About measures for further development of transport and logistic system of the Republic of Uzbekistan

For the purpose of further development of infrastructure and the market of transport logistics services of the republic, increase in transit potential, forming of perspective transport corridors, decrease in transportation expenses in the cost of export-import transactions and reducing delivery dates of loads on the foreign markets:

1. Approve:

The concept of development of transport and logistic system of the Republic of Uzbekistan till 2030 (further - the Concept) according to appendix No. 1;

"Road map" on realization in 2025 of the tasks determined in the Concept of development of transport and logistic system of the Republic of Uzbekistan till 2030 (further - "Road map"), according to appendix No. 2*.

2. Determine priority development trends of transport and logistic system till 2030:

diversification of the foreign trade routes due to further development of the international and regional cooperation, elimination of the available barriers, reducing delivery dates of loads on the foreign markets, optimization of transport and logistic expenses;

market development of logistics services, the principle of multimodality promoting the maximum realization, stimulation of creation of the large national transport operators specializing in rendering services in format 3PL above;

full realization of transit capacity of the country, including attraction of additional transit cargo flows by application of flexible tariff policy and simplification of customs procedures;

the complex and advancing development of transport infrastructure on the basis of expansion of scales of attraction of external and internal sources of financing and use of innovative technologies, creation of modern network of the transport and logistic centers taking into account the main consolidation sheds in regions;

forming of platforms of logistic system of the country with integration into the international information systems, widespread introduction of digital and innovative technologies in case of the international cargo transportation, enhancement of system of preparation and retraining of personnel in the field of logistics.

3. Determine the main target measures and indicators reached by results of implementation of the Concept till 2030, according to appendix No. 3 *, including providing:

increase twice at least total amount of the international cargo transportation road, railway and air transport;

increase in export of transport and logistics services up to 2 times;

finishing amounts of annual transit cargo transportation all modes of transport to 22 million tons;

increase in share of container transports in time 1,5 at least;

creation of network of the transport and logistic centers with increase in their capacity for load handling by 3 times at least;

improvement of line item of the Republic of Uzbekistan in the Index of efficiency of logistics (LPI) of the World Bank to level not lower than 55.

4. Determine that:

The ministry of transport is responsible for forming of extensive network of the transport and logistic centers, and also questions of development and enhancement of transport-forwarding activities, creates and conducts their rating with placement of data in the information system "E-logistika";

the transport and logistic centers in the republic conforming to standard requirements to equipment by the modern machinery and equipment are offered for inclusion in the list of the Intergovernmental agreement about dry ports of the Economic and social United Nations Commission for Asia and the Pacific Ocean (Bangkok, on May 1, 2013) and are accepted as objects of the international value;

To the ministry of transport together with the relevant ministries and departments in three-months time to develop and submit for approval in the Cabinet of Ministers standard requirements for equipment of the transport and logistic centers the modern machinery and equipment.

5. Agree with the offer of the Ministry of transport and the Ministry of Economics and finance on application of the value added tax on zero rate to the transport-forwarding services rendered on the basis of the transport-forwarding agreement under the organization of international carriages of loads.

To the Ministry of Economics and finance together with the Ministry of transport and the Tax Committee till July 1, 2025 to introduce to the Cabinet of Ministers the bill providing modification and the amendments in the Tax code following from this Item.

6. Assign to the Center of studying of problems of development of transport and logistics under the Ministry of transport the following riders:

identification of the problems arising in the international transport corridors and preparation of offers on their decision, forming of perspective transport corridors;
