RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

of February 1, 2021 No. 59

About the State program "Agrarian business" for 2021-2025

According to the Presidential decree of the Republic of Belarus of July 17, 2014 "About the state agrarian policy" and for the purpose of conditioning for sustainable development of agro-industrial complex of the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES: No. 347

1. Approve the State program "Agrarian business" for 2021-2025 (further - the State program) it (is applied).

2. Determine:

2.1. responsible customer of the State program Ministry of Agriculture and Food;

2.2. customers of the State program the Ministry of Agriculture and Food, regional executive committees, the Minsk Gorispolkom, the Belarusian state concern of the food industry Belgospishcheprom, Administration of the President of the Republic of Belarus, National academy of Sciences of Belarus, the Belarusian republican union of consuming societies, the Belarusian state concern on production and sales of goods of light industry, the State committee on property.

3. Determine that:

3.1. the conclusion that the investment project answers the purpose (purposes) and its realization will provide to tasks of the State program (its subprogramme) increase in profitability of the made goods (works, services), decrease in their cost, is issued to the legal entity * by the customer of the State program, in subordination (structure, system) of which there is legal entity, and to the legal entity who is not under supervision (structure, system) of the customer of the State program - regional executive committee (The Minsk Gorispolkom) of the corresponding administrative and territorial unit in the territory of which the investment project is implemented (further - the customer), and allows to apply for receipt of budget transfers by the legal entity on compensation of part of capital costs according to investment projects (further - budget transfers);

* For the purposes of this subitem legal entities are understood as the subjects performing activities in the field of agro-industrial production, other legal entities realizing investment projects in the field of livestock production and crop production.

3.2. budget transfers are provided from republican and (or) local budgets to the legal entities realizing investment projects:

on construction, including reconstruction, molochnotovarny farms or farms on cultivation and fattening of cattle with use of the credits of "Development Bank of the Republic of Belarus" open joint stock company provided by results of competitive selection;

from among carried to perspective and significant investment projects in agro-industrial complex * with use of the credits of the banks or "Development Bank of the Republic of Belarus" open joint stock company attracted on the conditions determined by banks or the specified open joint stock company.

* For the purposes of this resolution perspective and significant investment projects in agro-industrial complex are understood as the investment projects answering at least to one of the following conditions: they are effective, import-substituting, export-oriented, financially implementable, have the special importance for economic development of administrative and territorial unit.

The investment projects realized with the state support in type of providing budget transfers and which financing is performed within the actions of its subprogrammes at the expense of the credits of banks or "Development Bank of the Republic of Belarus" open joint stock company join in the State program, including investment projects:

on construction, including reconstruction, molochnotovarny farms or farms on cultivation and fattening of cattle - by results of the competitive selection which is carried out by "Development Bank of the Republic of Belarus" open joint stock company;

from among carried to perspective and significant investment projects in agro-industrial complex - on analysis results of the business plan of the investment project which is carried out by bank or "Development Bank of the Republic of Belarus" open joint stock company taking into account the conclusion of the customer.

Budget transfers are provided in the amount of:

15 percent from the cost of capital expenditure excluding tax for value added according to the investment project - one-timely upon input of investee in operation in full (further - the first stage);

10 percent from the cost of capital expenditure excluding tax for value added according to the investment project - one-timely upon investee exit to full design capacity (further - the second stage).

Base for calculation of the size of budget transfer is the cost of the fixed assets accepted in operation (excluding tax on value added), fixed:

in the acceptance act of object in operation;

in the reference confirming the amount of capital expenditures according to the investment project, not included in the acceptance act of object in operation (purchase costs of the general economy equipment and another) and containing in the project documentation according to the investment project approved by the customer, constituted based on accounting data by both the signed head and the chief accountant of the legal entity.

Budget transfers are listed to legal entities:

into the special accounts opened in "Development Bank of the Republic of Belarus" open joint stock company according to subitem 1.18 of Item 1 of the Presidential decree of the Republic of Belarus of June 21, 2011 No. 261 "About creation of "Development Bank of the Republic of Belarus" open joint stock company;

into accounts on accounting of debt on the credit in bank which granted the loans.

Transfer of budget transfers is performed by territorial authority of the Ministry of Finance based on the following documents submitted by the legal entity:

on the first stage - the calculation of budget transfer and documents specified in paragraphs second and third to part four of this subitem;

on the second stage - the conclusion of the customer about object exit to full design capacity *, the reference confirming gross production volume (cultivation) for the last 12 months, constituted on the basis of data of primary accounting and signed by the head of the legal entity, the calculation of budget transfer and documents specified in paragraphs second and third to part four of this subitem;

* For the purposes of this resolution the baking plate is understood by full design capacity the annual gross production volume (cultivation) planned in the business plan.

3.3. financing of the expenses connected with preparation and carrying out in 2021-2025 of grand celebration of leaders of agro-industrial complex can be performed within the means of the republican budget according to the laws on the republican budget for the corresponding financial year provided to the Ministry of Agriculture and Food on development of farm-production, fish breeding and conversion of agricultural products, and also other sources according to the legislation.

Assignment from the republican budget is performed according to the expense budget approved by the Minister of Agriculture and Food and approved with the Ministry of Finance.

At the expense of the means specified in part two of this subitem, the regional executive committee, district executive committee and agricultural organizations to which it is thanked Officially the President of the Republic of Belarus for considerable achievements in the field of agricultural industry are handed:

to regional executive committee - the gift certificate for the amount of 20 000 basic sizes which goes to the purposes determined by the decision of regional executive committee;

to district executive committee and agricultural organization - valuable present worth no more than 3200 basic sizes to everyone;

3.4. compensation of losses to banks on the loans granted in 2021-2022 on construction, including reconstruction and upgrade, molochnotovarny farms according to the subprogramme 3 "Development of livestock production, conversion and sales of products of livestock production" of the State program is performed within the means provided in the republican budget on other questions in the field of agricultural industry for the corresponding financial year in the amount of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent on the credits, during the term of charge of interest for using the credits concerning debt on the main amount of debt (except for overdue debt).

4. To the Ministry of Agriculture and Food for the purpose of implementation of the State program:

4.1. to determine annually within the means provided in the republican budget on development of farm-production, fish breeding and conversion of agricultural products:

4.1.1. the amount of reduction in cost of cost of unit of the flax fiber deliverable at the account of the state needs, proceeding from the amounts of the flax fiber which is subject to delivery (purchase) for republican state needs established by Council of Ministers of the Republic of Belarus;

4.1.2. the amount of reduction in cost of part of cost (no more than 50 percent from the prices which developed in previous year on average on the republic):

the original and elite seeds of the agricultural plants (by types and reproductions) made and implemented by the scientific organizations of National academy of Sciences of Belarus performing scientific research in the field of agrarian sciences (further - the scientific organizations);

the elite seeds, including the seeds of elite, agricultural plants (by types and reproductions) made and implemented by the organizations performing activities for production and realization of elite seeds of agricultural plants (further - the elitproizvodyashchy organizations);

4.1.3. amounts of seeds of agricultural plants which part of cost is subject to reduction in cost, including:

the original and elite seeds of the agricultural plants (by types, grades and reproductions) made and implemented by the scientific organizations;

the elite seeds, including the seeds of elite, agricultural plants (by types, grades and reproductions) made and implemented by the elitproizvodyashchy organizations;

4.1.4. types of agricultural products for rendering the state support in type of allowances to purchase prices and the size of allowances by types of the agricultural products which are purchased from the population;

4.1.5. amounts and amount of reduction in cost of cost:

breeding products (material) on content of selection herds and preserving gene pool;

cultivation and realization of breeding products (material);

purchases of breeding products (material), including purchases on import, and other works in the field of breeding case in livestock production;

4.2. determine:

4.2.1. procedure for reduction in cost of seeds of agricultural plants at the expense of budgetary funds;

4.2.2. payment procedure of allowances to purchase prices on the agricultural products which are purchased from the population at the expense of the means of the republican budget provided on development of farm-production, fish breeding and conversion of agricultural products;

4.2.3. the list of perspective and significant investment projects in coordination with regional executive committees (The Minsk Gorispolkom). Investment projects on construction, including reconstruction, molochnotovarny farms or farms on cultivation and fattening of cattle are not subject to inclusion in the list.

5. To the Ministry of Agriculture and Food together with regional executive committees and in coordination with the Ministry of Finance in need of refining of the amounts of financing of repair and operational works on the subprogramme 7 "Development of land reclamation of agricultural purpose" calculation of need for funds for the specified purpose for areas to perform taking into account availability of the drained farmlands on materials of the state accounting of meliorative systems and separately located hydrotechnical constructions on the first of the year previous planned, availability of pumping points of polderny systems, the fish-breeding organizations, and also taking into account orders of the President of the Republic of Belarus and the Government of the Republic of Belarus on financing of repair and operational works in certain regions.

6. The list of the organizations performing activities for production and realization of seeds of agricultural plants which part of cost is subject to reduction in cost with indication of in it the amounts of seeds of agricultural plants, their types, grades and reproductions implemented by them is determined annually in coordination with the Ministry of Agriculture and Food:

National academy of Sciences of Belarus - concerning the original and elite seeds of the agricultural plants made and implemented by the scientific organizations;

regional executive committees - concerning elite seeds (including elite seeds) the agricultural plants made and implemented by the elitproizvodyashchy organizations in the territory of the corresponding administrative and territorial unit.

Determination of the subjects specified in part one of this Item is performed according to the criteria established by the Ministry of Agriculture and Food.

7. Recommend to regional executive committees to determine according to competence within the means provided in the corresponding regional budgets on implementation of actions on development of farm-production:

the amount of reduction in cost of part of cost of the original and elite seeds of the agricultural plants made and implemented by the scientific organizations;

the amount of reduction in cost of part of cost of seeds of elite agricultural plants, including seeds of elite of the agricultural plants made and implemented by the elitproizvodyashchy organizations;

lists of the scientific and elitproizvodyashchy organizations, and also amounts of original and elite seeds of the agricultural plants made and implemented by these organizations which part of cost is subject to reduction in cost;

the amount of reduction in cost of cost of determination of qualitative indexes of milk for the purposes of selection in pedigree milk cattle breeding;

the amount of compensation to the subjects performing activities in the field of agro-industrial production, expenses (part of expenses) on evaluating compliance to the organic products made in the Republic of Belarus and processes of its production to technical requirements, but no more than 150 basic sizes for one subject a year.

8. Customers of the State program if necessary perform separation of actions of subprogrammes of the State program into parts.

9. To Deraptments of Agriculture and food of district executive committees annually to approve the plan of liming of acid soils of farmlands for the area containing list of the legal entities having soils of the I-IV group of acidity, data on acreage, who are subject to liming (the soil of the I-IV group of acidity) and needs of such legal entities for limy materials.

10. Suggest banks to grant the loans in 2021-2022 to the subjects performing activities in the field of agro-industrial production, to other legal entities who complete implementation of investment projects on construction, including reconstruction and upgrades, molochnotovarny farms, with interest payment for use of the credits in Belarusian rubles in the amount of the refunding rate of National Bank increased no more than by 3 percent points, reduced by the amount of compensation according to subitem 3.4 of Item 3 of this resolution.

The list of the subjects specified in part one of this Item will be determined based on decisions of regional executive committees in coordination with the crediting banks.

11. Subsidies for interest payment (parts of percent) for use of the loans granted to the subjects performing activities in the field of agro-industrial production on implementation of the current activities can be provided according to the made decisions of the President of the Republic of Belarus, the Government of the Republic of Belarus, local executive and administrative organs in the sizes determined by such decisions if other is not established by the President of the Republic of Belarus, the Government of the Republic of Belarus.

12. To the Ministry of Agriculture and Food during action of the State program to enter the departmental reporting in the procedure established by legal acts:

on seeds of agricultural plants - for the legal entities who are performing agricultural activities, including seed farming of agricultural plants, and having area of farmlands of 300 and more hectares, the scientific organizations;

about commissioning of construction objects and reconstruction of meliorative systems - for the legal entities performing activities for drainage of agricultural sites, construction of irrigating systems (channels), hydrotechnical constructions, dams and dikes;

about production of fish stock and commodity fish in artificial watertanks - for the legal entities performing activities in the field of fish breeding and fishery;

about liming, procurement of compost and clearing of floor spaces from tough vegetation - for the legal entities performing activities in the field of fish breeding and fishery;

about the course of unloading of wintering ponds and results of stocking of rearing and finishing ponds - for the legal entities performing activities in the field of fish breeding and fishery;

about results of test fishing in finishing and nursery ponds - for the legal entities performing activities in the field of fish breeding and fishery;

about results round-up of rearing and finishing ponds - for the legal entities performing activities in the field of fish breeding and fishery.

13. For the purposes of this resolution terms and their determinations in the values established by the Presidential decree of the Republic of Belarus of July 17, 2014 No. 347 are used.

14. Confer the personal responsibility for timely and high-quality implementation of actions of subprogrammes of the State program, target and effective use of the financial resources provided on their realization on heads of the state bodies and organizations determined in Item 2 of this resolution.

15. This resolution becomes effective after its official publication and extends the action to the relations which arose since January 1, 2021.

The state program "Agrarian business" for 2021-2025

Section I.

Chapter 1. General provisions

The state program is developed for the purpose of increase in cost efficiency of agro-industrial complex, development of the competitive and ecologically safe agricultural industry oriented to strengthening of food security of the Republic of Belarus, ensuring good nutrition and healthy lifestyle of the population, preserving and development of the rural zone.

The state program corresponds to priorities of social and economic development of the Republic of Belarus till 2025.

