1. Approve the enclosed Rules of submission of the reporting under the state external loans and joint financing from the republican budget.

2. Declare invalid the order of the Government of the Republic of Kazakhstan of April 13, 2022 No. 215 "About approval of Rules of submission of the reporting under the state external loans and joint financing from the republican budget".

3. This resolution becomes effective after ten calendar days after day of its first official publication.

Rules of submission of the reporting under the state external loans and joint financing from the republican budget

1. These rules of submission of the reporting under the state external loans and joint financing from the republican budget (further – Rules) are developed according to Item 5 of Article 139 of the Budget code of the Republic of Kazakhstan and determine procedure for submission of the reporting under the state external loans and joint financing from the republican budget.

2. The central executive bodies and other state bodies of the Republic of Kazakhstan (in coordination), responsible for projects implementation, the state external loans financed from means and co-financed from the republican budget represent the reporting with appendix of the analytical note containing information on questions of application of funds of the state external loans and joint financing from the republican budget and also in case of not application of funds of the state external loans, offers and recommendations about further taking measures to timely application of funds of the state external loans, to the central authorized body on budget implementation:

monthly, to the 5th, following the accounting period, in electronic format by means of the integrated automated information system E-Ministry of Finance (further – IS "E-Ministry of Finance") and (or) on paper:

1) data on application of funds of the state external loan directed to project implementation according to appendix 1 to these rules;

2) information on receipt and expenditure of means of the state external loan according to appendix 2 to these rules;

3) information on expenditure of means of the state external loan according to appendix 3 to these rules;

quarterly, to the 10th, following the accounting period, in electronic format by means of IS "E-Ministry of Finance" and (or) on paper:

1) the schedule on ____ year of preparation and project implementation ________ according to appendix 4 to these rules;

2) the report on monitoring of accomplishment of the scheduled plan for ___ quarter ___ years on the ________ project according to appendix 5 to these rules;

3) data on the project financed from means of the state external loan according to appendix 6 to these rules;

4) the report on financing of the _______ project according to appendix 7 to these rules.

3. The central authorized body on budget implementation quarterly, to the 1st day of the second month following the accounting period represents the reporting to the Government of the Republic of Kazakhstan under monitoring of application of funds of the state external loans and joint financing from the republican budget, according to appendices 8 (the summary report on application of funds of the state external loans) and 9 (the summary report on application of funds of joint financing from the republican budget of the state external loans) to these rules with appendix of the analytical note containing summary information on application of funds of the state external loans and joint financing from the republican budget and also in case of not application of funds of the state external loans, offers and recommendations about further taking measures to timely application of funds of the state external loans.

4. The central executive bodies and other state bodies of the Republic of Kazakhstan (in coordination), responsible for projects implementation, the state external loans financed from means and co-financed from the republican budget provide reliability and correctness of registration of the above-stated forms, timeliness of their submission to the central authorized body on budget implementation.
