"9) the borrower – physical person or legal entity, the individual entrepreneur (including peasant farm) who signed the loan agreement, the agreement of financial leasing or the agreement on provision (opening) of credit line with the issuer and assumed liabilities in accordance with the terms of the specified agreements performing activities according to the inventory for crediting and financial leasing on priority projects in the field of production and (or) conversion of agricultural products according to appendix 1 to these rules and also credit partnerships, banks of the second level, social business corporations, the regional investment centers, the microfinancial organizations;";
state Item 23 in the following edition:
"23. The working body in 10 (ten) working days prior to start date of coupon payments for bonded loan, transfers payment into the bank account of the issuer who is the operator on the grain market, subsidized part of coupon remuneration according to the signed agreement.
At the same time, transfer of subsidies on the coupon remuneration charged on bonds of operator on the grain market in reporting year is performed no later than January 30 of accounting year by advance payment on the bank account of the issuer within the means provided in the budget for the corresponding financial year.