Implementation of the State program will promote achievement at the national level of the Sustainable development goals containing in the resolution of the General Assembly of the United Nations of September 25, 2015 No. 70/1 "Transformation of our world: the agenda in the field of sustainable development for the period till 2030" (further - Sustainable development goals), including on hunger liquidation, ensuring food security and improvement of power supply, assistance to sustainable development of agricultural industry.

For the period implementation of the State program of development of agrarian business in the Republic of Belarus for 2016-2020 approved by the resolution of Council of Ministers of the Republic of Belarus of March 11, 2016 No. 196 (further - the State program for 2016-2020), food security of the country is completely ensured.

Growth of gross output of agricultural industry for 2016-2020 in comparison with 2015 constituted percent 12,2, including crop production products - 18,4 of percent, livestock production - percent 6,9.

In 2020 in comparison with 2015 grain production (growth rate - percent 101,3), colza (percent 191,4), sugar beet (percent 121,5), flax fiber (percent 116,6), vegetables (percent 103,8), fruits (percent 148,1) is increased.

In livestock production in farms of all categories it is made on average in year grown up) the cattle and bird - 1, one million tons (percent 103,5 by 2015), milk - 7,3 of one million tons (percent 104,9), productivity of milch herd increased from 4764 kilograms from cow in 2015 to 5314 kilograms in 2020.

In 2020 growth rate of gross output of agricultural industry in farms of all categories made percent 104,9 by 2019, including crop production products - 106,1 of percent, livestock production - percent 103,7.

Growth is provided due to production 8,8 of one million tons of grain (percent 118,9 by 2019), colza - 731 thousand tons (percent 126,5), fruits and berries - 819 thousand tons (percent 142,5), flax fiber - 47,8 of one thousand tons (percent 103,3), milk - 7,8 of one million tons (105 percent), products of cultivation of the cattle and bird - 1,8 of one million tons (percent 102,7).

Production of potatoes - 5,2 of one million tons (percent 85,7), vegetables - 1,8 of one million tons (percent 95,6), sugar beet - 4 million tons (percent 81,1), eggs - 3,5 of one million pieces (percent 99,3) is reduced by 2019.

For 2016-2020 in the republic more than 400 molochnotovarny farms are constructed and reconstructed. As a result of about 70 percent of milk it is made on molochnotovarny farms with modern technologies. The yield of milk on cow overcame 5-thousand boundary (plus 550 kilograms by 2015). In milk industry one of the most effective productions in agro-industrial complex is framed.

Are put into operation of 16 new pig-breeding complexes working on the most modern technologies. Production indicators on these complexes do not yield world, the average daily gain of pigs on cultivation and fattening constitutes on them more than 700 grams. In general on the republic in 2020 the average daily gain of pigs constituted 622 grams (plus 44 grams by 2015).

In 2019 the organizations of the Republic of Belarus export products on the amount 5536, 8 million US dollars, growth rate in comparison with 2015 made percent 124,3 (surplus plus 1083, of 8 million US dollars). The balance of foreign trade activity developed positive and made 881 million US dollars (in 2015 this indicator constituted 4, 6 million US dollars). The share of agricultural products in the total volume of export of the country for 2019 constituted percent 16,8, having increased by 1,2 of percent point in relation to 2018 (plus 0,1 of percent point to the level of 2015).

For the first time in the country realization of breeding products and materials for export in 2019 exceeded 1, 3 million US dollars (the main countries - Georgia, Uzbekistan, Kazakhstan, Russia).

At the same time the geography of export extends, following the results of 2019 deliveries are performed to 104 countries of the world in comparison with 78 in 2015.

Following the results of 2020 export is estimated at the level 5, by 77 billion US dollars, or percent 104,2 by 2019.

The task of the State program for 2016-2020 on production (cultivation) of bird at the 3,4 level of one million tons (percent 109,7), vegetables - 9,2 of one million tons (percent 114,5), fruits and berries - 3,5 of one million tons (percent 143,1) is performed.

Milk production volumes to task made 90, percent, cattle - 90,7 of percent, pigs - 93,9 of percent, grain - 80,3 of percent, colza - 67,1 of percent, sugar beet - 94,6 of percent, flax fiber - 78,9 of percent, potatoes - percent 99,8.

Following the results of five-years period coefficient of accomplishment of the finished summary target indicator - the relation of accounts payable and credit debt and to loans to proceeds from sales of products, goods, works, services in agricultural industry will constitute 1.

The labor productivity in agricultural industry for 2016-2020 according to assessment will constitute percent 105,9 in case of the percent 106,6 task, including for 2020 - percent 106,3 in case of the percent 105,5 task.

Growth rate of agricultural export and food is predicted at the level 106, of percent in case of the percent 107,1 task, including in 2020 - percent 104,2 in case of the percent 108,8 task.

From 11 target indicators for 2016-2020 accomplishment is estimated:

subprogrammes 1 "Development of crop production, conversion and sales of products of crop production" - the index of production of crop production in farms of all categories in 2020 by 2015 will constitute percent 118,4 in case of the percent 109,3 task;

subprogrammes 2 "Development of selection and seed farming" - the sales amount the scientific and elitproizvodyashchy organizations of the republic of seeds of agricultural plants of high reproductions will make 223,6 of one thousand tons in case of the 206,5 task of one thousand tons, including in 2020 - 52 thousand tons in case of the same task;

subprogrammes 4 "Development of breeding case in livestock production" - growth rate of number of cows of dairy and specialized meat breeds of selection herds, thoroughbred sows and ewes in cattle breedings in 2020 by 2015 will make percent 125,3 in case of task of 125 percent;

subprogrammes 5 "Development of fishing activities" - the production volume of fish resources in water objects of the republic will make 76,5 of one thousand tons in case of the 76,1 task of one thousand tons, including in 2020 - 16,5 of one thousand tons in case of the 18,2 task of one thousand tons;

subprogrammes 6 "Technical retrofitting and informatization of agro-industrial complex" - installed power per employee of work in the organizations performing activities in the field of agricultural industry will make horsepower 71,2 in case of task 71 horsepowers, including in 2020 - 75 horsepowers in case of the same task;

subprogrammes 7 "Engineering antiflood actions" - the area of protection of settlements and farmlands against floods in the most flood-prone Areas of Polesia will constitute 10,7 of one thousand hectares in case of the 10,6 task of one thousand hectares, including in 2020 - 1,8 of one thousand hectares in case of the same task;

subprogrammes 8 "Preserving and use of reclaimed lands" - input in agricultural turnover of the reconstructed meliorative systems and again reclaimed farmlands will constitute 178,9 of one thousand hectares in case of the 147,1 task of one thousand hectares, including in 2020 - 31 thousand hectares in case of the 26,3 task of one thousand hectares;

subprogrammes 10 "Development and support of small farms" - the index of production of agricultural industry in peasant farms for 2020 by 2015 will constitute 172 percent in case of the percent 165,2 task;

subprogrammes 12 "Providing general terms of functioning of agro-industrial complex" - the index of gross value added in agricultural industry in the comparable prices in 2020 by 2015 will constitute percent 112,2 in case of the percent 111,4 task.

Due to the annual lagging from plan targets for the term of implementation of the State program for 2016-2020 failure to carry out of indicators is estimated:

subprogrammes 3 "Development of livestock production, conversion and sales of products of livestock production" - the index of production of livestock production in farms of all categories in 2020 by 2015 will develop at the level of 107 percent in case of the percent 118,3 task;

subprogrammes 9 "Structural transformations in agro-industrial complex" - the target indicator on profitability of sales in agricultural industry will constitute percent 5,5 in case of task of 10 percent.

In 2021-2025 the implementation of actions of the State program for 2016-2020 will be continued.

Chapter 2. Purpose, tasks and structure of the State program

The purposes of the State program are increase in competitiveness of agricultural products and food, building-up of the export potential, development of ecologically safe agricultural industry oriented to strengthening of food security of the country, ensuring good nutrition and healthy lifestyle of the population.

Responsible customer of the State program is the Ministry of Agriculture and Food.

The state program includes the following subprogrammes:

the subprogramme 1 "Development of crop production, conversion and sales of products of crop production" (customers - the Ministry of Agriculture and Food, Administration of the President of the Republic of Belarus, National academy of Sciences of Belarus, the Minsk Gorispolkom, regional executive committees, the Belarusian state concern of the food industry Belgospishcheprom, the Belarusian state concern on production and sales of goods of light industry);

the subprogramme 2 "Development of seed farming of agricultural plants" (customers - the Ministry of Agriculture and Food, National academy of Sciences of Belarus, regional executive committees);

the subprogramme 3 "Development of livestock production, conversion and sales of products of livestock production" (customers - the Ministry of Agriculture and Food, Administration of the President of the Republic of Belarus, National academy of Sciences of Belarus, regional executive committees);

the subprogramme 4 "Development of breeding case in livestock production" (customers - the Ministry of Agriculture and Food, Administration of the President of the Republic of Belarus, National academy of Sciences of Belarus, regional executive committees);

the subprogramme 5 "Development of fishing activities" (customers - the Ministry of Agriculture and Food, regional executive committees);

the subprogramme 6 "Engineering antiflood actions" (the customer - the Ministry of Agriculture and Food); customers in construction activities are contractors of actions for construction of facilities of antiflood protection in the most flood-prone Areas of Polesia, and also upon completion of earlier begun construction of facilities of antiflood protection, provided in the subprogramme 7 "Engineering antiflood actions" of the State program for 2016-2020);

the subprogramme 7 "Development of land reclamation of agricultural purpose" (customers - the Ministry of Agriculture and Food, regional executive committees; customers in construction activities are contractors of actions for construction, including reconstruction, drying, drying and moistening systems and the main constructions of meliorative and water management systems, to performance of works (services) in operation (servicing) of meliorative systems and separately located constructions, and also in ponds of the fish-breeding organizations and on water management systems, including work of pumping points on filling with water of water storage basins, ponds, conducting the state accounting of meliorative systems and separately located hydrotechnical constructions, carrying out inventory count of meliorative systems and separately located hydrotechnical constructions);

the subprogramme 8 "Development and support of small farms" (customers - the Ministry of Agriculture and Food, regional executive committees, the State committee on property, the Belarusian republican union of consuming societies);

the subprogramme 9 "Providing general terms of functioning of agro-industrial complex" (customers - the Ministry of Agriculture and Food, regional executive committees, the Minsk Gorispolkom, the Belarusian state concern of the food industry Belgospishcheprom, the Belarusian state concern on production and sales of goods of light industry, Administration of the President of the Republic of Belarus, National academy of Sciences of Belarus, the Belarusian republican union of consuming societies; customers of action in the field of informatization "Development, implementation and maintenance of information technologies in agro-industrial complex" according to the Presidential decree of the Republic of Belarus of December 22, 2014 No. 612 "About implementation of public procurements in spheres of informatization, information and communication technologies and telecommunications" - the Ministry of Agriculture and Food, regional executive committees, the state legal entities, including organizations of education subordinated to the called Ministry and economic societies concerning which the Republic of Belarus, having shares (shares in authorized funds) transferred to the control to the Ministry of Agriculture and Food can determine the decisions made by these economic societies).

For achievement of the planned purpose the solution of the following tasks is supposed:

achievement of the amounts and structure of production of crop production allowing to balance the demand and supply by the most important types of products;

providing with the scientific and elitproizvodyashchy organizations the republic of production and realization of original and elite seeds of agricultural plants of high-yielding varieties under complete requirement of agricultural organizations of the republic;

achievement of the amounts and structure of production of livestock production allowing to balance the demand and supply by the most important types of products;

the increase in number of livestock of breeding animals allowing to increase sales amounts of breeding products (material);

ensuring production of pond and fluviolacustrine fish, and also valuable species of fish;

ensuring engineering protection of farmlands against floodings and floodings;

recovery of consumer qualities of the meliorative systems lost for the long period of operation, and involvement of reclaimed lands in agricultural turnover;

growth in volumes of production of agricultural industry in peasant farms;

conditioning for sustainable and dynamic development of agro-industrial complex of the Republic of Belarus.

Within the solution of the called tasks achievement of summary target indicators of the State program and target indicators of its subprogrammes is planned. Data on the summary target indicators characterizing the purpose of the State program both the target indicators characterizing its tasks, and their values are provided according to appendix 1.

Chapter 3. Financial provision of the State program

Financial provision of implementation of the State program according to appendix 2 will constitute:

in 2021 - 52 036 553 759, the 29th ruble;

in 2022 - 54 005 955 748, 23 rubles;

in 2023 - 56 435 651 777, the 5th ruble;

in 2024 - 59 460 965 556, the 15th ruble;

in 2025 - 62 203 697 650, 2 rubles.

In total in 2021-2025 financial provision will constitute 284 135 324 491, the 37th ruble, including:

3 975 048 406 rubles - means of the republican budget, from them 382 687 552 rubles - the subventions transferred from the republican budget to consolidated budgets of areas to financing of expenses on development of agricultural industry and fishing activities;

4 696 777 572, ruble - means of local budgets, including the budget of Minsk, from them 50 100 000 rubles - local budgets within investing programs;

32 164 921 650 rubles - the credits of banks, from them 116 431 500 rubles - the credits on favorable terms;

755 919 862, the 6th ruble - the credits of "Development Bank of the Republic of Belarus" open joint stock company, from them 83 665 050 rubles - the state financial support in type of loan;

242 542 657 000 rubles - own means of the subjects performing activities in the field of agro-industrial production (further - own means).

Besides, funds from other sources which are not prohibited by the legislation can be allocated for financing of actions of subprogrammes of the State program.

The amounts of financing of actions of the State program are annually specified after their determination in the Law on the republican budget, the State investing program, legal acts for budgets of state non-budgetary funds and decisions of local councils of deputies on the budget for the next financial year, modification and (or) amendments of the specified legal acts and decisions, including after refining of indicators republican and (or) local budgets, budgets of state non-budgetary funds.

