About change of resolutions of Council of Ministers of the Republic of Belarus of February 1, 2021 No. 59 and of January 11, 2025 No. 15
Council of Ministers of the Republic of Belarus DECIDES:
1. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:
1.1. in the resolution of Council of Ministers of the Republic of Belarus of February 1, 2021 No. 59 "About the State program "Agrarian business" for 2021-2025":
in Item 3:
in subitem 3.1:
add the subitem with the words "or subsidies for payment of part of interest for using the credits specified in subitem 3.7 of this Item";
to add the interlinear note to this subitem after the word of "subitem" with the words "and subitem 3.2 of this Item";
in subitem 3.2:
to state paragraph two of part one in the following edition:
"on construction, including reconstruction, molochnotovarny farms, and also on construction (construction, reconstruction and upgrade) of fruit storages with use of the loans of "Development Bank of the Republic of Belarus" open joint stock company granted by results of competitive selection;";
to state paragraph two of part two in the following edition:
"on construction, including reconstruction, molochnotovarny farms, and also on construction (construction, reconstruction and upgrade) of fruit storages – by results of the competitive selection which is carried out by "Development Bank of the Republic of Belarus" open joint stock company;";
after part five to add the subitem with part of the following content:
"Data on compliance of the legal entity to the subject performing activities in the field of agro-industrial production are provided by the legal entity (except for the legal entities realizing investment projects in the field of livestock production and crop production) signed by the head and the chief accountant.";
add Item with subitem 3.7 of the following content:
"3.7. subsidies for payment of part of interest for using the credits issued in 2025 on the conditions determined by "Development Bank of the Republic of Belarus" open joint stock company are provided in 2025-2040 from republican or local budgets to the legal entities who are in 2024 and 2025 contractors of action "Landing of fruit and berry agricultural plants and care of them" of the subprogramme 1 "Development of crop production, conversion and sales of products of crop production" of the State program * and realizing the investment projects included in the State program on the device of drop watering in industrial gardens.
Investment projects on the device of drop watering in industrial gardens join in the State program according to the address of the customer taking into account its conclusion and analysis results of the business plan of the investment project which is carried out by "Development Bank of the Republic of Belarus" open joint stock company;

are provided monthly at the expense of the means of the republican budget provided on other questions in the field of agricultural industry within the amounts approved by the law on the republican budget for the corresponding financial year in the amount of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent on the credits, legal entities whose property is in republican property, or to legal entities, more than 50 percent of shares (share in authorized funds) of which belong to the Republic of Belarus, and also the unitary enterprises which founders they are;
are not provided for payment of part of the percent added on the amount overdue and (or) the deferred (spread) debt on principal debt on the credits.";
add subitem 4.2.3 of item 4 with words ", and also on construction (to construction, reconstruction and upgrade) fruit storages";
add the resolution with Item 7-1 of the following content:
"7-1. Recommend to local executive and administrative organs of subsidy, specified in part one of subitem 3.7 of Item 3 of this resolution, provide monthly at the expense of means of the corresponding local budgets in the amount of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent on the credits, legal entities whose property is in utility property or to legal entities, more than 50 percent of shares (share in authorized funds) of which belong to administrative and territorial units, other legal entities, including non-state, being in the territories of the corresponding administrative and territorial units.";
