1. Approve:

1) Rules of carrying out multifactorial inspection of hydraulic engineering constructions according to appendix 1 to this order;

2) form of the declaration of safety of hydraulic engineering constructions according to appendix 2 to this order.

2. Recognize invalid some orders according to appendix 3 to this order.

3. To provide to committee on regulation, protection and use of water resources of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-Minister of Water Resources and Irrigation of the Republic of Kazakhstan.

5. This order becomes effective after day of its first official publication.

Rules of carrying out multifactorial inspection of hydraulic engineering constructions

Chapter 1. General provisions

1. These rules of carrying out multifactorial inspection of hydraulic engineering constructions (further - Rules) are developed according to the subitem 28) of Item 1 of article 23 of the Water code of the Republic of Kazakhstan (further - the Water code) and determine procedure for carrying out multifactorial inspection of hydraulic engineering constructions (further - GTS).

2. For GTS constituting the increased danger in case of the emergency situations of natural and technogenic nature determined in regulations about safety of GTS according to Item 2 of article 70 of the Water code, examination of technical condition is conducted within multifactorial inspection. Multifactorial inspection is carried out each five years. The report of five-year term begins with registration date of the previous declaration.

3. For carrying out multifactorial inspection by the owner determination of criteria of safety of GTS and annual monitoring of their observance is carried out.

4. Results of inspections are drawn up by the act of multifactorial inspection in which assessment of technical condition of GTS in form according to appendix 1 to these rules is reflected.

Following the results of multifactorial inspection of GTS the declaration of safety of GTS is developed (further - the declaration).

5. Carrying out multifactorial inspection and development of the declaration are performed by the owner (owner) independently or at the expense of its means the third party certified by authorized body in the field of protection and use of water fund (further - authorized body) on the work right in the field of safety of GTS.

In case of carrying out multifactorial inspection and development of the declaration by the owner (owner) independently results of multifactorial inspection and the declaration are subject to examination in the organization certified on the work right in the field of safety of GTS (further - the certified organization), at the expense of means of the owner. In case of carrying out multifactorial inspection and development of the declaration by the certified organization examination of the performed works and the declaration are carried out by other certified organization.

6. The declaration is subject to registration in basin water inspection in the field of protection and regulation of use of water resources (further - basin water inspection).

For assignment of the declaration of the registration code the applicant submits in basin water inspection the application and the copy of the declaration together with the copy of the expert opinion.

7. Basin water inspection, having considered the submitted documents, makes the decision on registration of the declaration or represents motivated refusal.

The copy of the registered declaration is stored in basin water inspection.

8. The list of GTS and the organizations which registered declarations is placed on Internet resource of authorized body.

9. In case of change of the conditions influencing safety of GTS, the declaration is subject to revision.

In case of modification of the declaration it is subject to repeated examination and registration no later than three months after modification in time.

Chapter 2. Multifactorial inspection of hydraulic engineering constructions

Paragraph 1. Visual survey of hydraulic engineering constructions

10. The main objective of visual survey of GTS is detection of defects and damages of constructions, defects of designs and the mechanical equipment, abnormally big deposit, deformations, movements, zones and sites of destruction of material of structural elements, open exits of filtrational flow, and also assessment of condition of the established control instrumentation (further - KIA), efficiency evaluation of the executed repair actions.

Visual survey of the mechanical equipment of GTS determines mechanical and corrosion damages of traction ropes, chains, supporting frameworks, coverings, tradable and other mechanisms, the bearing metalwork, concrete condition to places of fixing of mortgage parts and support of flying structures of subcrane ways, quality of consolidations of locks.
