Article 1. Multipurpose service of information exchange

1. For the purpose of increase in availability of services and services in different spheres of life activity, creation of the comfortable and safe circle when using information technologies, ensuring confidentiality of the transferred and obtained information multipurpose service of information exchange - information system and the program for electronic computers which are intended is created and (or) are used for exchange of electronic messages only between users of these of information system and the program for electronic computers in case of which the sender of the electronic message determines the receiver or receivers of the electronic message and placement by users of the Internet (further - Internet network) public information is not provided in Internet networks and with which use it is performed including information exchange in case of interaction with infrastructure, providing information technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically and also with the state information systems which are not part of the specified infrastructure, other information systems of state bodies, state unitary enterprises, public institutions.

2. Creation and functioning of multipurpose service of information exchange are provided with the organization conforming to the following requirements determined by the decision of the Government of the Russian Federation:

1) the organization is the Russian legal entity whose member is the owner of the website and (or) the page of the website in Internet network, and (or) information system, and (or) the program for electronic computers which are intended and (or) are used by their users for provision and (or) distribution by means of the personal pages of information created by them in state language of the Russian Federation, state languages of republics within the Russian Federation or other languages of the people of the Russian Federation to whom the advertizing directed to drawing attention of the consumers who are in the territory of the Russian Federation can extend, and access to which within a day constitutes more than five hundred thousand net surfers "Internet" who are in the territory of the Russian Federation and which use including is performed by means of the programs for electronic computers which are previously installed on separate types technically of difficult goods;

2) the organization has exclusive right on the program for electronic computers which provides functioning of multipurpose service of information exchange and the data on which are included in the unified register of the Russian programs for electronic computers and databases, the stipulated in Article 12.1 Federal Laws of July 27, 2006 No. 149-FZ "About information, information technologies and on information protection".

3. In case of realization of functions of multipurpose service of information exchange for information exchange in case of interaction with the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically with use of multipurpose service of information exchange it can be performed including:

1) transfer with the consent of the citizen of data from the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (further - single system of identification and authentication), the state information systems which do not enter the infrastructure specified in this part and which have the right to determine the Government of the Russian Federation, other information systems of state bodies, state unitary enterprises, public institutions or confirmation with the consent of the citizen of data with use of such systems;

2) signing of documents with use of the strengthened qualified digital signature or the strengthened unqualified digital signature which certificate of key of check is created and is used in the infrastructure specified in this part, in the procedure established by the Government of the Russian Federation providing including procedure for test of such digital signatures and on condition of the organization of interaction of physical person with the infrastructure specified in this part using the information security products which underwent in accordance with the established procedure assessment procedure of compliance;

3) the organization of interaction of participants of the educational relations in case of implementation of the main general education programs, educational programs of secondary professional education and additional general education programs, including with use of regional information systems in the field of the general education, secondary professional education and additional education of children and adult, federal information systems in education system, single system of identification and authentication and the federal state information system "Single Portal of the State and Municipal Services (Functions)";

4) provision by citizens of the Russian Federation of the data containing in identity documents of the citizen of the Russian Federation, or other documents issued to citizens of the Russian Federation by state bodies, local government bodies, the organizations.

4. Verification of the information specified in item 4 of part 3 of this Article provided by citizens of the Russian Federation with use of multipurpose service of information exchange is performed with use of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically.

5. Provision by citizens of the Russian Federation with use of multipurpose service of information exchange of the data specified in item 4 of part 3 of this Article can be performed including if necessary:

1) confirmations of age if such confirmation is necessary in accordance with the legislation of the Russian Federation, the legislation of subjects of the Russian Federation, municipal legal acts;

2) productions of documents and (or) the data confirming the right to privileges;

3) productions of documents and (or) the data confirming training in the organizations, realizing programs of the general education and professional education;

4) productions of documents, proving the identity of the citizen of the Russian Federation, when rendering hotel services or services of other means of placement;

5) productions of documents and (or) the data in cases if the possibility of their presentation using two-dimensional bar code in case of interaction with the federal state information system "Single Portal of the State and Municipal Services (Functions)" is realized;
