1. Approve the Procedure for entrance (import), departure (export) on/from the territory of the Kyrgyz Republic of the vehicles registered in authorized body of other state, and their operation in the territory of the Kyrgyz Republic according to appendix.

2. This resolution becomes effective after fifteen days from the date of official publication.

Procedure for entrance (import), departure (export) on/from the territory of the Kyrgyz Republic of the vehicles registered in authorized body of other state, and their operation in the territory of the Kyrgyz Republic

Chapter 1. General provisions

1. The procedure for entrance (import), departure (export) on/from the territory of the Kyrgyz Republic of the vehicles registered in authorized body of other state, and their operation in the territory of the Kyrgyz Republic (further - the Procedure) determines consecutive actions and requirements to entrance (import), departure (export) on/from the territory of the Kyrgyz Republic of the vehicles registered in authorized body of other state, and their operation in the territory of the Kyrgyz Republic.

2. In this Procedure the following concepts are used:

1) the automotive vehicle (further - the vehicle) - unit of railway vehicles of the road transport including buses, automobile and cargo vehicles, automobile trailers, semitrailer trucks to truck tractors and also the specialized cars (intended for transportation of certain types of loads, passengers with limited opportunities of health) and the special equipment vehicles (intended for accomplishment different, mainly not transport, works);

2) the certificate on state registration of the vehicle - the document confirming the admission of the vehicle to participation in traffic;

3) the state registration registration plate of the vehicle - the registration sign established on all motorized vehicles and their trail cars, registered in accordance with the established procedure by authorized body in the field of registration of vehicles and driver's structure, applied to accounting of motorized vehicles and control of behavior of their drivers on the road. This concept also extends to the state registration registration plate "Transit";

4) the vehicle which is in international movement on the territory of the Kyrgyz Republic - the vehicle operated by the foreign citizen or the stateless person which do not have the residence permit in the Kyrgyz Republic, and at the same time corresponding to the following conditions:

- belongs to the physical person or legal entity having the permanent residence or the location out of the territory of the Kyrgyz Republic;

- it is not registered in the territory of the Kyrgyz Republic;

- it is temporarily imported on the territory of the Kyrgyz Republic.

It is not considered being in international movement any vehicle of other state which remained in the territory of the Kyrgyz Republic in total more than 12 months, without considerable break. The break more than 180 calendar days is considered considerable break;

5) Frontier of the Kyrgyz Republic (further - Frontier) - the line and the vertical surface passing across this line, the determining limits of the state territory (sushi, waters, subsoil and airspace) the Kyrgyz Republic, that is space limit of action of sovereignty of the Kyrgyz Republic;

6) obligatory technical inspection of vehicles - control of compliance of design of vehicles to the requirements established by the corresponding technical regulations for the purpose of the admission of vehicles to participation in traffic in the territory of the Kyrgyz Republic and in the cases provided by international treaties of the Kyrgyz Republic, also beyond its limits;

7) the check point through Frontier (further - the check point) - the territory within the railway station (station), the airport, airfield open for the international messages (the international flights), and also specially equipped place in close proximity to Frontier where the state control and the omission through Frontier of persons and vehicles, cargo transfer, goods and animals according to the legislation of the Kyrgyz Republic is exercised.

Chapter 2. Procedure for design of the vehicles registered in authorized body of other state, moved through Frontier

3. Entrance (import), departure (export) on/from the territory of the Kyrgyz Republic of the vehicles registered in authorized body of other state is performed through check points of the international message according to the Law of the Kyrgyz Republic "About Frontier of the Kyrgyz Republic".

4. The vehicles registered in authorized body of other state and moved through Frontier are subject to boundary registration by authorized body in the field of protection of frontier in case of entrance (import), departure (export) on/from the territory of the Kyrgyz Republic, by entering in accordance with the established procedure into the Single System of Accounting of External Migration (SSAEM) of the following documents:

1) the document (data on the vehicle owner) on the right of crossing of Frontier according to the legislation of the Kyrgyz Republic and international agreements on mutual trips of citizens;

2) registration certificate of the vehicle:

- registration (transit) number;

- brand, model;

- type (automobile, cargo);

- identification number of the vehicle;

- certificate number about vehicle registration.
