Bring in the Federal Law of February 17, 2023 No. 18-FZ "About features of legal regulation of the relations in the field of social protection and social servicing of the citizens living in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region" (The Russian Federation Code, 2023, No. 8, of the Art. 1196) change, having added with its Article 13.1 of the following content:
"Article 13.1. Features of provision of measures of social protection (support) in the form of social payments on acquisition of premises by the citizens who left the place of permanent residence in the territory of the Kherson region and arrived in the emergency procedure to other territories of the Russian Federation on the permanent residence
1. The citizens who left the place of permanent residence in the territory of the Kherson region and arrived in the emergency procedure on other territories of the Russian Federation on the permanent residence which received according to the procedure established by the Government of the Russian Federation the state housing certificates confirming the right to social payments on acquisition of premises use such social payments only for the specified purpose.
2. Premises (share in the right of common ownership to premises) acquired by citizens with use of the social payments specified regarding 1 this Article cannot be alienated by them within five years from the moment of emergence at them of the property right to the respective premises (share in the right of common ownership to premises). The bargains concluded with violation of requirements of this part are insignificant.
