About measures for ensuring execution of the agreements reached within the regular meeting of council of foreign investors

For the purpose of ensuring implementation of offers and the initiatives announced within the third plenary session of Council of foreign investors held on June 11, 2025 in case of the President of the Republic of Uzbekistan I decide:

I. System implementation of the made proposals and initiatives

1. Approve:

(a) The action plan on implementation of offers and the initiatives announced within the third plenary session of Council of foreign investors in case of the President of the Republic of Uzbekistan according to appendix No. 1 *;

(b) Updated structure of the Uzbek side of Council of foreign investors in case of the President of the Republic of Uzbekistan according to appendix No. 2*.

(i) At the same time to provide to Council of foreign investors (further - Council) the right to creation in case of it the working groups on the directions, and also attraction in their list of heads (employees) of the ministries and departments.

II. Enhancement of activities of the Secretariat of Council and working groups

2. Agree with the following proposals of members of council and the international financial institutions on:

(a) to formation of the Secretariat of Council as non-state non-profit organization and to attraction in membership of also international financial institutions;

(b) to development by the Secretariat of Council of offers on improvement of the investment circle in the country by direct interaction with foreign investors, and also to rendering assistance in attraction of investment means for projects implementation;

(c) coordination by the Secretariat of Council of the activities of Council connected with state bodies and the organizations and also carrying out consultations with representatives of the domestic and foreign companies on the questions discussed at meetings of Council;

(d) to entering of information on results of activities of the Secretariat of Council and working groups into Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers following the results of every quarter.

3. Determine tasks of working groups:

(a) monthly discussion in cooperation with the Secretariat of Council of the works which are carried out within the Action plan given in appendix No. 1 * to this resolution;

(b) participation in preparation of drafts of regulatory legal acts about improvement of the investment circle.

III. Implementation of the information system "Single Investment Platform"

4. Assign to heads republican and local executive bodies, the organizations, in authorized fund (authorized capital) of which the state share constitutes 50 percent and more, the personal responsibility for:

(a) completion of works on integration according to the schedule on the basis of the list of the information systems which are subject to integration with the information system "Single Investment Platform";

(b) placement in the information system "Single Investment Platform" of address and perspective projects in the form approved by the Ministry of investments, the industry and trade.

5. To the deputy prime minister Hodzhayev Zh. A. in week time to approve mechanisms and the schedule of implementation of integration of information systems by means of which the state services, with the information system "Single Investment Platform" with determination of specific terms and responsible persons are rendered.

IV. Organization, ensuring execution of the resolution and control

6. To provide to republican executive bodies and economic associations effective, unconditional, high-quality realization in full at the scheduled time of offers and initiatives announced in the Action plan specified in appendix No. 1 * to this resolution.

7. To the representative of the President of the Republic of Uzbekistan A. Yu. Magrupov, deputy prime ministers Zh. A. Hodzhayev and D. A. Kuchkarov, and also Ministry of investments, industry and trade:

(a) to perform regular and system monitoring, and also strict control of timely and high-quality implementation of offers and the initiatives announced during the third plenary session of Council;

(b) to perform coordination of activities of the ministries and departments responsible for ensuring unconditional execution of the Action plan specified in appendix No. 1 * to this resolution following the results of every quarter to carry out critical discussion of their reports, and also to take measures for eradication of the negative factors interfering realization of adequate measures.

8. Make changes and additions to some resolutions of the President of the Republic of Uzbekistan according to appendix No. 3.

9. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.

Changes and additions made to some resolutions of the President of the Republic of Uzbekistan

1. In the resolution of the President of the Republic of Uzbekistan of November 13, 2019 No. PP-4519 "About measures for creation and the organization of activities of Council of foreign investors in case of the President of the Republic of Uzbekistan":

(a) in paragraph five of Item 3 and Item 5 of the word "investments and foreign trade" shall be replaced with words "investments, the industry and trade";

(b) third to exclude the paragraph from item 4;

(c) in appendix No. 1:

in item 4 of the word "The ministry of investments and foreign trade of the Republic of Uzbekistan with assistance of the European Bank for Reconstruction and Development" shall be replaced with words "The ministry of investments, industry and trade of the Republic of Uzbekistan with assistance of the international financial institutions";

in Item 13 of the word of "European Bank for Reconstruction and Development" shall be replaced with words "the international financial institutions";

in Item 20 of the word "investments and foreign trade" shall be replaced with words "investments, the industry and trade";

in Item 25:

in the paragraph the second "investments and foreign trade" shall be replaced with words words "investments, the industry and trade";

in paragraph three of the word of "European Bank for Reconstruction and Development" shall be replaced with words "the international financial institutions";
