3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.

4. This order becomes effective in day of signing.

Chapter 1. General provisions

1. These Minimum standards of transport infrastructure of the Republic of Kazakhstan in the field of highways for construction, reconstruction, major and medium repair of highways of regional and district value (further - the Minimum standards) are developed according to part thirteen of Item 3 of Article 70 of the Budget code of the Republic of Kazakhstan.

2. The minimum standards are held for use in calculation of financing of construction, reconstruction, major and medium repair of highways of regional and district value.

3. Provided in the development plan for area, target indicators and for development of money the relevant local actuators (akimats) of areas are responsible for execution and achievement.

4. The authorized state body on highways conducts coordination of activities and general monitoring on execution of Item of 3 presents of the Minimum standards.

5. In case of not achievement of area by local executive body (akimat), provided in the development plan for area, target indicators for the financial three-year period following the results of the expired financial year, the amount of budgetary funds for the unachieved target indicator of area is considered and decreases in case of determination of amounts of budgetary funds for financing of construction, reconstruction, repair of roads in the next three-year planning period of area.

Chapter 2. Calculation of financing of the Minimum standards of transport infrastructure of the Republic of Kazakhstan in the field of highways for construction, reconstruction, major and medium repair of highways of regional and district value

6. Calculation of financing of the Minimum standards is applied in case of determination of amounts of budgetary funds for planning period.

7. Calculation of financing of the Minimum standards is created by authorized state body on highways in coordination with local actuators (akimats) of areas according to the extent of highways of regional and district value (further - roads) and made for each area on the following formula:
