About approval of the Method of development of the Digital card of business

According to subitem 9-1) of article 99 of the Entrepreneurial code of the Republic of Kazakhstan, PRIKAZYVAYU:

1. Approve the enclosed Method of development of the Digital card of business.

2. To provide to department of policy of development of entrepreneurship of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its placement on Internet resource of the Ministry of national economy of the Republic of Kazakhstan after day of its first official publication.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Method of development of the Digital card of business

Chapter 1. General provisions

1. This Method of development of the Digital card of business (further - the Technique) is developed according to subitem 9-1) of article 99 of the Entrepreneurial code of the Republic of Kazakhstan (further - the Code) and is applied to development of the Digital card of business.

2. The basic concepts used in the Technique:

1) the Digital card of business - the complex, integrated information and analytical project combining the data and processes connected with implementation of activities by subjects of entrepreneurship;

2) the register of measures of the state support of private entrepreneurship - the list of the instruments of financial, property, non-financial support regulated in the Code;

3) authorized body on entrepreneurship - the state body of the Republic of Kazakhstan performing management and cross-industry coordination in the field of development and support of private entrepreneurship;

4) subjects of entrepreneurship are citizens, kandasa and the non-state commercial legal entities performing business activity (subjects of private entrepreneurship), the state companies (subjects of the state entrepreneurship);

5) counter obligations - the cross liabilities of the subject of entrepreneurship and the state accepted by provision of measures of the state support according to the legislation of the Republic of Kazakhstan;

6) receivers of measures of the state support are subjects of private entrepreneurship and the population with entrepreneurial initiative (further - the receiver).

3. The purpose of development of the Digital card of business is creation of the single digital project providing transparent, effective and technological interaction between the state and business, allowing to estimate condition of development of entrepreneurship with development of individual recommendations for entrepreneurs, to simplify access to measures of the state support and to estimate their efficiency on the basis of reliable analytics.

4. The digital card of business is created based on data on the subjects of entrepreneurship received within integration interaction with objects of informatization of "the electronic government" and information systems of the organizations in compliance the legislation of the Republic of Kazakhstan on informatization.

Chapter 2. Structure and directions of the Digital card of business

5. The digital card of business has the main directions:

1) provision of the state services for implementation of business activity by the principle of "one window";

2) state regulation of business activity;

3) provision of measures of the state support by the principle of "one window" and the analysis of their efficiency;

4) forming of analytical and forecast decisions;

5) other directions, stipulated by the legislation Republic of Kazakhstan.

6. The direction of the Digital card of business on provision of the state services and other services for implementation of business activity by the principle of "one window" is implemented on the web portal of "the electronic government" according to the legislation on the state services.

7. The direction of the Digital card of business on state regulation of business activity is implemented according to article 81 of the Code within realization of the following regulatory tools:

1) allowing or notifying procedure subjects of entrepreneurship of separate types of activity or actions (transactions);

2) establishment by the laws of the Republic of Kazakhstan of responsibility of subjects of entrepreneurship;

3) information tools;

4) the self-regulation based on obligatory membership (participation) in self-regulatory organization.

8. Provision of measures of the state support is performed based on data of the Register of measures state supports and within two-level system of the state support including:

1) the first level - the registratorsky system integrated with systems of the second level, containing the reference electronic register of requests of receivers where by means of final postformatno-logical control the receiver's compliance to basic requirements is determined;

2) the second level - industry state or non-state information systems by means of which order taking from receivers, their processing using formatno-logical control and transfer of the processed requests for the first level is performed.

9. Analytical and forecast decisions are created based on data on subjects of entrepreneurship by industry and regional specialization taking into account the following main information about subjects of entrepreneurship:

1) registration and general data;

2) economic indicators;

3) investment activity;

4) participation in measures of the state support;

5) interaction with state bodies;

6) open data and public analytics;

7) other information.

Data belong to registration and general data on subjects of entrepreneurship

1) name of the individual entrepreneur or legal entity;

2) to registration date and (or) re-registration of the legal entity (with indication of number of the decision on re-registration of the legal entity, reregistering body);

3) location and details of the legal entity;

4) method of formation of legal entity;

5) founders of the legal entity, including with indication of sex of the founder;

6) availability of foreign participation;

7) categories according to article 24 of the Code;

8) termination of activities of the legal entity;

9) type of activity according to the National qualifier of the Republic of Kazakhstan;
