"2. In these rules the following concepts are used:
1) Special state fund (further - Fund) - the control account of cash opened in the State Treasury according to the Budget code of the Republic of Kazakhstan (further - the Code), for transfer of receipts of money and their expenditure for the purpose of financing of social, economic projects of the Republic of Kazakhstan, and also expenses of authorized body on return of illegally acquired assets according to the procedure, determined by the legislation of the Republic of Kazakhstan;
2) social projects - projects in the field of health care, education, support of socially unprotected segments of the population, persons with disability, orphan children, children without parental support, rural youth, the unemployed, objects of utility and welfare infrastructure for needs of residents of monotowns, rural settlements and other projects determined by the Government of the Republic of Kazakhstan;
3) economic projects - the projects aimed at the development of industries of economy, creation (upgrade) of the productions necessary for the solution of social and economic problems of the state.";