Financing of actions of subprogrammes of the State program at the expense of the credits of banks and "Development Bank of the Republic of Belarus" open joint stock company is performed according to appendix 3.

Chapter 4. The main risks in case of accomplishment of the program. Controling mechanisms risks

Treat the main risks which can exert negative impact on goal achievement and the solution of tasks of the State program:

the climatic risks caused by the biological nature of the resources used in agricultural industry and arrangement of the Republic of Belarus in zone of risk agriculture that it is capable to lead to reducing production volumes of agricultural products and food, decrease in efficiency of managing of the subjects performing activities in the field of agro-industrial production and also growth in volumes of agricultural import and food;

the trade and economic risks providing price fluctuations in the domestic agrofood market, structural changes of consumer preferences, limitation of sales channels of agricultural products and food what can be the reason of decrease in financial stability of the organizations performing activities in the field of agro-industrial production;

macroeconomic risks which reason world financial instability, decrease in growth rates of economy of the Republic of Belarus and level of investment activity, the high rate of inflation, devaluation and denomination of national currency, growth of rates and the prices of energy resources, the equipment, fertilizers, forages and other material means are that can exert negative impact on possibility of financing of actions of subprogrammes of the State program from different sources in the planned amounts, and also price competitiveness of domestic agricultural production and food;

the foreign trade risks which are shown in adverse change of environment of the world agrofood market (competition aggravation, price fluctuations) and capable to complicate achievement of the planned indicators on export agricultural and provisions, and also connected with possible change of trade political regime and customs policy of the Republic of Belarus in connection with membership in the Eurasian Economic Union and the planned accession to the World Trade Organization;

the social risks caused by decrease in level of the income of the population, strengthening of social unattractiveness of conditions of accommodation in the rural zone, increase in gap between level of living in the city and in the village.

The lack of own current assets of agricultural organizations, and also means from other sources (budgetary funds, the credits on favorable terms) for acquisition by the organizations performing activities in the field of agricultural industry, fertilizers, remedies of plants, fuels and lubricants and other resources, and also lack of financial resources for upgrade of agro-industrial complex can negatively affect observance of production schedules of production of agricultural products and lead to decrease in productivity of agricultural plants, productivity of farm animals and bird. As a result by 2025 the risk of shortage of products of crop production is estimated in the amount of more than 6 percent in comparison with the level of 2020, livestock production products - about 2 percent.

Risk management in case of implementation of actions of subprogrammes of the State program will be exercised by operational consultation of all contractors of subprogrammes concerning their accomplishment, carrying out monitoring of assessment of the current situation for timely acceptance of management decisions, development of forecasts and recommendations in the field of management and regulation of agro-industrial complex.

For the purpose of risk minimization taking measures is provided on:

to distribution and (or) redistribution of financial resources on stages of implementation of actions of subprogrammes of the State program;

to annual refining of amounts of the financial resources provided on implementation of actions of subprogrammes of the State program;

to implementation within implementation of the State program of monitoring of situation in the world agrofood market and the market of state members of the Eurasian Economic Union;

to implementation of the methods of stimulation of agro-industrial complex consistent with the methods recognized within agreements of the World Trade Organization and Eurasian Economic Union, to development interstate and public-private partnership.

Chapter 5. Technique of efficiency evaluation of implementation of the State program

The efficiency evaluation of implementation of the State program is performed in five stages proceeding from achievement of the established values of each of summary target indicators of the State program and target indicators of its subprogrammes.

At the first stage the efficiency evaluation of each subprogramme on the basis of assessment of extent of achievement of planned values of the target indicators characterizing task of each subprogramme of the State program on the following formula is performed:

where SD - extent of achievement of planned value of the target indicator characterizing task of the subprogramme of the State program;

ZPF - the value of the target indicator characterizing task of the subprogramme of the State program which is actually reached by the end of the reporting period;

ZPP - planned value of the target indicator characterizing task of the subprogramme of the State program.

If SD value is more 1, that when calculating extent of achievement of planned value of the target indicator characterizing task of the subprogramme of the State program, SD value is accepted equal 1.

Efficiency of implementation of the subprogramme of the State program is recognized high if SD value makes at least 0,9.

Efficiency of implementation of the subprogramme of the State program is recognized to average if SD value is in the range from 0,8 inclusive to 0,9.

Efficiency of implementation of the subprogramme of the State program is recognized satisfactory if SD value is in the range from 0,7 inclusive to 0,8.

In case SD value makes less 0,7, efficiency of implementation of the subprogramme of the State program is recognized unsatisfactory.

At the second stage extent of goal achievement of the State program on the following formula is evaluated:

If value Sdtsgp is more 1, that when calculating extent of achievement of planned value of the summary target indicator characterizing the purpose of the State program, value Sdtsgp is accepted equal 1.

At the third stage the average level of extent of goal achievement of the State program and solution of objectives of its subprogrammes on the following formula is estimated:

At the fourth stage degree of compliance of the actual amount of financing of the State program to its planned amount of financing in reporting year is determined by the following formula:

where CC - degree of compliance of the actual amount of financing of the State program to its planned amount of financing in reporting year;

Ff - the actual amount of financing of the State program in reporting year;

Fpl - the planned amount of financing of the State program in reporting year.

At the fifth stage efficiency of implementation of the State program is determined by the following formula:

Egp = Sugp / CC,

where Egp - efficiency of implementation of the State program;

Sugp - the average level of extent of goal achievement of the State program and solution of objectives of its subprogrammes;

CC - degree of compliance of the actual amount of financing of the State program to its planned amount of financing in reporting year.

Efficiency of implementation of the State program is recognized high if value Egp constitutes at least 0,95.

Efficiency of implementation of the State program is recognized to average if value Egp is in the range from 0,9 inclusive to 0,95.

Efficiency of implementation of the State program is recognized satisfactory if value Egp is in the range from 0,8 inclusive to 0,9.

In case value Egp constitutes less 0,8, efficiency of implementation of the State program is recognized unsatisfactory.

The efficiency evaluation of implementation of the State program in 2021-2025 is performed for accounting year, and also for prior years during which the State program was implemented, taking into account the features specified in parts of the eighteenth - twenty third this Chapter.

For assessment of extent of achievement of the target indicators which are characterizing result of the taken measures within year and having absolute values the actual values by every year of the analyzed period are summed up and compared with the amount of planned values for the same period (target indicators of the subprogramme 2 "Development of selection and seed farming", subprogrammes 5 "Development of fishing activities", subprogrammes 6 "Engineering antiflood actions", subprogrammes 7 "Development of land reclamation of agricultural purpose").

For assessment of extent of achievement of the indicators reflecting result of the taken measures for the analyzed period since the beginning of implementation of the State program the actual and planned measure values for the last year of the analyzed period are compared (summary target indicators on growth rate of export of provisions and agricultural raw materials and profitability of sales in agricultural industry, target indicators of the subprogramme 1 "Development of crop production, conversion and sales of products of crop production", subprogrammes 3 "Development of livestock production, conversion and sales of products of livestock production", subprogrammes 4 "Development of breeding case in livestock production", subprogrammes 8 "Development and support of small farms", subprogrammes 9 "Providing general terms of functioning of agro-industrial complex").

