About modification and amendments in the order of the Deputy prime minister - the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of June 29, 2023 No. 263 "About approval of standards of rendering special social services in the field of social protection of the population"

I ORDER:

1. Bring in the order of the Deputy prime minister - the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of June 29, 2023 No. 263 "About approval of standards of rendering special social services in the field of social protection of the population" (it is registered in the Register of state registration of regulatory legal acts at No. 32941) the following changes and amendments:

be reworded as follows Item 1:

"1. Approve:

1) the Standard of rendering special social services in the field of social protection of the population in the conditions of hospital according to appendix 1 to this order;

2) the Standard of rendering special social services in the field of social protection of the population in the conditions of semi-hospital according to appendix 2 to this order;

3) the Standard of rendering special social services in the field of social protection of the population in the conditions of rendering services at home according to appendix 3 to this order;

4) the Standard of rendering special social services in the field of social protection of the population in the conditions of temporary stay according to appendix 4 to this order.";

in the Standard of rendering special social services in the field of social protection of the population in the conditions of hospital approved by the specified order:

be reworded as follows Item 3:

"3. Provision of special social services in the organizations of stationary type is performed according to the decision of departments of employment and social programs of areas, cities of regional and republican value (capital) (further – departments of employment) at the place of residence of the receiver of services.";

exclude item 4;

1) of Item 5 to be reworded as follows the subitem:

"1) the statement of the receiver of services, and for minor and incapacitated persons – the written application of the legal representative (one of parents, the adoptive father (adopter), the guardian or the custodian, the adoptive parent, the foster tutor and other persons replacing them performing according to the Code of the Republic of Kazakhstan "About scrap (matrimony) and family" (further – the Code), care, education, education, protection of the rights and interests of the child, person is more senior than eighteen years) (further – the legal representative) in form, according to appendix 1 to this Standard;";

1) ensuring integrity of human beings and safety of receivers of services;

2) creation of favorable moral and psychological climate;

3) rendering special social services taking into account individual needs of receivers of the services oriented to increase in level of their personal development, socialization and integration;

4) improvement of quality and efficiency of the provided special social services;

5) socialization of persons with disability, their support as much as possible independence in the organization of life, labor employment, leisure and interaction in open society;

6) providing with living space, including for bedrooms at least four square meters on the child, the child with violations the ODE and at least five square meters is one person more senior than eighteen years, person with disability, aged

7) confidentiality of the receiver of services;

8) providing with clothes, footwear, bed linen, personal care products, firm stock and technical supportive (compensatory) means, and also special vehicles according to the minimum standards of dress, footwear, bed linen, personal care products, firm stocks and technical supportive (compensatory) means and special vehicles provided to persons which do not have disability, on doctor's orders and also terms their socks and uses for the organizations of stationary type according to appendix 3 to this Standard;

9) ensuring duration of training in the organizations of stationary type for children, children with violations of the musculoskeletal device and persons is more senior than eighteen years according to appendix 4 to this Standard."

2) involved in household and labor activity.

24-2. In case of absence of necessary specialists in the organization of stationary type additional involvement of specialists on contractual basis for development of the individual plan, assessment of effectiveness of rehabilitation actions or consultations is allowed.

24-3. In the organization of stationary type the complaint book which pages are numbered, strung together and under seal also the signature of the head of the organization is drawn up. The book is stored at the head of the organization of stationary type and shown on the first demand of receivers of services and visitors.

The complaint book is considered by the head of the organization of stationary type weekly, and authorized body - monthly."

in the Standard of rendering special social services in the field of social protection of the population in the conditions of semi-hospital approved by the specified order:

"3. Provision of special social services at the expense of budgetary funds in the organizations of semiportable type is performed according to the decision of departments of employment and social programs of areas, cities of regional and republican value (capital) (further – departments of employment) at the place of residence of the receiver of services.

4. Provision of special social services at the expense of budgetary funds to receivers of services at the same time in two organizations of semiportable type for one developed individual program of abilitation and rehabilitation of person with disability is not allowed (further – the International Party of Russia).";

be reworded as follows Item 10:

"10. By provision of special social services by the organizations of semiportable type it is observed:

1) ensuring integrity of human beings and safety of receivers of services;

2) creation of favorable moral and psychological climate;

3) rendering the versatile help to receivers of services by provision of complex of the necessary special social services directed to holding improving and social and rehabilitation actions according to this Standard;

4) providing bed linen with the minimum regulations, and also terms of their use for the organizations of semiportable type according to appendix 3 to this Standard;

5) ensuring duration of training in the organizations of semiportable type for children, children with violations of the musculoskeletal device, persons is more senior than eighteen years according to appendix 4 to this Standard.";

add with Item 10-1 of the following content:

"10-1. Special social services are rendered according to the list of special social services in the conditions of semi-hospital according to appendix 5 to this Standard.";

add with Items 16-1, 16-2 and 16-3 of the following content:

"16-1. Monitoring of work of specialists of the organization of semiportable type is carried out by the head of the organization of semiportable type and authorized body on increase, in comparison with previous year, the number of receivers of services:

1) children and persons is more senior than eighteen years at which the level of personal development, skills of adaptive behavior, social adaptation and socialization increased;

2) the children transferred to the organizations of education;

3) persons with disability and the children with violations the ODE compensated in the motive functions integrated into society;

4) receivers of the services socialized and adapted for independent life.

16-2. In case of absence of necessary specialists in the organization of semiportable type additional involvement of specialists on contractual basis for development of the individual plan, assessment of effectiveness of rehabilitation actions or consultations is allowed.

16-3. In the organization of semiportable type the complaint book which pages are numbered, strung together and under seal also the signature of the head of the organization which is stored at the head of the organization of semiportable type and is shown on the first demand of receivers of services and their legal representatives is drawn up.

The complaint book is considered by the head of the organization of semiportable type weekly, and executive body and (or) the founder – monthly.";
