3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming of the National report on management of the state assets and quasi-public sector

Chapter 1. General provisions

1. These rules of forming of the National report on management of the state assets and the quasi-public sector (further - Rules) are developed according to Item 8 of Article 56 of the Budget code of the Republic of Kazakhstan (further - the Code) and determine procedure for forming of the National report on management of the state assets and the quasi-public sector.

When forming the National report on management of the state assets and the quasi-public sector are not considered military property, and also property on which data are carried to information with limited access.

2. In these rules the following basic concepts are used:

1) military property - defensive objects, all types of arms, military equipment, special means and other property which is on the right of operational management of public institutions of Armed Forces of the Republic of Kazakhstan, other troops and military forming;

2) subjects of the quasi-public sector (further - SKS) - the state companies, limited liability partnerships, joint-stock companies, including National welfare fund, national managing holdings, national holdings, the national companies, founder, the participant or the shareholder of which is the state, and also the affiliated, dependent and other legal entities who are affiliated with them according to legal acts of the Republic of Kazakhstan, fund of social medical insurance, the State Social Insurance Fund, the non-profit organization providing conditions for activities of bodies, their organizations and members of the International financial center "Astana";

3) assets of the state - the property and non-property benefits and the rights having cost assessment, received in state-owned property as a result of last transactions or events;

4) the National report on management of the state assets and the quasi-public sector (further - the National report) - the document containing complex efficiency analysis of management of the state assets and the quasi-public sector;

5) management of state-owned property - implementation by the state (The Republic of Kazakhstan or administrative and territorial unit) of the right of state-owned property and other property rights.

Chapter 2. Procedure for forming of the National report on management of the state assets and quasi-public sector

The national report is created by authorized body on state-owned property on the basis of information provided in the register of state-owned property by authorized bodies of the corresponding industries of SKS according to the Rules of maintaining the register of state-owned property approved by the order of the Minister of Finance of the Republic of Kazakhstan of March 26, 2015 No. 207 (it is registered in the Register of state registration of regulatory legal acts for No. 10801), and also placed in open access.

4. Authorized bodies of the corresponding industries, the central authorized body on budget implementation, in time no later than July 1 of the year following reporting provide to authorized body on state-owned property information provided by Items 7, of 8, of 9, of 10 and 11 these rules.

7. The national report contains:

1) analytical information on condition of the state assets for the accounting period;

2) information on activities of subjects of the quasi-public sector for the accounting period;

3) conclusions and offers on further development of controling mechanisms by the state assets and quasi-public sector;

4) other data on management of state-owned property.

8. Information on current status of the quasi-public sector and the state assets, including results of inventory count of property of the state legal entities, questions of sale and use of state-owned property by the following indicators is provided in the Section "Analytical Information on Condition of the State Assets for the Accounting Period":

means of the republican budget in dynamics for the last three years, including the accounting period by on structure of the budget (the income, costs, net budget crediting, balance on transactions with financial assets, deficit (surplus) of the budget, not oil deficit (surplus) of the budget, deficit financing (surplus use) of the budget);