For indicators which were cancelled or established not since the beginning of implementation of the State program assessment of extent of achievement is performed for the period on which they were established.

In case of assessment of degree of compliance of the actual amount of financing of the State program (subprogramme) to the planned amount of financing for all analyzed period since the beginning of implementation of the State program total values of the actual and planned amounts of financing of the State program (subprogramme) of the analyzed period respectively are compared every year.

Accomplishment of actions of the subprogrammes of the State program characterizing result of the taken measures within year is estimated proceeding from degree:

development of financial resources - for the actions assuming financing of the current activities;

satisfactions of requirement (requests) for the corresponding year - for the actions assuming payment of allowances and compensation of losses;

annual amounts of works or achievement of percent of readiness of object - for actions for construction (reconstruction) in case of determination of annual amounts of works or percent of readiness of objects.

The state program is recognized:

highly effective on condition of accomplishment of the planned production volumes of agricultural products, and also accomplishment at least 90 percent of planned values of summary target and target indicators and at least 90 percent of actions;

mean effective on condition of accomplishment of the planned production volumes of agricultural products, and also accomplishment at least 80 percent of planned values of summary target and target indicators and at least 80 percent of actions.

Chapter 6. The expected results

Implementation of the State program will promote:

to increase in production efficiency of agricultural products due to implementation of the resource-saving technologies providing reducing material and labor costs, decrease in cost, improvement of product quality for maintenance of its competitiveness in the internal and external markets;

to strengthening of source of raw materials of agro-industrial production on the basis of intensification, concentration, enhancement of specialization and placement, including by means of forming of highly effective steady raw zones;

upgrades acting and to development of new competitive productions, increase in product competitiveness of the food industry;

the digitalization of industries and subindustries of agro-industrial complex directed to increase in stability of functioning and implementation of the innovation technologies and business models;

to development of selection and genetics for needs of steady agricultural industry;

to preserving, recovery, improvement, increase in fertility and rational use of farmlands;

to forming, upgrade and development of the infrastructure of agro-industrial complex corresponding to the level of potential production and requirements world and the market of EEU, providing building-up of competitive advantages of domestic producers at stages of supply, purchases, sale and promotion;

to creating favorable conditions for development of entrepreneurship in agricultural industry;

to carrying out financial improvement of insolvent agricultural organizations by debt restructuring and attracting investors according to presidential decrees of the Republic of Belarus of July 4, 2016 No. 253 "About measures for financial improvement of agricultural organizations", of October 2, 2018 No. 399 "About financial improvement of agricultural organizations", of February 25, 2020 No. 70 "About development of agro-industrial complex of the Vitebsk region".

Production volumes of agricultural products are specified in farms of all categories according to appendix 4.

On condition of achievement of target production volumes of agricultural products and favorable price environment increase in export of provisions and agricultural raw materials in 2025 on percent 21,3 by 2020 is predicted (to 7 billion US dollars).

The implementation of actions of the State program will allow to provide by the end of 2025 profitability of sales in agricultural industry at the level of at least 10 percent.

Section II.

Chapter 7. Subprogramme 1 "Development of crop production, conversion and sales of products of crop production"

The subprogramme covers grain and beet sugar subcomplexes, and also subcomplexes of forage production, industrial crops, fruit-and-vegetable growing, potato growing and production of bakery products.

Now the Republic of Belarus reached certain level of development of crop production which allows to provide the consumer market of the country with grain, potatoes and vegetables, processing enterprises raw materials (colza, flax fiber, sugar beet), and also to create strong food supply for development of livestock production. In addition to maintenance of food security of the country products of crop production are also actively exported.

Enhancement of disposition of sown area of crops, observance of production schedules of their cultivation, implementation of the innovation technologies and the best practices allowed to increase production of the main crops in recent years.

For the purpose of providing processing enterprises of the republic (flour-grinding and groat, oil and fat, sugar-processing, linen, fruit and vegetable, spirit and others) agricultural organizations within the state order and on contractual basis provide them with necessary raw materials for loading of capacities that allows to satisfy requirements of the domestic market and to provide export of products.

Development of crop production in 2021-2025 is provided by realization of the following main directions:

implementation of zone systems of agriculture using the resource-saving technologies allowing to reduce material and labor costs, resource intensity of products, to raise labor productivity and production efficiency of products of crop production;

preserving and increase in soil fertility and rational use of farmlands;

increase in efficiency of protection of crops due to the enhancement of technology of their cultivation and optimization of phytosanitary condition providing stable harvests of agricultural products in case of different weather climatic conditions;

use in farm-production of the republic of the most intensive grades and hybrids of agricultural plants;

development of the intensive forage production providing production of high-quality grass forages and creation of steady food supply for livestock production;

implementation of elements of system of exact agriculture, development of new resource-saving and high technologies of production.

Realization of the main directions of development of crop production in 2021-2025 will allow to perform increase in production of crop products for needs of the consumer market, ensuring processing industry with raw materials and creations of strong food supply for public livestock production, and also increase in export deliveries.

Task of this subprogramme is achievement of the amounts and structure of production of crop production allowing to balance the demand and supply by the most important types of products.

Within the solution of this task realization of complex of actions of the subprogramme 1 "Development of crop production, conversion and sales of products of crop production" according to appendix 5 is provided.

Financing of the actions specified in appendix 5, will be performed at the expense of means of the republican budget, subventions transferred from the republican budget to consolidated budgets of areas to financing of expenses on development of agricultural industry and fishing activities, local budgets, credit resources, own means of agricultural organizations, and also other sources which are not prohibited by the legislation.

Target indicator of this subprogramme - index of production of crop production in farms of all categories.

Implementation of this subprogramme will promote:

to growth in volumes of production of crop production in farms of all categories on percent 14,5 to the level of 2020;

to ensuring production of grain of at least 10 million tons that will allow to satisfy the needs for raw materials of the organizations performing production of bakery products;

to ensuring production of potatoes of at least 6 million tons, vegetables - 1,9 of one million tons, fruit products - 687 thousand tons, maslosemyan colza - 820 thousand tons, flax fibers - 55 thousand tons, sugar beet - 5 million tons, compound feeds - 5,8 of one million tons, beet-root sugar to 620 thousand tons and to preserving its export potential at the level of at least 239 thousand tons;

to providing public livestock of farm animals with the high-quality, balanced, power-intensive sterns;

to ensuring need of the domestic market of the country for main types of fruit and vegetable products.

The production organization of grain, colza, sugar beet, flax fiber, potatoes, vegetable and fruit products in farms of all categories is planned in the amounts specified in appendix 4.

Development of grain subcomplex.

