About complex measures for digital transformation of system of law-enforcement bodies

For the purpose of removal of digital ecosystem of law-enforcement bodies on new stage on the basis of target digital decisions according to requirements of time, widespread introduction of technologies of artificial intelligence to the sphere of ensuring public safety and fight against crime, application of single technological approach "the center - the region - махалля" and further increase in effectiveness of processes of digitalization in information space I decide:

I. Priority directions

1. Determine the priority directions of digital transformation of system of law-enforcement bodies in 2025 - 2027:

(a) further increase in efficiency of activities of law-enforcement bodies for fight against crime by consolidation of all information infrastructure, in particular, information systems, databases and data-processing centers in single system on the basis of technologies of artificial intelligence;

(b) coordination of activities of the divisions responsible for implementation of digital technologies to the sphere of law-enforcement bodies, on the basis of single system of management and mechanisms of work, forming in them the "digital team" consisting of qualified professionals and with intellectual potential;

(c) maintaining statistics of crimes and administrative offenses without human factor, automation of the analysis of criminogenic situation and condition of crime, including by regions and types of offenses;

(d) complete digitalization of process of aggregation, processing and use of legal statistics and operational and accounting information, and also ensuring efficiency of information security in system of law-enforcement bodies according to modern requirements.

2. Approve:

(a) The list of priority projects on implementation of modern information technologies and ensuring information security in law-enforcement bodies according to appendix No. 1;

(b) The list of priority projects on forming of digital infrastructure in territorial authorities of internal affairs according to appendix No. 2;

(c) The program of rendering the state services to the population in pro-active and composite forms by optimization of the services rendered on the Single portal of interactive state services according to appendix No. 3;

() the Concept of implementation and development of technologies of artificial intelligence in activities of law-enforcement bodies (further - the Concept) according to appendix No. 4;

(e) The list of data of the ministries and departments transferred to information systems, databases of law-enforcement bodies according to appendix No. 5.

II. The single controling mechanism in ensuring digitalization and information security

Form Department of digital technologies and legal statistics of the Ministry of Internal Affairs (further - Department) and its territorial subdivisions based on Management of information technologies, communication and information security, the Main center of legal statistics and operational and accounting information of the Ministry of Internal Affairs and their territorial subdivisions, having assigned to it the following main objectives:

(a) ensuring single technological approach in case of widespread introduction of digital technologies in activities of law-enforcement bodies, and also the organization of the coordinated activities of all divisions and implementation of its control in case of accomplishment of these tasks;

(b) implementation of decisions on the basis of technologies of artificial intelligence in activities of law-enforcement bodies for ensuring public safety, prevention of offenses and fight against crime;

(c) development and technical support of information technologies and telecommunication infrastructure of law-enforcement bodies, and also ensuring information security and risk analysis in all information systems, software and databases;

(d) enhancement of the electronic state services provided by law-enforcement bodies, increase in their quality and expansion of conveniences to users;

(e) collection, storage and maintaining legal statistics and special accounting information by means of digital technologies, ensuring functioning of the integrated databank, and also conducting centralized accounting of archive documents.

4. Determine that the direct head of Department is the deputy minister of internal affairs and the personal responsibility for effective realization (effectiveness) of the tasks set for Department is conferred on it.

5. Enter according to the procedure of experiment in structure of Main Departments of Internal Affairs of the city of Tashkent and Tashkent region position of the deputy chief of Main Department of Internal Affairs - the chief of Service of digital technologies and legal statistics, and also to organize activities of interdistrict divisions of digital technologies.

6. To the Ministry of Internal Affairs (Z. Kurbanov) during 2025 to carry out assessment of effectiveness of the organizational and regular structure implemented in law-enforcement bodies of the city of Tashkent and Tashkent region according to this resolution and also till May 1, 2026 to make the reasonable offer on step-by-step continuation of this practice in other regions of the republic.

7. Approve Regulations on Department of digital technologies and legal statistics of the Ministry of Internal Affairs of the Republic of Uzbekistan according to appendix No. 6*.
