About measures for realization of National strategy of the Republic of Uzbekistan for fight against children's cancer for 2025 - 2030

For the purpose of realization of the tasks in the sphere of ensuring health of the population determined by the Presidential decree of the Republic of Uzbekistan of September 11, 2023 No. UP-158 "About Strategy "Uzbekistan - 2030", and also the global and national strategic initiatives directed to cardinal enhancement of system of prevention, diagnostics, treatment and rehabilitation of children with oncological and oncohematological diseases, improvement of quality of their life, creation of the available, high-technology and innovative medical infrastructure giving opportunity of early identification, performing complex therapy and long-term observation of the course of diseases according to international standards, strengthening of material and technical resources of pediatric service and service of children's oncology, hematology and immunology, I decide:

I. Purposes

1. Determine main objectives of fight against children's cancer in Uzbekistan for 2025 - 2030:

(a) increase in share of cases of detection of children's cancer at early stages to 65 percent;

(b) increase in year survival of children with oncological and oncohematological diseases from 34 percent to 90 percent, five-year survival - minimum to 60 percent;

(c) 100 percent scope of the children having cancer, specialized medical care;

(d) reducing terms of diagnosis on oncohematological diseases up to 4 days, on oncological diseases - up to 14 days;

(e) initiation of treatment of oncological and oncohematological diseases in time from 10 to 20 days;

(e) creation of conditions for identification of signs of children's cancer in organizations of primary health care;

(g) increase in personnel potential, strengthening in priority procedure for material and technical resources of medical institutions in regions, digitalization of business processes in all links of fight against children's cancer.

II. National strategy for fight against children's cancer

2. Take into consideration that with participation of the international experts and the World Health Organization National strategy of the Republic of Uzbekistan on fight against children's cancer for 2025 - 2030 is developed (further - Strategy).

3. Approve for achievement of the main objectives and priority tasks determined by this Decree:

(a) The program of complex measures for realization of National strategy of the Republic of Uzbekistan for fight against children's cancer in 2025-2026 according to appendix No. 1 *;

(b) Target indicators of realization of National strategy of the Republic of Uzbekistan on fight against children's cancer for 2025 - 2030 according to appendix No. 2*.

4. Determine that Strategy is implemented on the basis of biennial plans of the measures approved by the Cabinet of Ministers.

III. Priority tasks

5. Determine priority tasks of Strategy:

(a) enhancement of system of prevention, diagnostics, early identification, treatment and care of the children suffering cancer (oncological, oncohematological) diseases, way:

(i) advanced trainings of workers of medical crews on carrying out questioning, medical examination and primary screening for identification of suspicions of cancer diseases;

(ii) developments in all areas and the cities of the central laboratory service equipped with the necessary equipment giving opportunity to diagnose cancer and other diseases at early stages;

(iii) implementations of system of the accelerated diagnostics and treatment of children with suspicion of cancer ("green channel"), at the same time approval and prediscretion of observance of regulations of routing of patients on all vertical of service of children's oncology, hematology and immunology;

(iv) digitalizations of processes of management of medical data, training of health workers in application of information and communication technologies in the activities, and also enhancement of methods of diagnostics and treatment due to active use of opportunities of artificial intelligence;

(b) improvement of quality of the provided medical care and decrease in cases of death rate for the account:

(i) implementations of innovative technologies and results of scientific and practical researches in activities of organizations for fight against cancer of all levels, and also ensuring completeness of regions with specialists personnel and creations of system of continuous increase in their qualification and preparation;

(ii) implementations of international standards and protocols of treatment according to recommendations of the international consultants and partners;

(iii) forming of infrastructure of rendering high-technology medical care by strengthening of material and technical resources of the Scientific and practical medical center of children's oncology, hematology and immunology (further - the Center), and also the regional children's multi-profile medical centers;

(iv) equipment by the modern equipment and uninterrupted ensuring medical associations with medicines of areas (cities);

(c) improvement of quality of life of patients due to enhancement of system of rendering palliative care and hospice for the children having cancer and their families;

(d) activization of preventive actions and increase in awareness of the population on children's cancer.

IV. Project on Strategy implementation

6. Agree with the offer of the Ministry of Health on realization in 2025-2026 of the Project on implementation of Strategy based on medical institutions of the city of Samarkand and Ishtykhansky district (further - the Project) with the parallel expansion of its realization in other regions of the country in process of creation of necessary conditions in the long term providing:

(a) increase in oncological and oncohematological vigilance of health workers by training of workers of medical crews in procedures of questioning, performing medical examination and primary screening for the purpose of identification of primary suspicions of cancer diseases;

(b) implementation of new system of the routing of patients functioning by the principle of detection of diseases and statements of primary diagnosis at the district level, confirmations of the diagnosis, high-technology treatment, rehabilitation and rendering palliative care at the regional and republican levels;

(c) digitalization of processes of work of health workers with children and implementation of technologies of artificial intelligence for early detection of diseases and increase in efficiency of diagnosis, and also control of routing of patients;

(d) retraining and advanced training of employees of medical institutions district (city), regional and republican levels;

(e) implementation of rendering palliative care to sick children at the out-patient and stationary level.

V. Organizational technical supply of implementation of the Project

7. Approve:

(a) The construction plan of additional buildings for the children's multi-profile medical centers of the Republic of Karakalpakstan and areas according to appendix No. 3 *;
