About approval of the Regulations on the Advisory committee on macroeconomic policy

1. Approve the enclosed Regulations on the Advisory committee on macroeconomic policy.
2. Declare invalid paragraph two of Item 2 of the Decision of Board of the Eurasian economic commission of August 16, 2012 No. 130 "About the Advisory committee on macroeconomic policy".
3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

1. The advisory committee on macroeconomic policy (further - Committee) is created under Board of the Eurasian economic commission (further - the Commission) according to Items 7 and 44 of the Regulations on the Eurasian economic commission (appendix No. 1 to the Agreement on the Eurasian Economic Union of May 29, 2014 (further - the Agreement)) for the purpose of development of offers and preparation of recommendations for the Commission on questions of carrying out by state members of the Eurasian Economic Union (further respectively - state members, the Union) the approved macroeconomic policy.
2. The committee in the activities is guided by the Agreement, other international treaties and acts constituting the right of the Union, the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 No. 98, and also this Provision.
3. Under Committee subcommittees and working groups for the solution of questions on activities of Committee can be created.
4. Main objectives of Committee are:
a) preparation of recommendations for the Commission on the questions of coordination of carrying out by state members of the approved macroeconomic policy carried to competence of the Commission;
b) carrying out consultations concerning realization by state members of the approved macroeconomic policy;
c) consideration of draft documents in the field of macroeconomic policy.
5. For realization of the tasks assigned to it the Committee performs the following functions:
a) prepares recommendations for the Commission on questions:
realization of provisions of the Section XIII of the Agreement and the Protocol on carrying out the approved macroeconomic policy (appendix No. 14 to the Agreement) and carrying out monitoring of their observance by state members;
developments of the main directions of economic development of the Union approved by the Supreme Eurasian economic council according to the subitem 2 of item 4 of the Protocol on carrying out the approved macroeconomic policy (appendix No. 14 to the Agreement);
forming of the approved approaches of state members to carrying out macroeconomic policy;
determinations of the main reference points of macroeconomic policy of state members;
information exchange regarding carrying out the approved macroeconomic policy;
b) considers:
drafts of acts of bodies of the Union concerning carrying out the approved macroeconomic policy;
reports, reviews and other reference, analytical and information materials on carrying out the approved macroeconomic policy;
subjects of research works in the field of macroeconomic policy for inclusion in the plan of research works of the Commission;
other questions within the competence;
c) claims:
regulations on subcommittees, working groups and their structures;
work plans of Committee, subcommittees, working groups.
6. The structure of Committee is created of deputy managers of authorized bodies of state members within which competence questions of regulation in the field of economy and finance are, and authorized representatives of national (central) banks of state members (at the level is not lower than the department director (head of department) (further - authorized representatives).
For forming of structure of Committee the Commission requests from state members of the offer on candidates for authorized representatives.
Committee no more than 3 authorized representatives from each state member are included, as a rule.
7. State members inform the Commission on need of replacement of authorized representatives and represent offers on modification of structure of Committee.
8. The structure of Committee affirms the order of Board of the Commission.
9. Presides over committee meetings and the member of Board of the Commission within whose competence questions of macroeconomic policy are (further - the chairman of Committee) performs the common directorship of work of Committee.
10. Chairman of Committee:
a) directs activities of Committee and will organize work on accomplishment of the tasks assigned to Committee;
b) makes the decision on holding committee meeting, determines date, time and the place of its carrying out, approves and approves the agenda of committee meeting;
c) sends to members of the committee the draft of the agenda of committee meeting and materials to it, including in electronic form;
d) conducts committee meetings;
e) signs protocols of committee meetings and other documents within competence of Committee;
e) informs Board and Council of the Commission on the offers and recommendations developed by Committee;
g) sends to authorized bodies of state members within which competence questions of macroeconomic policy, requests about provision in accordance with the established procedure of materials and information on the questions carried to competence of Committee are;
h) performs other functions within competence of Committee.
11. By the invitation of the chairman of Committee in case of preliminary approval of authorized bodies of state members within which competence questions of macroeconomic policy are representatives of executive bodies, business communities, scientific and public organizations, other independent experts of state members within which competence the questions considered on committee meeting are can participate in committee meetings.
By the invitation of the chairman of Committee officials and the staff of the Commission within whose competence the questions considered on committee meeting are can participate in committee meetings.
