About approval of the Program of support of small producers

Based on Item and) parts (1) article 9 of the Law No. 179/2016 on small and medium scale enterprises (The official monitor of the Republic of Moldova, 2016, Art. No. 306-313, 651), with subsequent changes, DECIDES: the Government

1. Approve:

1.1. The program of support of small producers, according to appendix No. 1;

1.2. The plan of realization and monitoring of actions within the Program of support of small producers, according to appendix No. 2.

2. To assign program implementation of support of small producers to public organization "Organization for Development of Entrepreneurship".

3. To public organization "Organization for Development of Entrepreneurship" in 30-day time from the date of publication of this resolution to develop and approve operational management on program implementation of support of small producers in which stages and procedure for implementation of this Program will be provided, and also to provide publication of operational management and applicant's management on participation in the Program on the official website.

4. Non-paid financing of the acceptable expenses provided in the Program of support of small producers to perform for the account and within the assignments which are annually approved on these purposes, and also with assistance of partners in development.

5. Actions for financing within the Program of support of small producers constitute the scheme of the little significant help and fall under operation of the Law No. 139/2012 on government assistance and the Regulations on the little significant help approved by the Resolution of the Plenum of Competition council No. 01/2020.

6. To impose control over the implementation of this resolution on the Ministry of Economic Development and digitalizations.

Program of support of small producers

Chapter I. General provisions

1. The program of support of small producers (further - the Program) is aimed at strengthening of the sector of small producers and stimulation of investment attraction in development of local products by means of simplification of access to financing and knowledge acquisition. Support of actions within the Program is performed for the account and within assignments of the government budget and with assistance of partners in development.

2. The main task of this Program is increase in number of the small producers planning to create and/or developing the business, and also increase in their sales volume and performance.

3. This Program is directed to realization of the following specific objectives:

3.1. increase in awareness of potential entrepreneurs and small producers on opportunities of opening / business development in the sphere of small production;

3.2. stimulation of investment attraction in creation and development of local products, especially in the rural zone;

3.3. increase in the value added created by small producers.

4. For the purposes of this Program the small producer is the company performing activities in processing industry (the Section C according to KEDM-2, except for the following classes of economic activity: 1101; 1104; 1200; 2051; 2540; 3040; 3211) with annual turnover to 5 million lei and numbering workers up to 9 people.

Chapter II. Eligibility criterions

5. This Program is intended for the small producers determined in Item 4, and also the physical persons planning to open business in the processing industries acceptable for participation in the Program.

6. Eligibility criterions for participation in the Program are:

6.1. for small producers:

6.1.1. activities implementation at least 12 months before date of application for participation in the Program;

6.1.2. the provided to National bureau of statistics / to the State Tax Administration the financial reporting / single tax reports for the last year of activities;

6.2. the physical persons having experience and showing activity within at least 12 months before date of application in one of types of economic activity acceptable for the Program.

7. The physical persons corresponding to eligibility criterions can submit the application for receipt of non-paid financial support for implementation of investment projects, however financing will be submitted only after registration of the subject of business activity in time, not exceeding one month from the date of approval of financing of the investment project.

8. The small producers and/or physical persons entering into group of companies, not corresponding to reference conditions to small and medium scale enterprises according to provisions of article 4 of the Law No. 179/2016 on small and medium scale enterprises are not acceptable for participation in the Program.

9. Assessment procedure and approvals of investment projects is established in operational management.

Chapter III. Components of the program and main actions

10. The program consists of the following components:

10.1. component I - informing and promotion;

10.2. component II - non-paid financial support;

10.3. component III - monitoring and assessment.

Section 1. Component I - informing and promotion

11. For the purpose of accomplishment of tasks of the Program and ensuring its functioning actions and campaigns for informing and promotion will be organized, and also advisory support will be given.

12. For development of competences and skills of beneficiaries of the Program the training trainings and other actions of educational nature will be organized.

Section 2. Component II - non-paid financial support

13. The non-paid financial support constitutes no more than 70% of the cost of the investment project and cannot exceed the amount in the amount of 500 000 lei on one beneficiary, and the contribution of the beneficiary shall constitute at least 30% of the amount of the investment project.

14. The period of registration and giving of document package appears on official websites of the Ministry of Economic Development and digitalization and the Organization for development of entrepreneurship (further - ORP).
