About change of the Law of the Republic of Belarus "About mail service"

Article 1. Bring in the Law of the Republic of Belarus of December 15, 2003 No. 258-Z "About mail service" the following changes:
1. In Article 1:
third to state the paragraph in the following edition:
"subscriber post case - the special case with the locked cells established in the apartment and blocked apartment houses, on delivery sites in areas (quarters) of the individual housing estate, in the territory of gardening partnerships, country cooperatives and intended for delivery to addressees of simple postcards, letters, parcels post and small packets which taking into account their sizes can be placed in cell, printing mass media, notices on mailings;";
the thirty first to state the paragraph in the following edition:
"mail service - the communication type representing production and technological complex of technical means, including with use of information and other advanced technologies, and vehicles, the providing acceptance, processing, storage, transportation, delivery (delivery) of mailings and rendering other services of mail service;";
in paragraphs the thirty second and forty second words", compensations and implementation of other social payments" shall be replaced with words "and implementation of other social payments, payment of compensations".
2. Add Article 3 with part of the following content:
"Features of legal regulation of the relations regulated by this Law can be established by the president of the Republic of Belarus.".
3. The fifth Article 10 to state the paragraph in the following edition:
"approves Rules of rendering services of mail service public, including the list of universal services of mail service, procedure and terms of their provision, the Rule of rendering services of special communication, the Rule of rendering courier services;".
4. In Article 10-1 part one:
