For the purpose of ensuring full successful participation of our athletes in prestigious international sports competitions the, including the XXXIV summer Olympic and XVIII Paralympic Games (further - the Olympic and Paralympic Games) held in 2028 in the city of Los Angeles (USA) by development of the Olympic and Paralympic sports, I decide:

I. Purposes and priority tasks

1. Determine main objectives and priority tasks of training of athletes of Uzbekistan for the Olympic and Paralympic Games:

(a) development of the Olympic and Paralympic sports with separation into categories (priority, perspective and developing) on the basis of the differentiated approach by determination of short-term and long-term strategy proceeding from the available results;

(b) increase in quantity of medals in sports boxing, judo, таэквондо, free-style wrestling, weightlifting, referred to category "priority";

(c) increase in licenses and fight for medals in 18 sports, such as Greco-Roman wrestling, women's fight, archery, fencing, firing, track and field athletics, cycling, rowing, swimming and synchronized swimming referred to category "perspective";

(d) receipt of licenses on 21 sports, such as thriathlon, volleyball, table tennis, basketball, modern pentathlon referred to category "developing";

(e) expansion of geography of productive sports by development of team sports, equestrian sport, difficult technical sports;

(e) development of cooperation with the international sports organizations and expansion of participation in their activities of representatives of sports community of Uzbekistan.

II. Organizational measures

2. For goal achievement and the priority tasks determined by this resolution to approve:

(a) The program of training of athletes of Uzbekistan for the XXXIV summer Olympic and XVIII Paralympic Games held in the city of Los Angeles (USA) in 2028 (further - the Program), according to appendix No. 1;

(b) Target indicators of preparation for the XXXIV summer Olympic and XVIII Paralympic Games held in the city of Los Angeles (USA) in 2028 and also the contingent of members of the national teams of teams according to appendices No. No. 2 and 2a;

(c) The list of the sports bases attached to the Ministry of Sport, National Olympic and Paralympic committees, sports federations (associations) for training of athletes of Uzbekistan for the XXXIV summer Olympic and XVIII Paralympic Games held in the city of Los Angeles (USA) in 2028 according to appendix No. 3;

() Structure of the Republican commission on training of athletes of Uzbekistan for the Olympic and Paralympic Games (further - the Republican commission) according to appendix No. 4;

(e) The list of the responsible persons of the Ministry of Sport and National Olympic Committee of Uzbekistan assigned to regions for the purpose of the organization of realization of complex measures for development of the Olympic Movement according to appendix No. 5.

3. Determine that for operation in accordance with the established procedure by sports federations (associations) of the sports bases attached according to appendix No. 3 to this resolution create necessary conditions (electricity supply, gas, water, carrying out repair work). At the same time the expenses connected with creation of necessary conditions in these sports bases are financed by means of their asset holders.

III. Preparation for prestigious international sports competitions

4. Implement procedure for development of the Olympic and Paralympic sports by preparation for prestigious international sports competitions according to which:

(a) sports are divided into categories "priority", "perspective" and "developing" depending on the results achieved at the Olympic and Paralympic Games;

(b) the list of the sports referred to categories "priority", "perspective" and "developing" is reviewed and affirms each four years until the end of calendar year of holding the Olympic and Paralympic Games.

5. Establish procedure according to which:

(a) the expenses connected with participation of foreign athletes and trainers in joint educational training camps with national teams of the advanced foreign states organized for the national teams of teams at the initiative of National Olympic and Paralympic committees of Uzbekistan are financed by means of initiators and the relevant sports federations (associations);

(b) The republican commission is granted the right to determination of the amount of compensation of the highly skilled trainers, sports specialists and health workers who were born in Uzbekistan or having citizenship of Uzbekistan and mastered the best foreign practices, involved to training of the national teams of teams within the funds allocated to National Olympic and Paralympic committees of Uzbekistan respectively;

(c) the expenses connected with preparation and participation of the national teams of teams in the XX summer Asian and V summer Paraasian games held in 2026 in the cities of Aichi and Nagoya (Japan) are financed if necessary by the funds of the Government budget allocated for the purposes of preparation for the Olympic and Paralympic Games and also sponsor's means.

IV. Support of the non-state sports organizations

6. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of December 18, 2024 No. PP-443 "About creation of additional terms for regular training by youth sport" is implemented procedure for maintaining the Register of the organizations performing activities in the field of physical culture and sport (further - the Register).

7. Determine that:

(a) athletes of the non-state sports organizations included in the Register are granted the participation right in all official sports competitions on behalf of the relevant non-state sports organization, and also the athletes who showed good results can be taken in national teams;

(b) the non-state sports organizations included in the Register when training athletes on the Olympic and Paralympic sports:

(i) on a grant basis use sports constructions of the state sports and educational organizations in time, free from actions, on the basis of the schedule;

(ii) are on a grant basis provided with the sports equipment and stock at the expense of the funds allocated to the Ministry of Sport for development programs, fund of support of sport and the Government budget proceeding from youth scope level;

(c) for the sports organizations of all levels rendering services in training of athletes the minimum requirements and conditions on training of athletes are step by step established;

(d) the measures provided by subitems "an" and "b" of this Item do not extend to the non-state sports organizations financed from the Government budget.

V. Expansion of reserve of athletes of Uzbekistan to the Olympic Games

8. Determine that:

(a) since 2025:

(i) for the purpose of selection, since the most local link and professional training of the talented athletes directed to expansion of reserve of athletes of Uzbekistan to the Olympic Games the system of holding the championships of Uzbekistan on the Olympic sports among teenagers and youth in the form of the three-stage sports competitions "Olympic Tops of New Uzbekistan" step by step takes root;

(ii) the athletes of the physical persons and legal entities rendering services of regular training by youth sport having sports preparation irrespective of form of business are allowed to participation in the sports competitions "Olympic Tops of New Uzbekistan";

(iii) the republican final (third) stage of the sports competitions "Olympic Tops of New Uzbekistan" is carried out annually in the Olympic town as the Presidential Olympic Games;

(iv) The chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and the city of Tashkent, areas and cities bear responsibility for the organization and carrying out at the high level of the first and second stages, and also encouragement of winners and prize-winners of these competitions;

(v) the expenses connected with the organization and holding the sports competitions "Olympic Tops of New Uzbekistan" and joint educational training camps are financed within annual republican and regional schedules sports and physical cultural events;
