1. Approve the enclosed Rules of planning and implementation of the state investment projects, and also adjustments of the approved (specified) parameters of the state investment projects of connection with adjustment of the specification.

2. To provide to department of architecture and policy of digital transformation of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan:

1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of digital development of innovation and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of planning and implementation of the state investment projects, and also adjustments of the approved (specified) parameters of the state investment projects providing creation and development of objects of informatization

Chapter 1. General provisions

1. These rules of planning and implementation of the state investment projects, and also adjustments of the approved (specified) parameters of the state investment projects providing creation and development of objects of informatization (further – Rules) are developed according to Item 10 of Article 149 and Item 1 of Article 150 of the Budget code of the Republic of Kazakhstan for the purpose of ensuring effective planning and implementation of the state investment projects of administrators of the republican and local budget programs providing creation and development of objects of informatization and determine procedure for planning and implementation of the state investment projects, and also adjustments of the approved (specified) parameters of the state investment projects providing creation and development of objects of informatization.

2. In these rules the following basic concepts are used:

1) object of informatization – electronic information resources, the software, Internet resource and information and communication infrastructure;

2) the state investment project in the sphere of informatization (further – GIP in the sphere of informatization) – set of the actions directed to creation and development of objects of informatization within realization of state policy of digitalization;

3) authorized body in the sphere of informatization (further – authorized body) – the central executive body performing management and cross-industry coordination in the sphere of informatization and "the electronic government";

4) the administrator of the budget programs (further - ABP) – the state body responsible for planning, reasons, realization and achievement of results of the budget programs determined according to the functions assigned to it by the legislation of the Republic of Kazakhstan, powers and competences;

5) budget investments – the financing from the republican or local budget directed to implementation of the budget investment projects, investment costs of the autonomous organizations of education, and also participation of the state in the authorized capital of subjects of the quasi-public sector;

6) the budget investment project – set of the actions directed to creation (construction) new or reconstruction of the available objects, and also creation and development of the objects of informatization realized at the expense of the budgetary funds during the certain period of time and having complete nature;

7) the investment offer – the conceptual offer proving feasibility of implementation of the state investment projects within implementation of documents of System of state planning, reflecting the purpose of investment, way of its achievement and possible methods of financing, including set of the relevant activities, developed by administrators of the budget programs;

8) information leaf of the investment offer – the document containing the main information on the state investment project, disclosing feasibility of its realization;

9) financial and economic reasons (further – FEO) – the document containing data on feasibility, justification and result assessment from investment of budgetary funds in the authorized capital of legal entities;

10) industry examination – complex efficiency evaluation and feasibility of the budget investments aimed at the development of objects of informatization;

11) the conclusion of industry examination – assessment of the investment offer of the state investment project regarding compliance to priorities of development of industry;

12) the specification (further – TZ) is the structured description of the state investment project on creation and development of objects of informatization including the purposes, tasks, requirements and the reasons for expenses filled in the architectural portal of "the electronic government";
