Chapter 1. General provisions

Article 1. Subject of regulation of the law

1. This Law regulates implementation of the relations and processes established by this Law in spheres of the general education (preschool, initial, main and secondary education), out-of-school, professional education (further - education) and the higher education of the Republic of Armenia, and also other legal relations connected with the organization and implementation of inspection check-up behind observance of the requirements established by the legislation regulating these spheres.

Article 2. The legislation on inspection check-up in the field of education

1. The legislation on inspection check-up in the field of education consists of the Constitution of the Republic of Armenia, this Law, the Laws "About Inspection Bodies", "About the Organization and Conducting Checks in the Republic of Armenia", other laws and regulatory legal acts regulating education and also international treaties of the Republic of Armenia.

Article 3. The basic concepts used in this Law

1. In this Law the following basic concepts are used:

1) inspection body - the state body exercising inspection check-up in the field of education;

2) the authorized body body of system of public administration developing and realizing state policy in the field of education;

3) the inspection check-up in the field of education process exercised for the purpose of realization of the purposes and tasks established by this law concerning fulfillment of requirements of the legislation in the field of education, ensuring realization of right to education;

4) inspection - the complex function which is carried out in the educational institutions realizing general education, including preschool educational programs, aimed at providing state policy in the fields of education, quality evaluation of education or identification of the existing problems in the organizations of education, provision of consultations;

5) observation - the control function performed by inspection body for the purpose of explanation of written data, statements or the complaints received in the procedure established by this law, the educational rights of studying (pupils) directed to protection;

6) the controlled subject - educational institution in the field of education, established by this law, or the organization performing educational programs in this area, in the cases established by this Law, also higher educational institution.

Article 4. The purposes and tasks of inspection check-up in the field of education

1. The purposes of inspection check-up in the field of education are:

1) assistance to improvement of quality of education in the Republic of Armenia;

2) ensuring the maximum realization of the principles of policy in the field of education;

3) assistance to fulfillment of requirements of regulatory legal acts in the field of education;

4) assistance to prevention of discrepancies and violations of the processes established by the legislation regulating education, to identification of problems, regulation enhancement;

5) providing equal opportunities for access for pupils to right to education, education and resulting effects.

2. Tasks of inspection check-up in the field of education are:

1) implementation of the preventive functions directed to fulfillment of requirements of the legislation regulating education;

2) implementation of the preventive functions directed to protection of the educational rights of beneficiaries of education;

3) assistance to implementation processes of general education, including preschool programs and to provision by the pupil of opportunities for development of these programs;

4) the analysis of the obtained data and goals management;

5) providing efficiency evaluation of educational processes and services and feedback;

6) assessment and risk management in the field of education.

Chapter 2. Implementation of inspection check-up in the field of education

Article 5. Powers of Inspection body

1. The inspection body for realization of the purposes and tasks exercises supervision according to the procedure, established by the laws of the Republic of Armenia:

1) in the field of education and higher education - the right to implementation of the educational program of appropriate level and observance of the conditions established for the license of each skill level or the educational program and also reliability of the stipulated by the legislation reporting following from the activities which are subject to licensing of educational institutions (except for additional education);

2) concerning the general education (including preschool education), preschool services and out-of-school education in the following directions:

and. compliance of preschool educational programs to requirements of the state educational standards of preschool education, to standards of the developing circle, requirements imposed to resulting effects of education and development of pupils and the expected opportunities of pupils according to age groupes and spheres of development,

. compliance of the educational programs realized in educational educational institution, to requirements of general, specialized and special state programs (the state general education programs) of the initial, main and secondary general education, including general structure of the curriculum and rule of creation of the curriculum, subject standards and programs, annual educational schedules, lesson schedules, the list of the guaranteed textbooks, irrespective of form of business of the organization realizing the state general education program

century compliance of alternative general education, including experimental, author's and international main programs to general education, including preschool educational programs, mandatory requirements of state standards, to approval procedure of this program,

providing requirements of the out-of-school programs guaranteed by the authorized body in the directions established by the law

of the procedure of carrying out transitional (including ex-thorny), final, state final exams (checks) at the level of each educational program of the general education,

e. compliance of forming of classes of the state general education educational institution to the established standards (procedure),

. compliance to requirements and to duration of acceptance, forming of groups, the organization of occupations, preschool programs and services for pupils of preschool institutions,
