About approval of Rules of carrying out inspection of technical condition of water management and hydraulic engineering constructions

1. Approve the enclosed Rules of carrying out inspection of technical condition of water management and hydraulic engineering constructions.
2. To provide to development department of water management constructions of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan after its official publication.
3. To impose control of execution of this order on the supervising vice-Minister of Water Resources and Irrigation of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of carrying out inspection of technical condition of water management and hydraulic engineering constructions (further – Rules) are developed according to the subitem 29) of Item 1 of article 23 of the Water code of the Republic of Kazakhstan (further – the Code) and determine procedure for inspection of water management and hydraulic engineering constructions (further – constructions).
2. The main objectives of inspection of technical condition of constructions are:
1) assessment of actual state and residual resource of constructions for the purpose of determination of need for capital repairs, reconstruction or conclusion from operation;
2) control of quality and hermeticity of the waterproofing courses and drainage systems preventing emergency filtering and increase in level of ground waters;
3) carrying out inventory count, including technical data sheets, schemes, archive documents on inspections, acts of checks and the current operational parameters;
4) complex assessment of safety, including seismic stability, handling capacity in the conditions of passing of heavy consumptions of water and reliability in the period of drought;
5) identification and assessment of dangerous processes, including filtering and suffosion, shift and rainfall, degree of tension, and also the deformation and destructive processes influencing stability and safety;
6) identification, the analysis and assessment of the held technical events for the prevention and exception of emergencies;
7) detection of defects and damages, defects of designs and the mechanical equipment of the constructions reducing their safety, and also determination of places and the program of carrying out further the specialized detailed inspections;
8) identification of signs of adverse processes, abnormally big deposit, deformations, movements, and also zones and sites of destruction of material of structural elements, open exits of filtrational flow and quality evaluation of the executed repair actions.
