This Federal Law determines features of legal regulation of the relations in the sphere of social protection and social servicing of citizens of the Russian Federation, the foreign citizens and persons without citizenship who were constantly living in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region as of day of acceptance to the Russian Federation of the specified republics and areas and education as a part of the Russian Federation of the new subjects (on September 30, 2022) who were constantly living in the territories of the Donetsk People's Republic and the Luhansk People's Republic from May 11, 2014 to September 29, 2022, in the territories of the Zaporizhia region and Kherson region from February 24, 2022 to September 29, 2022 and the specified territories which left during these periods to the Russian Federation, including through the territories of the third states, or the specified subjects of the Russian Federation who are constantly living on the date of entry into force of this Federal Law in the territories (further - citizens).
1. The realization of the right to measures of social protection (support) is enabled by citizens since March 1, 2023 (except for measures of social protection (support) concerning which this Federal Law establishes other terms of the beginning of realization of the right to their obtaining) according to the procedure, the sizes, amount and on conditions which are stipulated by the legislation the Russian Federation, taking into account the features established by this Federal Law.
2. Provision of measures of social protection (support) is in accordance with the legislation of the Russian Federation performed based on the statement and documents confirming the status of the citizen and the right to measures of social protection (support), including the documents issued till March 1, 2023 by authorized bodies according to the legislation existing in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region, the legislation of Ukraine or the legislation of USSR (further - the documents issued till March 1, 2023).
3. If the legislation of the Russian Federation provides that measures of social protection (support) are provided only to citizens of the Russian Federation, citizens of the Russian Federation from among persons specified in article 1 of this Federal Law have the right to them.
4. The documents constituted in Ukrainian are accepted without the translation into Russian.
5. The citizen has the right to address to authorized bodies (organizations) performing issue of the documents confirming the right to measures of social protection (support) for replacement of the documents issued till March 1, 2023 for the documents issued in accordance with the legislation of the Russian Federation.
6. Replacement of the documents issued till March 1, 2023 including issue of documents instead of lost, is performed based on the appeal of the citizen to the bodies (organizations) for the place of his residence specified in part 5 of this Article according to the procedure, established by the legislation of the Russian Federation, taking into account the features established by this Federal Law.
7. During the period till January 1, 2025 establishment of measures of social protection (support) by authorized body is performed based on the statement and necessary documents (data) filed by the citizen to the specified body personally if the relevant documents (data) cannot be received by this body according to the procedure of interdepartmental interaction.
8. Permanent residence of the citizen in the territories of the Donetsk People's Republic and the Luhansk People's Republic from May 11, 2014 to September 29, 2022, in the territories of the Zaporizhia region and Kherson region from February 24, 2022 to September 29, 2022 or accommodation in the specified territories as of September 30, 2022 or on the date of entry into force of this Federal Law is confirmed by mark in the passport of the citizen, the residence permit about its registration at the place of residence in the corresponding territory as of the corresponding date (period), the registration certificate at the place of residence (for minor citizens) granted by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of internal affairs (its territorial authority) or other document the issued this federal executive body (its territorial authority), in the presence at its order of the relevant documents (data).
9. Features of implementation of the measures of social protection (support) provided to citizens as of September 30, 2022 can be established by legislative and other regulatory legal acts of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region if such measures of social protection (supports) are not stipulated by the legislation the Russian Federation or their size and amount exceed established in the Russian Federation.
