About approval of the Concept of increase in ecological culture of the population for the period till 2030

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of January 30, 2025 No. UP-16 "About the State program on strategy implementation "Uzbekistan - 2030" in "Year of environmental protection and "green economy", further increase in efficiency of the undertaken measures for increase in ecological culture of the population, support of efforts of the state bodies in this direction performed in interaction with citizens, non-state non-profit organizations and other institutes of civil society, and also the initiatives of Ecological party of Uzbekistan directed to strengthening of ecological knowledge of citizens, I decide:

I. The expected target indicators

1. Determine main objective of adoption of this resolution achievement by 2030 of the following indicators:

(a) forming at 3,3 of one million pupils of the preschool educational organizations of ecological culture;

(b) strengthening at 4,2 of one million pupils of the organizations of system of general secondary education of ecological education and education, increase in their ecological culture;

(c) strengthening at 400 thousand pupils of the organizations of system of secondary vocational and professional education of ecological education and education, increase in their ecological culture;

(d) increase at 1,9 of one million students of system of the highest educational organizations of ecological culture;

(e) increase at 90 percent of employees of state bodies, the companies and organizations of ecological culture.

II. Program documents and mechanisms of their realization

2. Approve:

(a) The concept of increase in ecological culture for the period till 2030 (further - the Concept) according to appendix No. 1 *;

(b) "Road map" on realization in 2025-2026 of the Concept of increase in ecological culture for the period till 2030 (further - "road map") according to appendix No. 2 *;

(c) Target indicators (indicators) expected from adoption of the Concept of increase in ecological culture for the period till 2030 (further - target indicators (indicators)), according to appendix No. 3*.

3. Determine that:

(a) The concept, since 2027, step by step is implemented on the basis of the separate "road map" approved by the Cabinet of Ministers for each two years;

(b) the free training courses directed to increase in ecological knowledge of employees of state bodies and organizations will be organized;

(c) the state social order on projects implementation, connected with increase in ecological culture, by extrabudgetary funds of state bodies and the organizations by the conclusion of direct agreements in the established legislation procedure is annually provided to non-state non-profit organizations;

(d) timely and effective implementation of measures, determined in the Concept and "road map", achievement of target indicators (indicators) climate changes, forestry and tourism for 2025 and the next years are considered in key performance indicators (KPI) of activities of the ministries and departments in the field of ecology;

(e) institutes of civil society, scientists, specialists, foreign experts widely are involved in effective implementation of the Concept and "road map".

III. Increase in responsibility of state body

4. Determine the Ministry of ecology, environmental protection and climate change (further - Minekologiya) the coordinating state body in the field of increase in ecological culture of the population.

5. Assign the following additional tasks on Minekologiya:

(a) taking measures to full realization of the right of everyone to the favorable environment, reliable information affirmed in the Constitution in the new edition about its condition;

(b) taking measures to further enhancement of system of ecological education and education on the basis of the best foreign practices, support of scientific research in this direction;

(c) implementation of innovative methods of promotion on forming in the society of high ecological culture, at the same time wide use of opportunities of digital technologies;

(d) taking measures to further development of cooperation with institutes of civil society in forming and increase in ecological culture of the population, to enhancement of mechanisms of public control in fight against offenses in the field of ecology.

IV. Measures for ensuring openness of ecological information

6. Due to the accession of the Republic of Uzbekistan to the Convention on information access, participation of the public in decision making process and access to justice on the questions concerning the environment (The Aarhus convention, Aarhus, Denmark, on June 25, 1998) to establish procedure according to which since December 1, 2025 provides to Minekologiya openness of the database of the state monitoring of the surrounding environment for the public and places in it the following data:

(a) about the trees and saplings (their addresses, persons responsible for their leaving, types of saplings, etc.) which are annually planted within the national project "Yashil Macon";

(b) about the applications submitted for the purpose of receipt of the document of allowing nature by legal entities and physical persons for cutting down of the trees and bushes which are not entering into the state forest fund (about applicants, quantity of trees, their types and addresses), and about the carried-out public hearings on cutting down of trees (about date, time, the address and results);

(c) about persons which broke procedure for the moratorium imposed on prospecting production of nonmetallic materials on reservoirs;

(d) about results of the public hearings organized for the purpose of discussion among the population and the public of the questions of possible impact planned and (or) planned or the performed economic and other activity for the environment;

(e) about results of public hearings on objects of strategic ecological assessment, including all types of town-planning documentation, drafts of state programs, concepts, schemes of placement and development of productive forces, industries of economic and social spheres;

(e) about the facts of violation of the law elicited as a result of the raids, checks, monitorings which are carried out in the field of protection of ecology and the environment and also the taken measures for their elimination;

(g) about the sanitary and cleaning companies assigned to the territories for export of municipal solid waste (the name of the company, surname, name, middle name of the head and his deputy, their phone numbers, data on dispatching service and service of adoption of addresses, the schedule of export of municipal solid waste);

(h) about the companies which are engaged in production of alternative energy by means of acceptance, sorting, conversion and burning of waste (the name of the company, type of activity, phone numbers, addresses of collection points for secondary raw materials, the sorted waste).
