1. Determine the main directions of the organization of the public civil service on the basis of new approaches in 2025-2026:

(a) implementation of modern methods and mechanisms, and also complete system of work with personnel in state bodies;

(b) forming of reserve of the having potential and perspective managerial personnel in state bodies, and also further enhancement of system of preparation of the managerial personnel of new generation;

(c) the organization and conducting monitoring of continuous development of necessary knowledge and professional competences throughout all labor activity since acceptance of workers on the public civil service (further - public service);

(d) increase in interest, interest and trust of women in public service for their broad attraction to the sphere;

(e) strategy implementation of development of the public civil service till 2030;

(e) building confidence of the public in state bodies by ensuring strict observance of rules of ethics and development of professional culture of the government civil servants (further - government employees) in the course of execution of service duties by them;

(g) implementation of the attractive payment mechanisms of work directed to strengthening of aspiration to effective work, development of professional skills and increase in interest of government employees in good results.

II. Implementation of complete system of training in public service

2. Implement single system of training in public service on the basis of permanent cooperation of the Agency of development of public service, Academy of state policy and management and Al Yurtas of Umida Fund. At the same time:

(a) Agency of development of public service:

(i) attracts on public service the most worthy personnel by open and fair tenders, and also renders assistance in their horizontal and vertical career development;

(ii) carries out diagnostics of potential and professional competences of government employees and by results creates portfolio of workers, and also takes measures for increase in knowledge and skills necessary for development;

(iii) creates the National personnel reserve and organizes target training of the candidates consisting in reserve, creates the state order on professional development course and retrainings of Academy of state policy and management;

(iv) studies requirements by demanded specialties and the directions, and also creates orders for target training of government employees abroad in this direction;

(v) takes necessary measures for horizontal and vertical career development of scholars of Al Yurtas of Umida Fund;

(b) Academy of state policy and management:

(i) by orders of the Agency of development of public service improves skills and performs retraining of government employees, and also trains them in magistracy;

(ii) performs educational and methodical coordination of activities for preparation of the leading and managerial personnel of the centers (institutes) of retraining and advanced training of personnel in system of state bodies, including carries out expertize and approves their appropriate educational programs, develops standard forms of the technologies of training used in educational process;

(c) Al Yurtas of Umida fund:

(i) by orders of the Agency of development of public service organizes the target training of government employees aimed at the development of their practical skills in the state and non-state organizations and research and educational institutions abroad;

(ii) holds events of professional orientation of candidates on the basis of development of practical skills and coordination of training of perspective personnel abroad.

III. Cardinal reforming of the sphere

3. Establish procedure according to which since January 1, 2026:

(a) the employment contract with the government employees accepted on public service for the first time consists originally for a period of one year, in subsequent - is prolonged sine die depending on positive results of activities;

(b) the government employees accepted on public service for the first time take obligatory special courses "Revenues to public service", in subsequent - professional development course at least once in three years, following the results of rates diagnostics of their theoretical knowledge and skills is carried out;

(c) when performing diagnostics such indicators as level of knowledge of government employees in the respective sphere and industry, skills of creation of documents and record keeping in state language, analytical, leadership and communicative skills, computer literacy, knowledge of innovations in the legislation, stories of Uzbekistan and foreign languages, general erudition, the psychological diagnosis and intellectual coefficient (IQ) are estimated;

(d) results of diagnostics and efficiency of activities (KPI) accumulate and analyzed in System of continuous online monitoring of development of professional employee competences (further - the Monitoring system);

(e) on analysis results of the Monitoring system the card of professional development - portfolio of the available knowledge and skills of the worker is created;

(e) on the basis of the card of professional development the government employee undergoes obligatory advanced training on "soft" and "tough" skills, including the program of independent education;

(g) the organization by the ministries and departments of training, preparation, advanced training and training of workers abroad, and also the actions connected with training, preparation, advanced training and training of government employees within the projects realized at the expense of grants or means of donors are performed after coordination without fail with the Agency of development of public service.

4. Determine that since August 1, 2025 when carrying out tender on holding the post of public service:

(a) tenders to management and auxiliary groups of positions of the organizations republican, territorial and district (city) levels are carried out only on the Single portal of vacant positions of the government civil servants;

(b) coordination to positions appointment to which according to the legislation requires coordination with relevant organs, is performed by inclusion of representatives of these bodies in structure of the screening committee;

(c) tests are held by means of the Module testings of government employees in specially equipped rooms or through system remote online proktoringa. At the same time the question of conducting tests in specially equipped premises of the relevant state body or remotely is solved the Agency of development of public service in analysis results of addresses, studying and polls;

() the Agency of development of public service is granted the following rights:
