About approval of standard regulations of rendering services with accurate operations procedure of employees of subjects of natural monopolies

1. Approve the enclosed Standard regulations of rendering services with accurate operations procedure of employees of subjects of natural monopolies.

2. To provide to department of tariff policy of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Water Resources and Irrigation of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard regulations of rendering services with accurate operations procedure of employees of subjects of natural monopolies

Chapter 1. General provisions

1. These Standard regulations of rendering services with accurate operations procedure of employees of subjects of natural monopolies (further - Standard regulations) are developed for the purpose of strengthening of control of ensuring high-quality and equal access for consumers to regulated services of water supply in channels and regulation of superficial drain by means of retaining hydraulic engineering constructions (further - Regulated services).

2. In these Standard regulations the following concept is used:

technical complexity of object - level of responsibility of construction object on degree of technical requirements to reliability and durability of the bases and designs established by the state and (or) interstate (international) standard rates depending on functional purpose of object, features its the bearing and protecting designs, the number of floors (constructive tiers), seismic danger or others special geological, hydrogeological, geospecifications of the place (area) of construction which are subdivided on:

authorized body - the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan.

Other determinations and terms used in these Standard regulations are applied according to the current legislation of the Republic of Kazakhstan.

3. These Standard regulations are the document determining operating procedure of subjects of natural monopolies with consumers when rendering regulated services.

4. In case of interaction with consumers, employees of the subject of natural monopoly observe requirements of the Constitution of the Republic of Kazakhstan and the legislation of the Republic of Kazakhstan.

Chapter 2. Rendering regulated services with accurate operations procedure of employees of subjects of natural monopolies

Paragraph 1. Issue of specifications

5. Issue of specifications on connection to regulated services is determined according to Rules of implementation of activities of the subjects of natural monopoly approved by authorized body according to the subitem 6) of article 8 of the Law of the Republic of Kazakhstan "About natural monopolies" (further - the Law).

6. The list of documents, necessary for issue of specifications on connection of objects to networks:

1) the copy of the identity document of the owner - for physical persons, the copy of the certificate of the individual entrepreneur or the copy of the notification on the beginning of activities as the individual entrepreneur, the copy of the certificate or the certificate of state registration (re-registration) - for legal entities;

2) the copy of the certificate of the registered rights or title documents;

3) the copy of the document (the order, the power of attorney, the document confirming powers of the person) on person authorized on the conclusion of the agreement with appendix of the identity document, except for the first head of the organization (for legal entities and individual entrepreneurs);

4) bank details (bank name, No. of the current account);

5) in case of productive consumption of services of water reasons on the declared amounts;

6) the characteristic of lock, the water-engineering system established at the beginning of branch before metering stations and/or points of apportionment of water (hydropost) or borders of balance sheet accessory of the channel.

7) survey of the site of construction in scale 1:500 (with all land and underground communications and constructions).

7. Adoption of the statement is confirmed by registration in office of the subject natural monopolies (stamp, the entering number and date), with indication of surname, name and middle name (in case of its availability) person who adopted the statement.

8. The subject of natural monopoly keeps the magazine of registration of statements of consumers of services which is numbered and proshnurovyvatsya. In the magazine of registration of addresses of consumers of services date and time of receipt of the request, and also registration number is fixed.

9. Reception of applications of consumers and issue of results of rendering services is performed in the working days according to the working schedule of the subject natural monopolies.

11. Reception of applications and issue of results are accepted by office or contractual department of the subject of natural monopoly of the principle of "one window" with indication of addresses of subscriber (contractual) departments and their operating mode.