The annual average production volume of grain for 2016-2020 made 7,5 of one million tons, or percent 87,1 by 2015. In 2020 percent 118,9 by 2019 is collected grain and leguminous crops of 8,8 of one million tons, or, in case of average productivity of 35 centners from hectare in comparison with centner 30,4 in 2019 and 36,5 of centner in 2015.

The indicator of development of grain subcomplex is achievement by 2025:

productions of grain of at least 10 million tons;

to cultivated area of leguminous plants to 350 thousand hectares, - to 1 million hectares that will allow to increase amounts of accumulating of biological nitrogen in the soil to 100 thousand tons, to provide acreage of perennial grass (mainly bean) on ploughland to 70 percent of need of industry of livestock production for vegetable protein and to minimize purchase of proteinaceous raw materials on import;

productivity of grain at least 40 centners from hectare.

Development of subcomplex of forage production.

Important task of industry of crop production is providing livestock production with the high-quality balanced sterns which for 60-70 percent determine the livestock production products production rate. In four years of implementation of the State program for 2016-2020 growth of annual average production of grass forages constituted 105 percent. In 2020 further increase in production of these forages - at least 110 percent to their annual average production is predicted.

For the winter stabling period of 2019-2020 for public cattle stock it is made forages in terms of fodder units of 12,3 of one million tons (106 percent to the level of 2018), in 2020 14,4 of one million tons (117 percent) is made.

The main indicators of subcomplex of forage production for 2021-2025 are:

providing public number of cattle with the high-energy balanced sterns by production annually at least 45 centners of fodder units on the conditional head, from them grass forages - at least 38 centners, including procurement of forages for the winter stabling period of at least 28 centners of fodder units on the conditional head;

procurement of haylage in polymeric film annually at the level of at least 9 percent from the total amount of procurement;

increase by the end of 2025 of acreage of perennial grass at least 1 million hectares from which the share of bean and bean and cereal herbs shall constitute up to 90 percent;

regrassing of greenlands from which the share of bean and bean and cereal herbs shall constitute at least 50 percent;

increase in productivity of forage grasslands;

ensuring supply of meal (cake) rape on the domestic market taking into account counter supply of proteinaceous raw materials for prepared maslosemena of colza, including by the conclusion the organizations suppliers with agricultural enterprises of delivery agreements of meal in which the meal price in percentage ratio to the price delivered maslosemyan colza is fixed;

providing at least 70 percent of need of industry of livestock production for domestic vegetable protein.

Development of beet sugar subcomplex.

The annual average production volume of sugar beet for 2016-2020 made 4,6 of one million tons, or 139, of percent by 2015. In 2020 collection of sugar beet constituted 4 million tons, or percent 81,1 by 2019, in case of average productivity 482 centners from hectare in comparison with 519 centners in 2019 and 330 centners in 2015.

Indicators of development of beet sugar subcomplex for 2021-2025 are:

achievement of production volumes by 2025 of sugar beet in farms of all categories at the level of at least 5 million tons in case of average productivity of 526 centners from hectare on the area of 93 thousand hectares;

ensuring sugar content at least 17 percent;

establishment of optimum term of conversion of sugar beet - 105-110 days with refusal of its procurement and conversion in early (till September 20) and late (January) terms;

implementation of procurement and conversion of sugar beet with maintenance of 3-day raw material stock in the organizations of sugar industry throughout all production season.

Development of subcomplex of industrial crops.

Colza is the main oil-bearing crop in the Republic of Belarus which is source of production of vegetable oil and proteinaceous raw materials.

In the republic colza acreage at optimum level (taking into account requirements of crop rotations) - at least 8 percent from arable land is stabilized.

The annual average production volume maslosemyan colza for 2016-2020 made 525, one thousand tons, or percent 137,6 by 2015. In 2020 collection of colza constituted 731 thousand tons, or percent 126,5 by 2019, in case of average productivity of 20,6 of centner from hectare in comparison with centner 16,8 in 2019 and 15,7 of centner in 2015.

Annual increase in production of flax fiber from 41 thousand tons in 2015 to 47,8 of one thousand tons in 2020 is noted. Growth rate by 2015 made percent 116,6, by 2019 - percent 103,3.

Indicators of development of subcomplex of industrial crops for 2021-2025 are production by 2025 of amounts maslosemyan colza to 820 thousand tons (112 percent to the level of 2020) in case of productivity of 18,2 of centner from hectare, flax fiber - to 55 thousand tons (115 percent) in case of productivity at least 10 centners from hectare.

Development of subcomplexes of fruit-and-vegetable growing and potato growing.

The annual average production volume of potatoes for 2016-2020 made 5, one million tons that corresponds to the level of 2015. In 2020 collection of potatoes constituted in 5,2 one million tons, or percent 85,7 by 2019, in case of average productivity of 206 centners from hectare in comparison with 229 centners in 2019 and 194 centners in 2015.

Fruit-and-vegetable growing has steady positive tendency of development. In case of average productivity of 279 centners from hectare annual average collection of vegetables during five-years period constituted 1,8 of one million tons that is 109,1 percent more, than in 2015. In 2020 collection of vegetables constituted 1,75 of one million tons, or percent 95,6 by 2019, in case of average productivity of 277 centners from hectare in comparison with 284 centners in 2019 and 245 centners in 2015.

The considerable attention is paid to questions of increase in production of domestic fruit production. At least 500 hectares of gardens are annually pledged. For 2016-2020 4,4 of one thousand hectares of long-term plantings is pledged.

The annual average production volume of fruit and berries for 2016-2020 made 699 thousand tons, or percent 126,5 by 2015. In 2020 819 thousand tons, or percent 142,5 by 2019 are collected, in case of average productivity of 97,4 of centner from hectare in comparison with centner 64,7 in 2019 and 64,2 of centner in 2015.

Indicators of development of subcomplexes of fruit-and-vegetable growing and potato growing for 2021-2025 are:

production by the end of 2025 of potatoes of 6 million tons in farms of all categories, from them in the public sector - 1,2 of one million tons in case of average productivity of 305 centners from hectare, the area of landing - 38 thousand hectares;

production by the end of 2025 of vegetables in amount of 1,9 of one million tons in farms of all categories, from them in the public sector - 0,6 of one million tons in case of average productivity of 335 centners from hectare, the acreage of vegetables in the open ground - 14,8 of one thousand hectares;

production by the end of 2025 of fruit products of 687 thousand tons in farms of all categories, from them in the public sector - 240 thousand tons in case of average productivity of 100 centners from hectare, the area of plantings - 24 thousand hectares;

concentration of production in the organizations performing activities for production of potatoes, vegetables, fruits and berries to 80 percent from total production in the public sector;

implementation of landing of fruit cultures and care of them on the area of 2,5 of one thousand hectares (500 hectares a year).

Development of subcomplex of production of bakery products.

In the Republic of Belarus of capacities on production of flour-grinding and groat products, bakery goods, compound feeds it is enough for ensuring need of the domestic market for these products.

