1. Establish for term from the date of entry into force of this resolution till December 31, 2025 (inclusive) the tariff quotas on export out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, wheat and meslin (code 1001 99 000 0 of the CN FEA EEU), corn (code 1005 90 000 0 of the CN FEA EEU) made in the territory of the Kaliningrad region and placed under customs procedure of export (further respectively - wheat and meslin, corn, the tariff quotas), of 233300 tons and 135000 tons respectively.

2. Establish for term from the date of entry into force of this resolution till December 31, 2025 (inclusive) rates of export customs duties on wheat and meslins, corn which is taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union according to appendix No. 1.

3. Distribution of the tariff quotas is performed by the management official of the Kaliningrad region (person, it replacing) in case of the address of participants of foreign trade activity in declarative procedure according to the rules approved by the management official of the Kaliningrad region (person, it replacing) in coordination with the Ministry of Economic Development of the Russian Federation, the Ministry of Agriculture of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation.

Decisions on distribution of amounts of the tariff quotas are issued by the management official of the Kaliningrad region (person, it replacing) in form according to appendix No. 2 (further - the decision).

Distribution of the tariff quotas to the participant of foreign trade activity is performed in the limits set in Item 1 of this resolution of amounts of the tariff quotas taking into account the issued decisions.

4. The copy of the decision signed by the management official of the Kaliningrad region (person, it replacing), goes to the Ministry of Industry and Trade of the Russian Federation and the Ministry of Agriculture of the Russian Federation within one working day from the date of its signing according to rules, the stipulated in Item 3 presents of the resolution.

5. Use of the tariff quotas is performed based on the one-time license on commodity export granted by the Ministry of Industry and Trade of the Russian Federation according to the procedure, determined by Rules of licensing in the field of foreign trade in the goods approved by the order of the Government of the Russian Federation of November 18, 2024 No. 1577 "About approval of Rules of licensing in the field of foreign trade in goods" (further - the license), taking into account the features provided by this resolution.

When filling with the participant of foreign trade activity of the statement number and date of the decision are specified licensing in form 1 of appendix No. 1 to the instruction for execution of statements for issue of export licenses or import of separate types of goods and to execution of such licenses provided by appendix No. 1 to the Rules specified in paragraph one of this Item in the column 17 "Basis for Licensing".

6. To the Ministry of Industry and Trade of the Russian Federation from the date of entry into force of this resolution:

till December 31, 2025 (inclusive) to perform issue to participants of foreign trade activity of export licenses from the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, wheat and meslin, corn in the limits set in Item 1 of this resolution of amounts of the tariff quotas based on the decision;

monthly, to the 5th following reporting to send to the Federal Customs Service information on the granted licenses (with indication of numbers of the granted licenses, participants of foreign trade activity, the allocated amounts of the tariff quotas);

monthly, to the 10th following reporting to send information on the granted licenses to the Ministry of Economic Development of the Russian Federation and the Ministry of Agriculture of the Russian Federation.

7. To the Federal Customs Service from the date of entry into force of this resolution:

make customs transactions concerning wheat and meslin, corn according to customs procedure of export based on licenses;

monthly, to the 10th following reporting to send to the Ministry of Economic Development of the Russian Federation and the Ministry of Agriculture of the Russian Federation information on the actual export of wheat and meslin, corn within the tariff quotas.

8. This resolution becomes effective after one day after day of its official publication.
