About the State program on strategy implementation "Uzbekistan - 2030" in "Year of environmental protection and "green economy"

For the purpose of the organization of strict execution of the tasks determined in Strategy "Uzbekistan - 2030" and at meetings of chambers of Oliy Majlis, implementation of complex "green transformation" of industries and spheres in case of accomplishment of the obligations of our country undertaken before global society within the Kyoto protocol to the Framework convention of the United Nations on climate change and the Parisian agreement, providing their competitiveness and resource-saving, and also mitigation of the consequences of climate change and adaptation to it, improvement of quality of life of the population and transition of economic growth to new "green" model of development:

1. Determine priority approaches of development of the country in "Year of environmental protection and "green economy":

improvement of ecological appearance makhally, increase in level of gardening of streets, forming of ecologically favorable and safe circle for accommodation;

strengthening of health of the population, creation of conditions for forming of ecological conduct of life and realization of human potential;

careful attitude and rational use of natural resources, ensuring ecological stability;

protection, reproduction and preserving for future generation of plant and animal life, preserving biodiversity;

steady financing of the projects directed to widespread introduction of the principles of "green economy", adaptation of economy to climate change;

increase in share of renewable energy in republic energy balance, including construction of large "green power plants" on the basis of public-private partnership, expansion of network of small and micro hydroelectric power stations in regions, stimulation of installation of solar panels in population households;

reducing "carbon trace" in economy by broad application of modern energy-saving technologies in industries of economy and the social sphere;

ensuring the interregional and cross-industry coordination directed to ecological stability.

Determine that priority approaches are the basis for finishing till 2030 of annual gross domestic product growth at least to 6 percent, its amount - to 200 billion US dollars, deduction of inflation at the level of 5 percent, preserving budget deficit to gross domestic product at the level of 3 percent, reducing poverty and growth in prosperity of the population by transition to the model of economic development providing economical use of resources.

2. Provide in 2025 in the direction of steady financing of the projects directed to widespread introduction of the principles of "green economy", decarbonization of economy, mitigation of the consequences of climate change and adaptation to it:

development of long-term strategy of achievement of carbon neutrality of Uzbekistan proceeding from requirements of the Parisian agreement;

publication of the contribution of our country to emission reduction of greenhouse gases (NDC) determined at the national level on a global scale in the forthcoming 5 years taking into account adaptation to climate change and transfer of "green technologies";

determination of basic condition of emission of methane in such areas as natural gas, the address with waste and livestock production within the obligation on reducing emission of methane;

bringing share of renewable energy resources in generation of the electric power to 26 percent and to 40 percent in general structure of capacities of generation by commissioning of large solar and total wind stations capacity of 4,5 of GW, installation of solar panels capacity of 785 megawatts, constructions of hydroelectric power stations capacity of 225 MW;

implementation of the certificate "Green building" proceeding from energy efficiency of new buildings under construction, constructions and apartment houses.