In 2020 production of flour-grinding products constituted 543 thousand tons, or percent 100,6 to the level of 2019, groat products - 41 thousand tons, or 123 percent (buckwheat production volumes more than twice are increased), bread and flour confectionery - 408,3 of one thousand tons, or 94,8 of percent, compound feeds - 4829 thousand tons, or 100 percent.

The indicator of development of subcomplex in production of bakery products for 2021-2025 is stabilization of production volumes of bakery goods at the level of 2020 under complete requirement of the market, increase by the end of 2025 at 14,7 of percent of production volume of flour, 25,5 of percent of grain, 20 percent of production of compound feeds.

For the purpose of expansion of the range of flour-grinding and groat products and increase in its competitiveness work on technical retrofitting of the operating flour-grinding and groat productions will be continued.

In 2025 it is going to provide the domestic market in full with flour-grinding and groat products, including import-substituting, from the grain which is grown up in the republic.

For the purpose of ensuring annually growing need of public livestock production for compound feeds implementation of new technologies in production of compound feeds which will allow to provide high quality of compound feeds is planned for 2020-2025, to increase amounts of their production, to increase labor productivity, to lower costs of production of formula-feed products, number of workers, resource intensity and power consumption of products.

According to the Presidential decree of the Republic of Belarus of August 8, 2016 No. 300 "About the organization of high agro-industrial technology production of complete cycle" "Belarusian National Biotechnology Corporation" private company enables the realization of the investment project "The Organization of High Agro-industrial Technology Production of Complete Cycle for 2016-2032" in Pukhovichsky district of the Minsk region which provides construction of the plant on production of lysine by capacity of 77 thousand tons per year, the plant on production of L-threonine - 8,1 of one thousand tons per year and L-tryptophane - 1,6 of one thousand tons per year, feed milling plant - 900 thousand tons per year and premixes - 158 thousand tons per year. Commissioning of production objects is provided in 2020-2021.

Chapter 8. Subprogramme 2 "Development of seed farming of agricultural plants"

In the Republic of Belarus activities for seed farming of agricultural plants are performed according to the current legislation and international treaties in the field of seed farming of agricultural plants.

Seed farming of agricultural plants is one of the main strategic directions of state policy allowing to provide high productivity of crop products and as result the greatest total yield of vegetable products that in turn guarantees food security of the country.

The main directions in the field of seed farming of agricultural plants are: selection and primary seed farming of plants, state strain testing of plants and the subsequent implementation in production of plant varieties with the best qualitative indexes for the purpose of carrying out strain changing and strain renovation of seeds of plants in required amounts.

When carrying out strain changing and strain renovation of seeds of agricultural plants by the organizations of the republic replacement (updating) of plant varieties by the grades having higher quality characteristics and differing in the highest productivity of the received products is performed.

Within the main activities about 11 scientific organizations are engaged in selection and primary seed farming of agricultural plants under need of the republic of which creation and division into districts of high-yielding varieties of plants for their use in the territory of the republic is result. The original and elite seeds made by the scientific organizations are implemented to 334 organizations of the republic performing activities for seed farming of elite of agricultural plants in the corresponding territory of areas (further - the elitproizvodyashchy organizations), for the purpose of their subsequent reproduction and realization to subjects of managing of the republic for use on crops and receipts of gross output.

On analysis results on seed farming of agricultural plants for 2016-2020 in general on the republic use volumetric gain on crops of seeds of the highest reproductions is noted, the areas of elite crops to 15 percent in case of the standard rate of 12 percent (to the level of 2015 increase constitutes up to 7 percent in general crops) are respectively expanded. On the republic growth of productivity of vegetable products is noted. At the same time the required amount of elite seeds of agricultural plants of high-yielding varieties is not used by number of regions of the republic on crops that respectively is reflected in shortage of volume of production of crop production in the region and the republic in general.

Also within implementation of actions of the State program for 2016-2020 are acquired by 11 territorial organizations of strain testing and 6 regional state inspectorates for seed farming, quarantine and protection of plants the modern selection and seed-growing machinery and equipment, the laboratory equipment and devices that in general allows to hold events for testing and protection of plant varieties at the high technology level, to receive authentic data on high-quality and sowing qualities of seeds of plants.

Development of seed farming in 2021-2025 is provided by realization of the following main directions:

forming of the developed competition in the field of seed farming of agricultural plants among producers of seeds;

implementation and use in farm-production of the republic of new high-yielding varieties of the agricultural plants steady against adverse factors of the environment;

development and implementation in farm-production of modern technologies for production, completion, use and storage of seeds of agricultural plants;

development, enhancement and use of modern methods in determination of high-quality and sowing qualities of seeds of agricultural plants, and also holding actions for testing and protection of the plant varieties which are widely used in the countries of the FSU and beyond.

Task of this subprogramme is providing with the scientific and elitproizvodyashchy organizations the republic of production and realization of original and elite seeds of agricultural plants of high-yielding varieties under complete requirement of agricultural organizations of the republic.

Within the solution of this task realization of complex of actions of the subprogramme 2 "Development of seed farming of agricultural plants" according to appendix 6 is provided.

Financing of the actions specified in appendix 6, is provided at the expense of means republican and local budgets, own means of agricultural organizations, and also other sources which are not prohibited by the legislation.

Target indicator of this subprogramme - sales amount the scientific and elitproizvodyashchy organizations of the republic of original and elite seeds of agricultural plants under requirement of agricultural organizations of the republic.

The implementation of actions of this subprogramme will promote:

to ensuring use by subjects of managing of the republic on crops of original and elite seeds of agricultural plants in amounts at least 10-12 percent in disposition of sown area;

to providing with scientific production organizations and domestic sale of original and elite seeds of agricultural plants of high-yielding varieties under requirement of the elitproizvodyashchy organizations of the republic for the subsequent implementation of seed farming of these grades;

to ensuring production and realization by the elitproizvodyashchy organizations in the domestic market of the republic of high-quality elite seeds, including seeds of elite of agricultural plants, high-yielding varieties for needs of agricultural organizations of the republic, and also delivery to export;

to volumetric gain of production of seed-growing and other vegetable high-quality products for own needs that will allow to reduce acquisition it on import.

The sales amount the scientific and elitproizvodyashchy organizations of the republic of original and elite seeds of agricultural plants under requirement of agricultural organizations of the republic will make 52 thousand tons in 2025.

Chapter 9. Subprogramme 3 "Development of livestock production, conversion and sales of products of livestock production"

The reached production rate of products of livestock production provides maintenance of food security of the country and strong growth of export of products.

Production of livestock production is performed in agricultural organizations, peasant farms and farms of the population. The main production of livestock production is concentrated in agricultural organizations which specific weight in milk manufacture makes 96 percent, in production (cultivation) of the cattle and bird - percent 95,3. The number of the agricultural organizations having cattle for January 1, 2020 constituted 1210 organizations, including cows - 1188 organizations. Production (cultivation) of pigs is performed in 156, production (cultivation) of fowl and eggs - in 52 agricultural organizations.
