About additional measures for training support abroad gifted specialists, to development of their professional skills and stimulation

For the purpose of the organization of training of gifted youth and specialists in prestigious educational, scientific and educational and other organizations abroad, and also further increase in professional skills, knowledge and experience of government employees by the organization of their training and training in foreign countries I decide:

I. Effective organization and transformation of activities

1. Transform Al Yurtas of Umida Fund for training of specialists abroad and to dialogue with compatriots to Al Yurtas of Umida Fund for preparation of perspective personnel in case of the President of the Republic of Uzbekistan (further - Al Yurtas of Umida Fund).

2. Determine that the Al Yurtas of Umida Fund is legal successor by the rights and obligations of Al Yurtas of Umida Fund for training of specialists abroad and to dialogue with compatriots.

3. Determine the main objectives of Al Yurtas of Umida Fund:

(a) system identification, selection of gifted and perspective specialists on the basis of carrying out studying of requirement in is modern the professional personnel conceiving, brought up in the spirit of patriotism, having profound knowledge, the organization of their training in the public and non-state institutions, and also the scientific and educational organizations abroad;

(b) the organization of target training of perspective specialists of the ministries, departments, the strategic companies of industries of economy, and also the lead highest educational institutions, research and analytical centers at the advanced universities, scientific centers, the different companies and the organizations of developed countries;

(c) implementation of measures for professional orientation of candidates according to requirements of the ministries, departments and strategic companies of industries of economy;

(d) forming of the database about scholars for use by the ministries, departments and strategic companies of industries of economy;

(e) introduction of offers on creating favorable conditions for labor activity and social protection of scholars after their return to Uzbekistan, and also rendering full support to them;

(e) effective use of potential of scholars for the purpose of further increase in positive image of the country on the international scene;

(g) rendering assistance to increase in the authority of state language internationally, to education of younger generation in the spirit of patriotism and commitment to national traditions and values, creation of conditions for studying of Uzbek and history of Uzbekistan abroad and to financing of the actions connected with it;

(h) establishment of partner bonds with foreign universities, scientific centers, the different companies and the organizations (further - the foreign organizations) in education, researches and other areas;

(i) establishment in interaction with the Ministry of Foreign Affairs of contacts with the compatriots having valuable scientific and practical experience and working in prestigious foreign research, educational and medical institutions, perspective industries of economy and also rendering assistance to attraction them to implementation of activities in Uzbekistan;

(j) rendering assistance to attraction in cooperation with the highest educational institutions of the scientists, professors-teachers and researchers with high index of Hirsh (h-index) in the Scopus system performing activities in foreign countries for teaching training courses and disciplines, and also carrying out researches;

(k) rendering based on reasonable offers of the highest educational institutions of assistance to financing of the expenses connected with implementation of joint educational programs with the foreign highest educational institutions entering in top-300 the global rating of the international rating organizations QS (Quacquarelli Symonds) and THE (The Times Higher Education), opening of their branches in the territory of Uzbekistan and also training of youth of foreign countries in national highest educational institutions.

4. For the purpose of providing the effective organization and coordination of activities of Al Yurtas of Umida Fund to form Management board of Al Yurtas of Umida Fund (further - Management board) and to approve its structure according to appendix No. 1.

5. Determine that the Management board renders assistance to activities of Al Yurtas of Umida Fund and makes relevant decisions in the following priority directions:

(a) strategic development of activities of Al Yurtas of Umida Fund, further increase in his international authority, strengthening of material potential and attraction of grants in these processes;

(b) approval of the directions and quotas of grants and target training by education, and also modification of these quotas taking into account competition level at tender;

(c) approval of lists of winners following the results of target training and scholarship tenders according to educational programs of Al Yurtas of Umida Fund;

(d) the organization of control of worthy employment of the scholars who were trained abroad and the specialists who passed target training

(e) determination of the sizes of expenses in the directions of target training, and also training programs in bachelor degree, magistracy and doctoral studies and their distribution;

(e) approval of structure of Al Yurtas of Umida Fund, attraction by extrabudgetary funds on contractual basis of specialists for ensuring activities of this fund, and also determination of procedure for expenditure of extrabudgetary funds and material stimulation of workers at the expense of the specified means.

II. Enhancement of programs of foreign training and education

6. Implement the system of programs of foreign training and education of gifted specialists organized by Al Yurtas of Umida Fund in the following procedure:

(a) passing of target training lasting from one up to six months employees of the ministries, departments, strategic companies of industries of economy, and also the lead highest educational institutions, research and analytical centers on perspective and demanded specialties;

(b) training in programs of bachelor degree, magistracy and doctoral studies of prestigious foreign highest educational, scientific and other organizations on the basis of open scholarship tenders.

7. Determine that since September 1, 2025 by fund "Al yurtas of umida" the program of target training in priority industries of economy and other spheres is performed in the following procedure:

(a) the candidate list, directed to target training is created of number of persons employed of the ministries, departments, strategic companies of industries of economy, the lead highest educational institutions, research and analytical centers, and also pedagogical workers and specialists of Presidential, creative and specialized schools, and target indicators on specific objectives which are subject to accomplishment by them within the next two years after return to the relevant organization are developed;

(b) annually till February 1 of the ministry, department and the strategic companies of industries of economy, the lead highest educational institutions, research and analytical centers represent to the Agency of development of public service reasonable data on the needs for training by positions and the directions, on the foreign organizations in which it is possible to organize training of the selected candidates, and to expected terms of training, and also the list of tasks and target indicators which candidates will shall execute and reach at the end of the training;

(c) quotas of the program of training by foreign countries are annually determined by Management board of Al Yurtas of Umida Fund based on data of the ministries, departments and the strategic companies of industries of economy, the lead highest educational institutions, research and analytical centers and offers of the Agency of development of public service by the industry directions, and also determination of winners is performed by results of the competition held by the Agency annually till April 1;

(d) the foreign organizations in which the training is held and also its terms are determined by customers, the Agency of development of public service and Al Yurtas of Umida Fund;

(e) the ministries, departments and the strategic companies of industries of economy create the corresponding conditions for studying by the specialists directed to target training, the foreign language necessary in case of its passing including they cover the expenses connected with learning of foreign language.

8. The ministries, departments and the strategic companies of industries of economy, and also the lead highest educational institutions, research and analytical centers under the organization of target training of the workers:

(a) prepare data according to programs of training, including their frequency, carrying out terms, the place of practical training abroad and the expenses connected with it, with establishment of bonds with the international organizations, government institutions and non-state organizations of foreign countries;

(b) together with diplomatic representations and consular establishments of the Republic of Uzbekistan abroad provide statement of the specialist directed to training on consular accounting, inquire about condition of his life and health abroad, the training course, financial and household position, and also in interaction with Al Yurtas of Umida Fund take measures for elimination of its problems;

(c) provide preserving for the worker directed to target training by fund "Al yurtas of umida", post and the average monthly salary for training and also take measures for its first-priority career development.

9. For the purpose of selection of the most worthy candidates for training in programs of bachelor degree, magistracy and doctoral studies of prestigious foreign educational, scientific and other organizations by fund "Al yurtas of umida" to found grant of the President of the Republic of Uzbekistan "Al yurtas of umida".

10. Determine that:

(a) winners of grant of the President of the Republic of Uzbekistan "Al yurtas of umida" are determined on the basis of open competitive selection by means of conducting tests and interview;

(b) the organization of tests is performed by the Agency according to knowledge and qualifications, and also the specialized domestic or foreign non-state organization is involved in this process on the basis of outsourcing;

(c) during tests assessment of mental, analytical and creative abilities, and also psychological stability of candidates is carried out;

(d) open scholarship tender is held by tender committee, created and which regulations of work affirm Management board. At the same time:
