About measures for increase in role of theaters in cultural life of society and further support of their activities

For the purpose of further development of theater in the country, enhancement of activities and strengthening of material and technical resources of theaters, ensuring creative cooperation and freedom in this sphere, supports of increase in art level of performances, and also effective use of budgetary funds and other resources, implementations to the sphere of the best practices of world theater and modern technologies:

1. Create in 2025 - 2030 according to appendix No. 1:

the images of the national hero narrating about instructive life and creativity, the childhood and youth of great historic figures;

the new scenic works propagandizing role and value of the person in society on the basis of the noble idea "For honor and advantage of the person".

Determine that:

theater companies with the performances created on the basis of the state order go to tours on the republic according to the plan;

the state order is also provided on performances of modern genres and directions of theater;

in the state theaters statement of performances on the basis of orders of the ministries, departments and other organizations at the expense of their extrabudgetary and other funds which are not prohibited by acts of the legislation is performed.

2. Approve the Address program of construction, reconstruction, capital repairs and upgrade of buildings of the state theaters in 2025 - 2028 according to appendix No. 2.

At the same time in implementation project and construction repair work are considered:

3. Approve the Program of measures for further development of theater according to appendix No. 3.

4. To fund of cultural development and art to create in 2025-2026 the musical according to Abdullah's novel of Qadiriyya "Last days", to organize its solemn premiere, and also holding tours over the country and the world on the basis of the separate plan.

5. For the purpose of development of creative cooperation in theater, stimulations of playwrights and young directors:

found award of Makhmudkhuzha Bekhbudi for playwrights and award of name of the People's artist and artist of the Republic of Uzbekistan Bakhodir Yuldashev - for young directors, to hold competitions on these awards each two years, to award to their winners the monetary reward in 50-fold size of the minimum wage;

perform since 2025 annually in August the creative Nigokh project directed to expansion of creative cooperation on the basis of the principle "the director - the playwright - the composer - the artist";

implement practice of statement in theaters of 5 best works created in cooperation within the creative Nigokh project and revealed during creative tender, and also material stimulation of directors, playwrights, composers, artists on the basis of grants of this project;

hold each two years national competition of composers for the purpose of development and promoting of national academic musical art.

6. For the purpose of establishing direct interaction of theaters with the educational organizations:

determine target quotas of acceptance in the State institute of arts and culture of Uzbekistan taking into account requirements of theaters for personnel;

adjust carrying out practical training in theaters at least two days a week for pupils of last year of professional educational institutions, students of the third and fourth rates of bachelor degree and students of magistracy;

create up to five state orders which are not exceeding the 100-fold minimum wage for the best final qualification works of graduates of the direction of direction of musical theater, drama and puppet theater, within the budgetary funds allocated annually for the state order;

to annually finance up to 5 target research projects by the funds allocated in accordance with the established procedure from the Government budget for implementation of state programs on scientific activities.

To provide to the Ministry of Culture together with the Ministry of the higher education, science and innovations effective implementation of the tasks determined by this Item.

7. For the purpose of development in theater and theatrical criticism of tradition "the mentor - the pupil" and schools of skill to organize schools of skill of talented and highly-skilled creative specialists of theater, specialists in drama study and art critics.

At the same time:

the list of creative specialists whose schools of skill are created affirms the decision of board of the Ministry of Culture;

the creative specialists who created school of skill in accordance with the established procedure are in addition encouraged quarterly in 30-fold size of basic settlement size on the basis of training efficiency evaluation at schools of skill at the expense of off-budget fund of development in principle place of employment (organization);
