About additional measures for further support of perspective initiatives in realization of reforms

For the purpose of implementation of effective mechanisms of encouragement of participation of general population in ensuring economic and social growth of the country, support of their perspective initiatives in different spheres and further increase in innovative activity I decide:

I. Purposes

1. Determine main objectives of measures of encouragement of perspective initiatives of the population:

(a) support of participation of the general public and representatives of different sectors of society, in particular, qualified specialists, youth, entrepreneurs, active citizens and compatriots (further - general population) in realization of effective and authentic national reforms;

(b) increase in competitiveness of the country, integration of new technologies and achievements of science;

(c) creation of open platform for dialogue with general population for the purpose of support of perspective initiatives;

(d) implementation of effective mechanisms of selection and choice of modern, progressive ideas and perspective initiatives.

II. Holding Forum of perspective initiatives "Kelazhak uchun"

2. Implement since 2025 in practice annual holding the Forum of perspective initiatives "Kelazhak uchun" (further - the Forum).

3. Determine that:

(a) The forum is directed to support of perspective initiatives of general population in the course of achievement of the target indicators determined by Strategy "Uzbekistan - 2030", and also to stimulation and broad promotion of their activity;

(b) the priority directions for holding the Forum are annually determined by Organizing committee for preparation and holding the Forum of perspective initiatives "Kelazhak uchun" (further - Organizing committee);

(c) general preparation and holding the Forum is performed by Organizing committee, assessment of perspective initiatives - Mentor council;

() the Agency of strategic reforms bears responsibility for collection of the perspective initiatives which arrived on the Forum, forming of their single list, placement and regular updating on special kraud-platform, and also for coordination of realization by the responsible ministries and departments of the perspective initiatives approved following the results of the Forum;

(e) the expenses connected with holding the Forum in 2025 become covered by fund of support of the Agency of strategic reforms, and since 2026 are provided in parameters of the Government budget;

(e) providing with appropriate means (banners, videos, screens, communication and others) places for holding the Forum is performed SUE Interforum;

(g) the endaument-fund of the Forum is created as the fund created at the expense of voluntary means;

(h) for commercialization and financing of the perspective initiatives approved at the Forum JSB Bank razvitiya businessa and other commercial banks, and also Fund of science funding and support of innovations are responsible.

III. Organizational measures

4. Approve:

(a) Structure of Organizing committee for preparation and holding the Forum of perspective initiatives "Kelazhak uchun" according to appendix No. 1;

(b) Structure of Mentor council of the Forum of perspective initiatives "Kelazhak uchun" according to appendix No. 2;

(c) Regulations on procedure for holding the Forum of perspective initiatives "Kelazhak uchun" according to appendix No. 3;

() the Plan of organizational measures for holding the Forum of perspective initiatives "Kelazhak uchun" in 2025 according to appendix No. 4.

5. Determine that:

(a) the perspective initiatives which arrived in the course of preparation for the Forum are selected according to the procedure top-50 and top-10;

(b) the most urgent perspective initiatives recognized by Mentor council among top 10, are discussed at the plenary meeting of the Forum held with participation of the President of the Republic of Uzbekistan;

(c) following the results of holding plenary session of the Forum the actions plan on realization of the approved perspective initiatives is developed;

(d) for realization of the perspective initiatives included in the actions plan the credits and grants can be allocated, the tax, customs and other stimulating measures are applied;

(e) other initiatives which arrived within the Forum go to the Cabinet of Ministers for the purpose of forming of state programs, measures for development of the respective spheres, industries or regions, and also the Government takes necessary measures for their realization.

6. To the agency of strategic reforms (B. Rakhmatov) and to the Ministry of digital technologies (Sh. Shermatov) together with the Ministry of Economics and finance (I. Norkulov), JSB Bank razvitiya businessa (S. Annaklichev) and SUE Interforum (B. Zufarov) in two-month time to provide creation and start of the kraud-platform giving opportunity to open electronic enrollment of persons wishing to participate in the Forum, fillings of the questionnaire, receipt of information on profile of perspective initiative, the agenda, the program, participation conditions, and also other information.

7. To organizing committee (B. Rakhmatov):

(a) to determine the priority directions of the Forum held in 2025;

(b) in two-month time to make the offer on specific date and the venue of the Forum in 2025;

(c) to provide high-quality and timely implementation of the Plan of organizational measures for holding the Forum, and also coordination of activities of executives in charge.

8. To national broadcasting company of Uzbekistan and National news agency of Uzbekistan to provide extended coverage in mass media, including on the Internet and social networks, the actions connected with preparation and holding the Forum.

IV. Organization, providing and control of execution of the Decree

9. Assign to the director of the Agency of strategic reforms B. B. Rakhmatov the personal responsibility for the effective organization of execution of this Decree.

10. To assign discussion of course of execution of this Decree, implementation of coordination and control of activities of the responsible organizations to the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the special advisor to the president of the Republic of Uzbekistan B. M. Mavlonov.
